Background

UNCDF is the UN’s capital investment agency for the world’s least developed countries (LDCs). It creates new opportunities for poor people and their communities by increasing access to inclusive finance and investment capital. UNCDF focuses on Africa and the poorest countries of Asia and the Pacific, with a special commitment to countries emerging from conflict or crisis. It can provide seed capital both grants and loans as well as technical support that will improve poor peoples’ lives.

UNCDF works to enlarge peoples’ choices: it believes that poor people and communities should take decisions about their own development. The Better Than Cash Alliance is a global partnership of governments, companies and international organizations that accelerates the transition from cash to digital payments in order to reduce poverty and drive inclusive growth.

Billions of dollars in cash payments and transfers are made daily in emerging and developing economies, including payment of salaries, social welfare and relief, payments to suppliers, remittances. The problems with these cash payments include a lack of transparency, accountability and security, as well as inefficiency.  Furthermore, the individuals who receive the cash payments are often part of the 2 billion excluded from the formal financial sector.  This means they are excluded from access to a range of appropriate and affordable financial services to help them save safely, take advantage of economic opportunities and reduce their vulnerability to risk.
 
Shifting these payments from cash to digital has the potential to improve the lives of low-income people, particularly women, while giving governments, the development community and the private sector a more transparent, time and cost efficient, and often safer means of disbursing payments.

The Better Than Cash Alliance partners with governments, companies, and international organizations that are the key drivers behind the transition to make digital payments widely available by:

  • Advocating for the transition from cash to digital payments in a way that advances financial inclusion and promotes responsible digital finance;
  • Conducting research and sharing the experiences of our members to inform strategies for making the transition;
  • Catalyzing the development of inclusive digital payments ecosystems in member countries to reduce costs, increase transparency, advance financial inclusion - particularly for women - and drive inclusive growth.

The Better Than Cash Alliance is looking for a part-time consultant to maintain the Better Than Cash Alliance website content and manage the overall functionality of the site.

Duties and Responsibilities

Under the guidance and supervision of the Head of Communications, and in collaboration with the Communications Consultant, the Research Manager and other colleagues, the Web Content Management Consultant will have the overall responsibility to ensure optimal functioning and high quality of the Better Than Cash Alliance website. The incumbent will:

Web Management

  • Ensure that the Better Than Cash website is operational 24/7 and accessible from a variety of locations, different browsers and mobile devices;
  • Work closely with the Communications Team and other Better Than Cash Alliance team members to update and proofread content, and ensure all content is on-brand, user-friendly, and dynamic;
  • Work with Ruby on Rails framework Content Management System (CMS) to help create, develop and manage content quality and accuracy for the Better Than Cash website;
  • Utilize the multi-media tools and markdown reference provided within the website’s CMS to take full advantage of the content development capabilities;
  • Contribute to a consistent visual image, including uniform fonts, formatting, icons, images, layout techniques, and modularization;
  • Manage, advise and create website taxonomy for improved content search and discoverability;
  • Troubleshoot problems with the website CMS;
  • Keep the Communications Team and other colleagues abreast of new trends and make suggestions for their integration with the Better Than Cash website;
  • Provide recommendations on cost-effective and re-usable technology solutions;
  • Train and support CMS users within the Better Than Cash Alliance enabling them to publish content;
  • Regularly review and report user metrics and analytics to guide decisions about content or structure;
  • Help coordinate content migration and adaptation of online toolkits from the Better Than Cash Alliance website to an external new platform for online training;
  • Work with the Research Team to create online data visualization tools for the website to feature data emerging from the Better Than Cash Alliance’s country diagnostics.

