Background:

United Nations Development Programme (UNDP) in Albania invites qualified experts (National ones) to express their interests in possible consultancies under the IC who can deliver professional services within the SWH Project, Component 7: A Comprehensive, Climate-Resilient Approach to Sustainable Hydropower for Albania in the following thematic expertise area:

1.Geographic Information System (GIS) for the Small Hydro Power Plants sector in Albania

Project background:

The objective of the proposed project supported by the Delivery Results Together Fund is to support the development of a strategic environmental assessment (SEA) addressing the development of the SHPP sector at the regional (basin) level in Albania. The project will strengthen the capacity of the Government of Albania to integrate SEAs into energy and environmental decision-making, and it will provide valuable information that is urgently needed by all stakeholders.

The proposed initiative responds to the need of the government of Albania to ensure sustainable development in line with EU accession requirements and multilateral environment agreements. The Protocol on Strategic Environmental Assessment to the Convention on Environmental Impact Assessment in a Transboundary Context, which was ratified by Albania in 2005, requires all parties to evaluate the consequences of their draft policies and programs.

UNDP is currently supporting the government to enact a legal framework and action plan for renewable energy that is in line with current government goals; i.e., a secure energy supply, sustainability that takes climate change into consideration, increased foreign investment, and new green jobs.   An SEA for the SHPP sector will ensure that these goals are sustainable at the country level and at the local level. The SEA process will also foster broader involvement in energy decision-making by citizens and communities and increase awareness of potential water shortages and other climate impacts.

To implement the project, a MoU is agreed by both, UNDP on behalf of the 2015 One UN Integrated Annual Work plan, Output 4.4 Climate Change, and the Ministry of Energy and Industry in charge for the SHPPs policy, valid until 31st of December, 2016.

Duties and Responsibilities

Objective of the assignment:

A National GIS Consultant needs to fulfil the tasks below:

A. Collect and organize information on the existing and planned SHPPs in Albania

The consultant will collect with the help of the UNDP the following information:

  • Geo-referenced positions of SHPPs (using information provided by AKBN, from National Territorial Planning Agency or any other source)
  •  EIAs and Environmental declarations/permits for all SHPPs (from Ministry of Environment)
  • Water-use permits for SHPPs (National Water Council)
  • Annual Production Capacity (GWh): planned and actual figures for 2013, 2014, 2015
  • Electricity sold to the grid in dry season (GWh):  actual figures for electricity sold to grid OSHEE in June-September (2013, 2014, 2015)

The consultant will supplement this information with any other relevant information and will organize this information in simple database (or data management system) and GIS that will allow the SEA team and any other interested stakeholder to quickly obtain information on locations and status of any existing or planned SHPP and supporting materials for it.

B. Supplement and organize information on environmental baseline context of the SHPPs

The consultant will supplement with the help of the UNDP the following information:

•             Areas of high biodiversity value (current and planned protected areas – to be obtained from Ministry of Environment – Protected Areas Department)

•             Water bodies (available from Ministry of Environment – Protected Areas Department)

•             Areas important for ground water recharge (using available information that should be available at the National Geological Service)

•             Green river corridors (using available information, such as the one managed by the NTPA)

•             Local land-use plans (from National Territorial Planning Agency)

•             Road network (from National Territorial Planning Agency)

•             Grid network (from National Territorial Planning Agency)

The consultant will supplement this information with any other relevant information and will organize this information in simple database (or data management system) and GIS that will allow the SEA team and any other interested stakeholder to quickly obtain information on locations and status of any existing or planned SHPP and supporting materials for it.

Required Skills and Experience

Education:

•  Graduate degree in field of Computer Sciences, Geography, Engineering, Planning or related fields.

Work Experience:

•  At least 5 years of work experience, preferably with GIS databases and GIS softwares.

• Previous experience within the sector of hydro energy, energy or environmental protection/climate change.

Language:

• Good knowledge of both written and spoken English

Evaluation of Applicants

Only those applications which are responsive and compliant will be evaluated;

Individual consultants will be evaluated based on Combined Scoring method taking into consideration the combination of the applicants’ qualifications and financial proposal;

Combined weighted scoring: Technical (70%); Financial (30%).

Technical Criteria – 70% of total evaluation – max. 70 points:

•             At least 5 years of work experience within the required area – 20 points;

•             Proven advanced skills and abilities to create and combine data and maps with geographically referenced data. – max. 20 point;

•             Familiarity with GIS databases and GIS software for creating, collating and analysing shapefiles is a must – max. 20 points;

•             Familiarity with UNDP mandate and/or approach relevant to the area; experience working with other international organizations or in public sector; experience with public policy or capacity development – max. 5 points;

•             Fluency in English– max. 5 points;

Financial Criteria – 30% of total evaluation – max. 30 points.

UNDP applies the ‘Best value for money’ approach - the final selection will be based on the combination of the applicants’ qualifications and financial proposal.

 Contracting Arrangements:

The total duration of the assignment will be 20 working days over the period from 1 September 2016 to 30 October 2016. The national consultant will work in close cooperation with the Project team and will report back to the Team Leader of the UNDP Climate Change Program.

Payments:

Payments will be made as specified in the actual contract upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.
