Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Gender Equality Facility in Albania Phase II (GEF II) is designed to ensure that gender equality (GE) is mainstreamed through the Government implementation of budgetary support from the EU Delegation. The project is designed to strengthen the National Gender Machinery and national cross sector coordination led by the government, whilst also:

  • Ensuring alignment of sector strategies, action plans, and IPA Fiches in priority areas with EU Directives on Gender Mainstreaming and Equal Opportunities, and with appropriate indicators and measures of success;
  • Technically advising and providing guidance to selected decision-making and coordination bodies on conforming to gender equality obligations according to national legislation, EU regulations, and international obligations;
  • Technically advising and providing guidance to the EU Delegation on implementing GAP II, mainstreaming gender into programming, reporting and policy dialogue, and exchanging best practice;
  • Strengthening the capacity of selected Ministries in gender-sensitive monitoring, analysis, assessment, and their engagement in evidence-based strategic planning, implementation and monitoring of gender-responsive action plans;
  • Strengthening the capacity of regional structures and Municipalities to adopt, implement and monitor gender-responsive area based development plans and respective service delivery.

GEF II is a follow on project from the Gender Equality Facility in Albania Phase I (GEF I), an 18mth project which has set the scene for GEF II. GEF I funded by Austria has been working consistently with all key Development & Integration actors in Albania from May 2015 to October 2016. It is envisaged that GEF II will be based in the Ministry of Social Welfare and Youth (MOSWY) where the National Gender Machinery resides.

Reporting to the Country Representative, the Programme Specialist (Project Manager) GEF II, a technical specialist in both management and gender, will directly supervise a team of five, including gender specialists, and will be responsible for coordination & planning and delivering a mix of high quality advisory and capacity development services to the government and other stakeholders. S/he will be responsible for engaging experts; facilitating step-by-step implementation; overseeing monitoring activities; measuring step-by-step progress; and reporting.

Hereunder the Gender Equality Facility in Albania Phase II (GEF II) Project is referred to as the ‘Gender Equality Facility in Albania’.

Duties and Responsibilities

Provide programme development advisory services and develop programmes in the area of Gender in Governance, more specifically under the remit of the ‘Gender Equality Facility in Albania':

  • Oversee and manage the design and formulation of programme proposals and initiatives; Identify programmatic areas for support and interventions within the ‘Gender Equality Facility in Albania’ and Gender in Governance;
  • Finalize strategic documents, programme/project proposals, briefs, policy dialogue and other documents related to the ‘Gender Equality Facility in Albania';
  • Organize periodic consultations with key stakeholders, gender advocates, women leaders, human rights experts and UN partners to gather inputs on programme design, as necessary.

Manage the implementation and management of the ‘Gender Equality Facility in Albania’:

  • Finalize the annual workplan and budget and manage their implementation;
  • Provide programme advisory support to the Office Management within the area of Gender in Governance;
  • Manage the technical implementation of the project; provide technical advice; ensure support synergies with other teams;
  • Review the submission of implementing partner financial and narrative reports as required;
  • Provide guidance to staff and partners on Results Based Management tools and performance indicators;
  • Lead Project Steering Committee, project review and/or evaluation meetings.

Oversee technical assistance and capacity development to ‘Gender Equality Facility in Albania’ partners:

  • Provide technical advice to partners;
  • Build, manage, and expand relationships with national partners to support implementation and effectiveness of the ‘Gender Equality Facility in Albania’; respond to any potential problems;
  • Serve as an expert resource to partners on ‘Gender Equality Facility in Albania’ and Gender in Governance;
  • Implement and oversee capacity building opportunities and initiatives;
  • Provide partners with advanced technical assistance, training and capacity development initiatives.

Manage the implementation of programme activities through monitoring and reporting:

  • Manage the process of monitoring the programme/project implementation of activities and finances using results based management tools;
  • Finalize quarterly reports and donor reports, focusing on results, output and outcomes;
  • Contribute to Office UN Women and donor reports.

Manage the people and financial resources of the ‘Gender Equality Facility in Albania’ Project:

  • Manage the programme budget and finalize financial reports;
  • Manage Technical Specialists, Project Support Staff (Assistant, Finance, RBM); mentor and coach staff and do undertake performance assessments;
  • Oversee recruitment processes, as necessary.

Lead advocacy, knowledge building and communication efforts:

  • Represent UN Women in meetings and policy dialogues on issues related to Gender in Governance;
  • Manage advocacy strategies and their implementation;
  • Lead the development of knowledge management strategies, methodologies and products on the ‘Gender Equality Facility in Albania’;
  • Support and engage in regional exchange and learning on Gender and Governance.

Build partnerships and support in developing resource mobilization strategies:

  • Develop and implement partnerships and resource mobilization strategies;
  • Finalize relevant documentation on donors and develop potential opportunities for resource mobilization;
  • Analyze and research information on donors, finalize substantive briefs on possible areas of cooperation, identify opportunities for cost sharing.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field.

Experience:

  • Minimum 7 years of relevant work experience at an international level in design, planning, implementation, monitoring and evaluation of gender & development projects focusing on gender equality/women’s human rights;
  • Technical experience in Gender mainstreaming in Governance;
  • Experience in establishing working relationships among with development and integration partners, international organizations and national governments, notably with National Gender Machinery;
  • Experience in leading/managing teams;
  • Previous engagement/thorough understanding of main gender and governance issues in pre-accession countries/Western Balkans is an advantage;
  • Knowledge of gender, policy and governance terminology is required;
  • Experience/knowledge in using ERP systems;
  • Experience working for the UN System is an asset.

Languages:

  • Proficiency in written and spoken English;
  • Knowledge of Albanian and/or other UN official working languages is an asset.

In July 2010, the United nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