Product Management

  • Acts as the Product Manager for the Better Than Cash website within agile methodology to ensure the outcomes meet customer and business needs;
  • Define product improvements, document and assist with prioritization of new product improvements for both the CMS and Better Than Cash Alliance website;
  • Coordinate and plan website quality assurance;
  • Drive product content management direction and product architecture and design;
  • Manage vendor schedules and timeline product improvements; negotiate and assess product improvement costs;
  • Implement new technology processes and solutions;
  • Drive product direction, provide short-term and long-term and strategic direction;
  • Manage, coordinating technology solutions with various IT groups internal and external to the organization (e.g. vendor project management and technology staff, contractors, IT systems administrators, IT server administrators and IT domain administrators).

Communities of Practice (CoPs) management

  • Work with the Member Services team and the Research Manager to identify online tools that promote and facilitate sustained interaction between members of the Communities of Practice;
  • Work with the relevant team members to set up and manage the use of such tools over time for multiple Communities of Practice.

Photo Archive Management

  • Update, maintain and research photos for the Better Than Cash Alliance, with caption and credit, on The Better Than Cash Alliance’s DropBox, Flickr page or other;
  • Manage the website CMS images directory using photo-editing software to optimize and upload to the CMS; add titles, ALT tags and image descriptions in compliance W3C and web accessibility standards.

Work Arrangement

The consultant will work part-time and telecommute virtually as agreed with supervisor.  The consultant will be responsible for using his/her own computer.

Required Skills and Experience

Education

  • Bachelor’s degree in web design, graphic design, information technology, programming or a closely related field.

Experience

  • At least 5 years of experience in web development and content management, with strong design background and understanding of modern web standards, communications principles and social media platforms;
  • At least 5 years of experience in working with markdown and HTML editors;
  • At least 5 years of experience in working with Adobe Creative Suite;
  • At least 5 years of experience in working with Ruby on Rails framework and content management systems (CMS);
  • Experience with Mailchimp, editing and revising HTML & CSS newsletter templates and signup forms;
  • Familiarity with Google Analytics, analyzing metrics, generating reports, dashboard creation;
  • Heroku experience a plus;
  • Experience managing and moderating online groups, discussion boards or equivalent required;
  • Experience in photo archiving desirable;
  • Experience working with development and international organizations preferred;

Knowledge

  • Knowledge of development issues and/or financial inclusion and/or digital payments desirable;

Languages

  • Excellent writing and speaking skills in English required;
  • Working level of French or Spanish desirable.

Evaluation Process

Consultants will be evaluated based on UNDP’s cumulative analysis method, where technical (70%) and financial (30%) criteria.

70%: Technical:

  • Desk review (30%): CV and at least two samples of work
  • Interview (40%)

At least 3 candidates who score the highest in the desk review will be invited to the interview.

30%: Financial:

The following formula will be used to evaluate financial proposal:
Lowest priced proposal/price of the proposal being evaluated x 30%.

Evaluation Criteria

Step I: Screening / Long-listing
 
Applications will be screened and only candidates meeting the following minimum criteria will progress for further review:

  • Mandatory submission of CV and at least two relevant samples of work;
  • Bachelor’s degree in web design, graphic design, information technology, programming or a closely related field;
  • At least 5 years of professional experience, meeting the requirements outlined in the “Skills and experience” section above;
  • Excellent English-language skills, Spanish or French an advantage.  

Step II: Short-listing

Criteria for technical evaluation (100 points maximum):

  • 65 points: Main achievements on relevant professional experience, meeting the requirements outlined in the “Skills and experience” section above.
  • 25 points: Relevant samples of work.
  • 10 points: Relevant education and language skills.

Application requirements

  • Please submit detailed CV and cover letter;
  • Please provide URLs to at least 2 samples of work of websites you’ve worked on related to this assignment, built using an open source Content Management System like Ruby on Rails (preferably), Drupal or WordPress. Explain what role you played in the implementation.

Award Criteria

The contact shall be awarded to the highest scored applicant, whose offer have been evaluated and determined as: Responsive/compliant/acceptable; and having received the highest combined weight (technical proposal & Interview) 70% + financial 30%= 100%.

Contracting Arrangement

The contract will be awarded to the candidate obtaining the highest combined technical and financial scores. Selected candidate will be requested to fill out P11 form.
