Background

The UN General Assembly in September 2015 adopted a global development vision called Transforming our World: The 2030 Agenda for Sustainable Development. The 2030 Agenda is “a plan of action for people, planet and prosperity”.  It lays out 17 new Sustainable Development Goals (SDGs) and 169 targets to stimulate global action over the next 15 years on issues critical to humanity and the planet.

India committed to Transforming our world: the 2030 Agenda for Sustainable Development (called SDGs) in the September 2015 UN Summit. The SDGs officially came into force from 1 January, 2016. NITI Aayog is of coordinating the implementation of the SDGs in India. State Governments have initiated the process by designing frameworks for planning, implementation and monitoring of the SDGs at the sub national level.

In view of India committing to the 2030 Agenda and the SDGs in September 2015, Gujarat has committed itself to the attainment of the SDGs in the state contributing to the overall achievement in the country. The Government has constituted seven working groups.  Three working groups –

  •  Healthcare, improved water and sanitation;
  •  Ensuring education for all;
  •  Issues of inequality pertain to social sectors.

At the request of Government of Gujarat, the UN in India is providing support to the government in developing appropriate framework, implementation mechanism and rollout. UN is seeking the services of a technical officer to support the functioning of these working groups.

Duties and Responsibilities

Coordination

  • Responsible for coordinating with the various agencies involved in the process, including Government of Gujarat, UN Agencies, NITI Aayog and technical agencies;
  • Coordination with UN agencies for best practices and technical experts that may be needed during the course of work by various working groups streams.

Support to SDG working groups

  • Coordinate and support the meeting of all the working groups (members will include senior officials from departments and other experts) that have been formed to work on each of the SDGs and bring in technical expertise from other UN agencies as and when required;
  • Identify experts and resources that could contribute to the deliberations of the working group;
  • Support the creation of an action plan for roll out of the SDGs in Gujarat;
  • Suggest and prepare detailed concept notes for possible actions that will be identified to dovetail state development priorities with the SDG framework.

Preparing sectoral background material and notes on inter-sectoral issues

  • Draft background notes based on a scan of existing research and data;
  • Collate, and present information and data on thematic issues;
  • Highlight inter linkages between different working groups;
  • Facilitating knowledge networking among all stakeholders.

Deliverables:

  • SDG Action Plan and Targets for all the SDG working Groups;
  • Monthly Work progress reports with key challenges highlighted.

Required Skills and Experience

Academic Qualification:

  • Master’s Degree in social sciences, public administration, economics  or related fields.

Professional Experience:

  • 7 years of relevant post masters work experience at the national or international level in assignment related to planning for social sectors;
  • Experience in the usage of computers and office software packages;
  • Experience in handling of web based management systems;
  • Good presentation skills, utilizing MS Powerpoint;
  • Excellent drafting skills and verbal communication.

Language: 

  • Fluency in English (written & spoken).

Travel: 

  • Willingness to travel within the state of Gujarat

Duration of the Work:

  • The contract will be awarded for three months initially. Working days will be as per the State Government policy.

Duty Station:

  • The Consultant is required to report regularly to the office as per the State Government policy;
  • Relocation expenses, if any would be borne by the successful Consultant.

Institutional Arrangement:

  • Contracted consultant will submit the monthly progress report duly certified by reporting officer;
  • Contract will be administered by UNDP on behalf of the Government of Gujarat;
  • Consultant will be entitled for leaves of 2 days per month (non-encashable).

Schedule of Payments:

  • Consolidated three monthly Fee (Remuneration) of Rs 2,70,000/- payable in equal monthly instalments, upon submission of monthly progress report certified by the reporting officer.

Documentation required:

  • Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • In case consultant has published papers, preferably give online links of latest three relevant papers or upload along with CVs in one file.

Shortlisted candidates shall be called for an interview, shortlisting would be done based on the following criteria:

  • Educational Qualification 30%;
  • Relevant Experience of working with Government:40%;
  • Technical Expertise in the subject (including written work): 30%.

Interviews will be conducted in Delhi/Ahmedabad and will be based around the competencies (skills) required as per the ToR . The contract shall be awarded on a merit basis. Travel costs for interview will be borne by UNDP
