Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Rooted in UN Women’s mandate on ending violence against women, and in line with its strategic plan 2011 – 2017, UN Women is implementing a Global Programme “Safe Cities Free of Violence against Women and Girls” (SC GP). The programme builds on the experiences to date of leading women’s and international organizations and local level initiatives across various parts of the world.

Port Moresby is one of five cities participating in UN Women’s Safe Cities Free of Violence against Women and Girls Global Programme (SC GP) .The global programme aims to prevent and reduce violence, particularly sexual harassment (SH) and other forms of sexual violence against women and girls (SVAWG) in public spaces, enabling women and girls to move more freely and safely, and increasing the exercise of their right to enjoy such spaces.

 The Port Moresby Safe City Programme which was launched in 2011 partnered with National Capital District Commission (NCDC) and Royal PNG Police Constabulary (RPNGC) to make three markets (Gordons, Gerehu and Koki) safe for those who use them, especially women and girls. In 2015, the programme expanded to address high reported cases of sexual harassment on and around public transport system. The Safe Public Transport Programme specifically intends to support the provision of safe, reliable and affordable public transport that enables women, youth and children to move freely and safely around Port Moresby.

Under the overall guidance and direct supervision of the Safe Public Transport Programme Specialist, the Programme Associate provides timely administrative support services to facilitate project implementation activities, consistent with UN WOMEN rules and procedures. S/he will work closely with the UN WOMEN PNG Country Office team to ensure all required procurement, contracting and financial services are delivered in a timely manner and in line with established procedures.  The Programme Associate practices a client, quality and results-oriented approach.

The Programme Associate works in close collaboration with the UN WOMEN Port Moresby Safe City team, the PNG Country Office programmes and operations team, and UN WOMEN Regional Office staff as required, for resolving programme implementation and programme finance-related issues.

Duties and Responsibilities

Provides effective support to management of the Port Moresby Safe City Programmefocusing on the achievement of the following results:

  • Provision of guidance/follow-up to NGOs and contractors on implementation of projects activities, including procurement procedures ensuring full compliance with UN WOMEN rules, regulations, and policies
  • Provide necessary required information for the purpose of monitoring and evaluation as well as audit of Safe City Programme.
  • Organize, compile and process information from donors, the PNG Country- Office, and Safe city programme team, as inputs to various databases and documents.
  • Support the Project team in the tracking and reporting on mobilized resources.

Provides administrative, secretarial, financial and operational support to the Safe City Programme focusing on achievement of the following results:

  • Support to Safe City program/operations staff in various areas of programme implementation, including procurement of goods and services, finance and administrative areas and procedures, including logistical support.
  • Undertake general support for UN WOMEN projects including recording of expenses, preparation of payment requests, monitoring project’s financial reports and budgets.
  • Preparation of non-PO vouchers for M4C Project.
  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas.
  • Timely corrective actions on un-posted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
  • Making budget check for requisitions, POs and vouchers.
  • Creation of requisitions in ATLAS and budget check for requisition, registration of goods receipt in ATLAS, preparation of budget and upload of supporting document, processing payment request and preparation of ATLAS reports.
  • Assist in checking the supporting documents for payments and financial reports for the Project, including payment execution and monitoring payment status.
  • Preparation and handling the routine correspondence related to general administration, procurement, financial and personnel matters; faxes, memoranda and reports in accordance with UN Women rules and procedures.
  • Administrative and logistic support to organization of conferences, training workshops, missions related to Safe City Programme.
  • Ensure all supporting documents on financial transactions are secured and properly filed.
  • Liaise with Responsible parties/implementation partner in following up on FACE forms.
  • Support the drafting of minutes, invitation letters and preparation of document for meeting and its distribution for Safe City Programme

Ensures facilitation of knowledge building and knowledge sharing in the Safe City Programme focusing on achievement of the following results:

  • Provide support to the facilitation / organizing of trainings for the projects staff on Safe City Programme.
  • Use UN Women PNG share point as repository site by uploading all critical documents and correspondence related to Safe City Programme.
  • Maintain copies of mission reports and prepare tracking sheet for follow up actions
  • Maintain record of Safe City Programme  narrative and financial reports, audits, monitoring plans, minutes, agreements, etc.

Required Skills and Experience

Education

Completion of secondary education required. University degree or equivalent in Business or Public Administration is an asset.

Education

A minimum of 7 years of administrative experience preferably in a large or international corporation or organization. Experience in working in a computer environment using multiple office software packages, experience in ATLAS an advantage.

Language

Fluency in English is required. Knowledge of the other UN working knowledge is an asset.
