Background

The UN Security Council resolution 1325 helped acknowledge women’s essential role and leadership as peace makers and peace builders. At the international level, the UN Security Council has adopted seven resolutions on Women Peace and Security. Collectively the resolutions provide UN Peacekeeping and Development work with a reference for implementing and monitoring on the ground the Women Peace and Security (WPS) agenda. The blueprint for this agenda is rooted in Security Council Resolution 1325 (2000) which was the first resolution to address the impact of armed conflict on women.

UNDP works to ensure that women are engaged at all stages of formal and informal peace processes and that their priorities inform the agenda for conflict prevention, early recovery from crises and durable peace.

UNDP Regional hubs for Arab States and Asia Pacific are seeking an international consultant to review the peace and security work that has been carried out in both regions to further develop an existing peace and security component of a regional programme for Arab States and a revitalized new phase of the Asia Pacific programme of women peace and security. It is expected that the new programme will build on the work that has been done with regional partners under Mosharaka (regional project that UNDP launched in 2014 to address women’s political participation, economic empowerment, and women peace and security issues in the Arab Region) as well as  the N-peace initiative that UNDP launched in Asia Pacific as relevant in the Arab Region context. The review will also help to revitalize the current RBAP N-Peace programme based on changing realities on the ground.

Duties and Responsibilities

Under the supervision and guidance of the Regional Gender Specialist in Arab States and in close coordination with the Mosharaka’s Programme Manager and Gender and Inclusion in Peacebuilding Specialist in Asia Pacific the consultant will undertake the following tasks:

Deliverables and results:

  • Analytical review of documents related to the work done on women peace and security in the Arab States and Asia Pacific Regions and taking stock of what has worked and providing analysis on how responsive the progarmmes are to the changing situation on the ground 
  • Design and propose a component in line with Mosharaka’s second outcome and building on the existing initiatives and complementing on-going ones to advance women peace and security agenda in the Arab Region,
  • Provide recommendation on new way forward for the Asia Pacific component of N-Peace initiative, including where possible identify new areas of work for example, on gendered dimensions of preventing violent extremism Hold a consultation remotely with regional partners in Arab States and Asia Pacific to feed into the design of the new projects.
  • Design a cross-regional collaboration component to exchange knowledge on peace and security between women in Arab States and Asia Pacific regions.
  • Review feasibility of rolling out the online campaigns, including the awards component from a common web-platform, preferably linked to the corporate UNDP website
  • Provision of implementation road map for the designed project.
  • Lead coordination of one cross regional workshop on women, peace and security to review lessons learnt to introduce the new initiative in the Arab region, and refine and adjust the Asia Pacific component

Required Skills and Experience

Education:

  • Master's Degree in conflict or development related disciplines, gender issues, economics, public policy, law, international relations or other social science fields.

 Professional Experience:

  • Excellent grasp of substantive women, peace and security issues both from a programming and a policy point of view.
  • Demonstrable programmatic experience in women, peace and security issues in Arab States and Asia Pacific in relation to persistent and emerging thematic issues including conflict prevention and the promotion of a culture of peace and tolerance.
  • Experience on supporting peace processes and peacebuilding efforts, particularly in the context of Arab States and Asia Pacific from a gender perspective is an asset.
  • Experience coordinating processes involving UN Entities, Civil Society, and Member States.
  • Excellent writing skills.

 Language Skills:

  • Fluency in English, and Arabic language is an advantage

Financial Proposal

Interested candidates should provide lump sum fees for requested services.

Travel

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Applications will be first screened and only candidates meeting the following minimum criteria will progress to the pool for shortlisting:

  • Master’s Degree or equivalent in Development Studies, Public Administration, International Affairs, Economics, Political Sciences, Social Sciences or related field (as per mentioned above) Mandatory submission of CV or UNDP Personal History form (P11);

  • Brief description of why he/she considers him/herself as the most suitable for the assignment

  • Competences and qualifications based on the UNDP P11 form submitted by each candidate.

    Shortlisted Candidates will be then assessed and scored against the following evaluation criteria.

    Evaluation of Candidates (max 100 points):

  • Master’s Degree or equivalent in Development Studies, Public Administration, International Affairs, Economics, Political Sciences, Social Sciences or related field. 10%

  • At least 5 years of relevant work experience in International Development and gender programmes; 20%

  • At least 3 years experience working on women peace and security projects in Asia pacific and the Arab regions; 30%

  • At least 3 years experience in leading and coordinating researches and writing reports and policy papers; 20%

  • Highly familiar with the gender work across the UN agencies is strong advantage; 10%

  • Experience or in depth understanding of the women status in the Arab Region as well as Asia Pacific region. 10%

Step II: Final evaluation

The final evaluation will combine the scores of desk review and financial proposal with the following weights assigned to each:

  • Shortlisting: 70%;

  • Financial proposal: 30%
