Background

The Human Resource Section is responsible for the timely, accurate, equitable, effective and efficient delivery of all human resources management services, i.e. strategic staff planning, recruitment, staff administration, organizational and design and learning/career development, for the continuous development and improvement in human resource operations, policies, and methods to align with UN Women evolving business needs and for providing advisory support to the Executive Director in the formulation and implementation of UN Women's overall mission, strategy and plans of actions.

Under the supervision of the HR Manager, the HR Associate is responsible for the effective and efficient administration of benefits and entitlements for staff members in close liaison with the Service Center in Copenhagen and for contract management and leave management and monitoring.

Duties and Responsibilities

Provide support to the administration and implementation of HR strategies and policies related to contract management, leave management and benefits and entitlements  :

  • Ensure full compliance of records and reports with UN Women rules, regulations and HR policies and guidelines;
  • Provide information to the management and staff on benefits and entitlements strategies, rules and regulations;
  • Conduct research on a range of HR related issues (precedents, policy rulings and procedures) and assist in preparation of notes/reports;
  • Prepare written response to queries concerning HR benefits and entitlements related matters;
  • Oversee and monitor consistent interpretation and application of UN Rules and Regulations.

Provide HR administrative and logistical services in the field of onboarding, benefits and entitlements:

  • Provide general office support services, including: process, draft, edit, proofread and finalize for approval a variety of correspondence and other communications; maintain files/records, monitor deadlines;
  • Oversee the onboarding of new international staff members and GS HQ staff, including but not limited to , negotiate inter-agency agreements, determination of step and review determination of entitlements;
  • Coordinate administrative benefits and entitlements matters;
  • Contribute to the intranet HR benefits and entitlements presence by providing new contents, updating information, and maintaining contents;
  • Provide administrative support to new staff.

Administer and maintain staff contracts and records:

  • Provide correct contract information;
  • Liaise with the Service Center, follow up on benefits and allowances as needed;
  • Maintain and process contract, benefits and entitlements records.

Administer absence management and leave monitoring:

  • Act as focal point for staff questions on absence and leave management;
  • Provide periodic training to new leave monitors at HQ and in the field;
  • Respond to queries related to leave management;
  • Provide guidance on extended sick leave cases, including liaising with medical services.

Maintain data in relation to HR benefits and entitlements:

  • Maintain, further develop and update internal database and files on benefits and entitlements matters in a confidential and secure manner;
  • Generate a variety of standard and non-standard statistical and other reports from various databases;
  • Provide instructions to Budget regarding position data in Atlas on extensions and chart fields (COAs);
  • Monitor transactions related to benefits and entitlements, earning/deductions, retroactivities, recoveries, adjustments and separations through Atlas;
  • Provide information on benefits/entitlements to staff and on administrative issues, such as G-4 visa, UN-Laissez-Passer, work permits for spouses etc.;
  • Review contracts/agreements, including for external staff;
  • Handle separation administration and asset management.

Facilitate knowledge building and knowledge sharing globally on benefits and entitlements issues:

  • Organize information sessions on benefits and entitlements with staff and management;
  • Provide a synthesis of lessons learnt and best practices in benefits and entitlement administration;
  • Liaise with HR focal points in Regional Offices and Country Offices to disseminate information on benefits and entitlements matters;
  • Liaise closely with outsourced service provider on benefits and entitlements.

Provide other HR and administrative services:

  • Draft job descriptions, provide inputs to job classification process and provide support in position establishment process;
  • Monitor Section’s expenditures in line with operating budget, allocations and objectives. Keep the supervisor informed for timely intervention and/or action;
  • Serve as a focal point for the UN Women Internship Programme;
  • Organize travel for HR Section staff;
  • In the absence of the HR Recruitment Associate, provide back-up support to the recruitment team.

Perform any other duties assigned by supervisor from time to time.

Required Skills and Experience

Education and certification:

  • Completion of secondary education with specialized certification in HR;
  • First level university degree in HR, Business or Public Administration desirable, but not a requirement;
  • Candidates who do not have a University degree or an accredited certification in HR will be required to complete the Global General Service Test (GGST) or UN Administrative Support Assessment Test (ASAT) – formerly known as the UN Clerical Test.

Experience:

  • Minimum of 7 years of relevant experience in HR management at national or international level;
  • Experience in administration and budget management is desirable;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling of web-based management systems;
  • Experience working in an international organization is an advantage.

Languages:

  • Fluency in English is required;
  • Knowledge of one of the other UN official working languages is an asset.
