Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
This Project initiative is part of an alliance of the Italian Cooperation in El Salvador and UN Women, aiming to support and strengthen the Programme Ciudad Mujer. The programme is part of the cooperation strategy of the Italian Cooperation in El Salvador, and responds to the priorities jointly identified by the Secretariat of Social Inclusion of the Presidency of the Republic of El Salvador (* SIS). The association with UN Women promotes the harmonization with Programmes related to public policies focused on gender and development, carried out by other donors, both bilateral and multilateral. The project focuses on economic empowerment. The project is designed to support and expand the implementation of the Programme in two Centers of Ciudad Mujer. By strengthening the component of the Programme, the intervention will promote the integral approach of Ciudad Mujer and its vision of economic autonomy.

The two Centers that will receive the assistance of this Project will respond to the prioritization of territories with great potential for development and with high rates of social exclusion.

Description of the component of the Project: 

Component of Economic Empowerment

The main activities of this component will be devoted to build women entrepreneurship capacity using the mechanism established by the Salvadoran Government in the centers of Ciudad Mujer. The following activities will be carried out in the two centers that will receive assistance from this Project:

  • Guidance and employment opportunities to enhance employability;
  • Training, guidance and technical assistance related to independent and formal job opportunities;
  • Establishment of a mechanism for credit opportunities;
  • Technical advice to support the initial phase of women entrepreneur’s projects.

Duties and Responsibilities

Under the overall guidance and direction of the supervisor, the Project Coordinator will provide programmatic support and coordination to the effective management of UN Women Project by contributing, during the duration of the project, with technical management, procedures, implementation and follow up of the project components.

She/he will work in close collaboration with the UN Women programme and operations team, Government officials, donors, the Technical Committee team, Steering Committee and the civil society ensuring successful UN Women project implementation.

The Project Coordinator will undertake the following tasks:

       A. Project Development, Planning and Implementation 

  • Draft necessary strategic documents concerning project design, planning and implementation, such as results frameworks, work plans, project budget, etc;
  • Implement Project action plans;
  • Undertake day to day management of the project, including smooth project implementation, efficient use of resources;
  • Manage the project budget;
  • Provide technical and administrative coordination of the Project components, also acting in the role of Project Manager according to the Internal Control Framework (ICF) of UN Women;
  • Develop Terms of Reference for project consultants/experts hired on a short term basis and ensure proper delivery of technical services and submission of technical and other reports;
  • Ensure the participation and involvement of relevant stakeholders in project activities, including the Technical and Steering Committees team, so that the process is inclusive, participatory and transparent;
  • Ensure the timeliness and quality of the outputs as well as timely preparation of reports on achievements and challenges faced within the project;
  • Ensure delivery of resources and results according to planned targets.
  • Ensure the development of cross-project linkages with other relevant projects and programmes for mutually reinforcing impact.
  • Support the coordination with relevant Government authorities dealing with human rights and economic empowerment.
  • Coordinate with relevant actors in the Social Inclusion Secretariat and the Ciudad Mujer Programme

    B. Monitoring, Information Gathering and Evaluation
  • Actively participate in all aspects of planning, implementation, monitoring, evaluation and project closure with emphasis on checking levels of implementation and re-orient the operation as appropriate;
  • Facilitate regular flow of information and conduct research as required; 
  • Provide technical support and guidance on monitoring and evaluation to implementing / operational partners when required;
  • Promote identification and synthesis of best practices and lessons learned for organizational sharing and learning;
  • Elaborate reports in coordination with the Technical Committee to be presented to the Steering Committee, donor and UN Women.

       C. Capacity Building & Technical Assistance

  • Support the organization of workshops, seminars and activities,
  • Provide technical assistance for the implementation of the project in Ciudad Mujer.

        D. Advocacy, Partnerships and Resource Mobilization 

  • Establish and maintain partnerships with stakeholders (UN agencies, Project Board, NGOs, government and donors, specially with Italian Cooperation ).
  • Support the Country Office in eventual mobilization of resources efforts from different partners to this project.
  • Perform other duties related to the project as assigned by management.
  • Provide support to the management on issues delegated to her

  Results/Expected Output:

  • In close coordination with the interested parties ensures the implementation of the Project.
  • Guarantee the proper financial implementation of the Project resources under the guidelines of UN Women.
  • Ensures the completion and validation of studies conducted.
  • Prepare comprehensive reports on the situation in El Salvador.
  • Prepare timely reports on the implementation of UN Women strategies / activities in El Salvador related to the Project.
  • Donor reports prepared following UN Women and donor guidelines.
  • Support in the organization of missions.
  • Documents for knowledge management.

Required Skills and Experience

Education:  Master’s degree in social sciences or related field.

Experience:

  • A minimum of 4 years’ experience in project management in a development context
  • Experience on gender and economic empowerment will be considered as an asset.
  • Good understanding of the current gender and human rights context and the governmental structure in El Salvador.
  • Experience in budget formulation, financial management and administration.
  • Experience in developing and maintaining partnerships with government counterparts, UN agencies, donors, and NGO partners.  
  • Experience in using basic project planning tools.
  • Experience in  government programs to support the empowerment of women will be consider an asset
  • Prior experience in the UN System and the Region will be an asset.

Language Requirements:  Fluency in Spanish and English is required.
                                           Working knowledge of Italian will be considered an asset.
