Background

The UNDP Oslo Governance Centre (OGC) is UNDP’s Global Policy Centre for policy development and applied research with an overarching focus on democratic governance and peacebuilding in crisis, conflict and transitional contexts. The Oslo Governance Centre sits within the Governance and Peacebuilding Cluster, Bureau for Policy and Programme Support. It engages with Norwegian, Nordic and other partners from the South in undertaking applied research and developing policy options and tools for governance support in post-crisis and post-conflict environments, in order to find practical solutions on the ground. One of the four priority areas for the OGC is the measurement of governance for development results, focusing around UNDP’s engagement in support to the monitoring of the targets and indicators of Goal 16 of the SDGs – promoting peaceful, just and inclusive societies.

Duties and Responsibilities

  • Provide coordination support to the SDG16 Virtual Network working on indicators for Goal 16;
  • Provide support to UNDP-led working groups in the Praia City Group for advising on methodologies for the Tier 3 Goal 16 indicators;
  • Provide accompaniment support to UNDP pilot countries engaged in establishing SDG16 indicator monitoring and reporting systems which may involve travel;
  • Support research work focused on a “pathways” analysis of Goal 16 and the interlinkages/direct enablers for the other 16 Goals;
  • Support work on synthesising lessons learned from statistics-offices led governance data collection initiatives (SHASA and others).
  • Provide support to processes related to global supplementary indicators;
  • Update UNDP/OGC’s prior mappings of global governance indices and databases;
  • Establish and keep updated (in liaison with OGC’s knowledge management specialist and colleagues in UNDP New York) a calendar of regional events related to Goal 16 monitoring.

Education:

  • Advanced University degree (or equivalent in work experience) in political science, law, development, social sciences or other related disciplines.

Experience:

  • Minimum of 4 years professional work experience in a related field;
  • Knowledge of governance and debates on governance measurement including on SDG16;
  • Proven experience in conducting research and writing papers or policy guidance publications;
  • Experience from academic/think tank or developing programming environments;
  • UNDP experience is an asset.

Language:                    

  • Fluency in English, both written and oral;
  • Working knowledge of a second UN language is an asset.

Education:

Institutional Arrangements:

  • The Senior Research and Policy Advisor at the Oslo Governance Centre will supervise the consultancy, under the overall supervision of the Director.

Travel

Assignment is home based. Travel by agreement.

Application procedure

A mandatory, brief description and justification (approx. 300-500 words) of the approach proposed to conduct the tasks required for this assignment, demonstrating how the applicant’s qualifications and experience will enable him/her to successfully deliver against the requirements of this assignment.

Step 2: Submission of Financial Proposals

Applicants are required to submit their financial proposals in US Dollars for this consultancy to oslo.governance.centre@undp.org, using the financial proposal template available here: http://procurement-notices.undp.org/view_file.cfm?doc_id=45780. The proposals should be sent via email to oslo.governance.centre@undp.org with the following subject heading: “Financial Proposal Support to Delivery” by the application deadline (1 October 2016). Proposals received after the deadline may be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive professional daily fee, and include a detailed breakdown of the cost. The term ‘all-inclusive’ implies that all costs (professional fees, assignment- and mission- related travel expenses as provided above, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal. The cost of the assignment shall be linked to the deliverables specified above and reflected in the Section B. of the Financial Proposal template.

Criteria for selection

Only those candidates who meet the minimum level of education and relevant years of experience requirements will be considered for the technical evaluation. The technical evaluation will include a desk review, and may also include interviews with shortlisted candidates.

Combined scoring method – where the qualifications and methodology will be weighted a max of 70%, and combined with the price offer which will be weighted a max of 30%.

Method: cumulative analysis method will be used to evaluate proposals.

When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

Responsive / compliant / acceptable; and
Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria weight: 70 (70% of total obtainable scores).

Financial criteria weight: 30 (30% of total obtainable scores)

Only candidates obtaining a minimum of 49 (70%) points on technical part will be considered for the financial evaluation.

Criteria for financial evaluation (30 points maximum):

The following formula will be used to evaluate financial proposal:

The award of contract will be made to the individual consultant who receives the highest combined score out of the weighted technical and financial criteria as specified above.
