Background

The UNDP-UNEP Poverty Environment Initiative (PEI) is a global programme with 20+ country projects supporting country-led efforts to mainstream poverty-environment linkages into national development planning from policymaking to budgeting, implementation and monitoring. PEI provides financial and technical assistance to government partners to establish institutional and capacity strengthening programmes and carry out activities to address the particular poverty-environment context. PEI assists government decision-makers and a wide range of other stakeholders to manage the environment in a way that improves livelihoods and leads to sustainable growth, with an overall aim to bring about lasting institutional change and to increase investment in pro-poor environmental and natural resource management.

Based on initial agreement at PEI’s recent (April 2016) Donor Steering Group (DSG) meeting, PEI’s Poverty Environment Facility (PEF) has been tasked by its Joint Management Board (JMB) to lead on development for a new global programme concept note and programme document building on PEI’s core added value, aligned to SDG implementation and tightening PEIs programmatic approach to focus on influencing core development drivers. 

Duties and Responsibilities

The purpose of this assignment is to inform the conceptualization of a new Global Programme and contribute to the strategic planning and drafting of substantive sections for the Global Programme Concept Note/Programme Document.

The Strategic Planning and Programme/Project Design Consultant will work as part of the core programme design/drafting team guided by PEI Co-Directors and coordinated by the Programme Management Specialist contributing to analytical, technical drafting, and peer review needs as part of the overall programme document development process.

The expected outputs are:

  • Desk review existing project/programme documents, reports, evaluations, etc. on PEI;
  • Research and draft sections of Concept Note as assigned;
  • Research and draft sections of the Global Programme Document as assigned according to UNDP’s Project/Programme Document;
  • Template and in collaboration with UNEP colleagues.

  • Ensure that the design of policies and project/programmes are appropriate to regional and country social and development context as well as based on technically sound, fact based approaches/solutions;
  • Performs appropriate work analysis to establish clear standards for implementation and management;
  • Demonstrates ability to juggle competing demands, to manage time effectively and adhere to deadlines, and to work flexibly in a multicultural team;
  • Demonstrates excellent written and oral communication skills.

 

Required Skills and Experience

Education:

  • Advanced university degree (Masters or higher level) in a discipline such as: natural resources management, economics, development studies, political science, or other relevant studies.

Professional experience:

  • At least 7 years analytical, strategic and technical advisory experience on poverty-environment nexus policies and issues;
  • Familiarity with OECD/UN/UNDP RBM principles, methodologies and approaches – including experience with project management and project document design necessary;
  • Experience in providing national governments with technical advisory services on Poverty-Environment Nexus policy an advantage;
  • Prior work experience with UNDP or UNEP essential; country level experience required.

Language:

  • Excellent knowledge of English;
  • Familiarity with French or Spanish an asset.
