Background

The United Nations Development Program (UNDP) is the UN’s Global Development Network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in over 170 countries, employing participatory approaches to developing local solutions to national and global development challenges. UNDPs core vision is to help countries and communities achieve simultaneous eradication of poverty and significant reduction of inequalities and exclusion.  We do this through three main areas of work: (1) sustainable development (2) inclusive and effective democratic governance and peacebuilding, and (3) resilience. The Sustainable Development Agenda aims to end poverty, promote prosperity and people’s wellbeing. To deepen the linkages between recovery and resilience, UNDP is preparing a Training package that covers Crisis response package .  As one of the few partners with a permanent presence and a cross-cutting mandate on the ground before, during and after a crisis, UNDP aims to take immediate action at the onset of crises in addressing communities’ and governments’ needs for rapid recovery and effective transition to sustainable development.

While often operating in a humanitarian context, the crisis response packages will provide as early as possible, a clear entry point to recovery and rapid return to sustainable development pathways. In 2015, UNDP led the development of the Crisis Response Package on Emergency Livelihoods through Community Infrastructure, Debris and Municipal Solid Waste Management. In line with the corporate commitments, this first package is on track to be finalized by the end of 2015.

Some additional elements in relation with the component on operations and processes require BPPS (Bureau of Policy and Programme Support) to deploy sound technical expertise to support BMS (Bureau of Management Services), e.g. technical specs and ToRs for LTAS (Long Term Agreements) on goods and services. For this reason, the Livelihoods and Economic Recovery Team of the Sustainable Development Cluster, within BPPS, intends to recruit an expert for a short term consultancy.

Duties and Responsibilities

The consultant will work under the technical supervision of the Livelihoods and Economic Recovery team, Sustainable Development Cluster, BPPS, UNDP. He/she will interact with other relevant technical teams from HQ (CRU- Crisis Response Unit, BMS, BERA), regional hubs and country offices, if needed.

Key deliverables

The consultant will be responsible for providing the following deliverables:

  • Undertake and finalize the program elements of Crisis Response Package 2, which includes the overall set of Guidance Notes, brochure, project document, Implementation tools, Training modules for Emergency employment, Enterprise Recovery and CBI (CRP2). Ensuring (i) quality assurance, (ii) technical standards, (iii) compliance with UNDP rules and regulations; (iv) comprehensiveness and usability to support immediate project implementation in a crisis response/recovery setting; (v) ensuring to make linkages to sustainable development practices;
  • Include sections for deployable capacities and partnerships, Communications, Resource Mobilization section  for for LTA’s and Sample TOR’s;
  • Finalize Communication and Advocacy messages for Emergency employment, Enterprise Recovery, CBI;
  • Finalize the Procurement section of CRP2, which includes terms of reference and technical specifications for the procurement of equipment and services necessary for the delivery of Package 2 at the global, regional or national level, based on which BMS will be able to work on LTAs;
  • Finalize Training Package for CRP 2, which includes Trainings modules for Emergency employment, enterprise recovery and CBI. 
  • Liase with all concerned units BPPS, CRU, BMS, Legal and others for finalization of the same.

Required Skills and Experience

Education:

  • Master’s degree in a development related field (Social studies, Economics, International Relations, or other relevant field).

Experience:

  • At least 7 years of relevant professional experience, including experience working on immediate crisis response at the design, implementation, and M&E phases, in the fields of cash based interventions, emergency employment, enterprise recovery, in (post) crisis environments, at a technical and/or advisory level
  • Sound working knowledge and technical leadership in the thematic fields outlined, inter-agency network experience;
  • Computer literate (being able to use MS Windows, office applications, Internet search).

Language:

  • Fluency in spoken and written English with excellent writing skills is a must
  • Written and spoken knowledge of another UN Language is a plus.

Duration of Work:

Duration: 

  • Estimated to 40 working days between September and December 2016, including days of travel, 10 working days mission in New York of which 7 working days for preparation/reporting/finalization of deliverables.

Duty Station: Home based with one mission to New York.

  • The Consultant will be given access to relevant information and data necessary for the execution of the tasks under this assignment.  The Consultant should have her/his own laptop and software to be used.

Scope of Price Proposal and Schedule of Payments:

  • Applicants must quote a lump sum remuneration in their proposal.

The consultant will be paid a lump sum per milestone as stipulated in the schedule above:

  • Submission of deliverable n°1 to 4: 50%  - Due Date TBD and agreed upon contract award;
  • Submission of deliverable n°5 and 6 and approval of all deliverables: 50%  20 December 2016.

Application Procedures:

  • The submission of application is a two-step process. Failing to comply with the submission process may result in disqualifying the applications:

Step 1: Submission of Technical Proposals:

Submit the application within the deadline using the UNDP Job Shop, keeping in mind that proposals received after the deadline will be rejected. Include the following documents:

  • CV or Personal History Form (P11), indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the contact details (email and telephone number) of at least three (3) professional references using the template attached in Annex 1 but can also be downloaded from this link: http://europeandcis.undp.org/files/hrforms/P11_modified_for_SCs_and_ICs.doc).  Alternatively, an updated CV indicating past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references can be submitted however UNDP may later request a P11 form to be completed.
  • Brief description (cover letter) of why you consider yourself as the most suitable for the assignment.

Notes:

a) Only 1 (one) file can be uploaded; therefore please include all documents in one file;

b) A completed P11 Form will be required at the time a selected applicant signs an Individual Contract (IC) or his/her employer, if employed, signs a Reimbursable Loan Agreement (RLA) for work associated with this assignment.

Step 2: Submission of Financial Proposals

Applicants that pass the technical evaluation will be contacted and asked to submit their financial proposals indicating an all-inclusive daily fee in US Dollars for this consultancy, including the cost for the mission travel (airfare, DSA, terminal, etc.) using a specific template to be provided later. 

The daily fee in the financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required (the prevailing price for an economy class ticket on the most direct routes shall apply; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; In addition, the Consultant will be responsible for providing her/his own laptop.

For unforeseen travels related to this assignment, UNDP will cover and reimburse all the travel costs including the airfare and per diem allowance/terminal expenses as per UN standard.  In general, UNDP will not accept travel costs exceeding those of an economy class ticket. Individual contractors wishing to upgrade their travel to business or first class shall do so at their own expense.

If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Criteria for selection of individual consultant and Evaluation:

Only those candidates who meet the minimum level of education and relevant years of experience requirements will be considered for the technical evaluation. The technical evaluation will include a desk review and may also include interviews with shortlisted candidates.

Combined scoring method – where the qualifications and methodology will be weighted a maximum of 70%, and combined with the price offer which will be weighted a maximum of 30%.

Method: Cumulative analysis method will be used to evaluate proposals.

When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive / compliant / acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria weight: 70 (70% of total obtainable scores)

Financial criteria weight: 30 (30% of total obtainable scores)

Technical evaluation: 70% of total evaluation (maximum 70 points):

Technical proposals will be evaluated based on the following technical criteria: 

  • Relevance of Education to the consultancy: (i.e. University Master degree in Social Studies, Economics, International Relations, or other relevant field) (max. 10 points)
  • Experience: experience working on immediate crisis response at the design, implementation, and M&E phases, in the fields of Community Infrastructure rehabilitation, in (post) crisis settings (max. 30 points)
  • Sound working knowledge and experience of UNDP programme and policy advise and project management in (post) conflict settings (max 20 points)
  • Experience in emergency employment, enterprise recovery, debris/municipal solid waste management in (post) crisis environments (max 10 points)

Only candidates obtaining a minimum of 49 (70%) points on technical part would be considered for the Financial Evaluation

Financial evaluation: 30% of total evaluation (maximum 30 points)

The following formula will be used to evaluate financial proposal: p = y (µ/z),

p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
µ = price of the lowest priced proposal
z = price of the proposal being evaluated
