Background

The protracted nature of the Syria crisis and its impact on development in the sub-region has galvanized an international consensus on the need for a comprehensive approach, integrating development and humanitarian efforts under the strong leadership of host governments. The Syria Strategic Response Plan (SRP) and the Regional Refugee and Resilience Plan (3RP), the latter composed of national response plans, represent the efforts of a wide range of national and international partners towards a more effective and sustainable response that strengthens the resilience and stability of countries affected by the crisis.

Last November, UNDP convened the Resilience Development Forum (RDF), hosted by the Government of Jordan, bringing the voices, knowledge and commitments of a wide range of global, regional and country leaders, experts and practitioners in support of more resilience investment in the sub-region. Since the RDF, a series of global events – the report of the UNSG’s High Level Panel on Humanitarian Financing, the Supporting Syrians and the Region Conference, held in London on February 4, and the World Humanitarian Summit organized in Istanbul on 23-24 May – have reinforced the principles and scope of the resilience agenda. The Resilience Building Week (RBW) was organized in October 2016 to share the implementation of the resilience agenda in the sub-region by identifying key good practices, lessons, challenges and opportunities, and stimulated regional knowledge sharing to better prepare for the next generation of crisis response.

High levels of innovation and creativity have been essential to overcome the scale, complexity and human impact of the Syria crisis. International and national actors have worked together across the region finding new ways to collaborate, developing solid and good practices and encouraging innovative thinking. To take stock of the knowledge and experience from this process, the regional UNHCR-UNDP Joint Secretariat (JS) developed a Compendium on Good and Innovative Practices in the Regional Response to the Syria Crisis and is in the process of finalizing the second version of this Compendium.

In the context of country demand-driven support and the need for new analytical tools on knowledge generation and innovation as well as technical and livelihoods support, the JS is developing additional knowledge products, based on previous stock taking exercises. One of these products is the Resilience Toolkit.

Duties and Responsibilities

The International Consultant will be home-based, and work in close collaboration with the JS staff members and consultants.

Design of the second version of the Compendium on Good and Innovative Practices with the following output:

  • The expected outputs and deliverables are outlined in the below table:

  • Design of an online component/web-based interface of the Compendium

  • Design of the Resilience Toolkit

Required Skills and Experience

EDUCATION:

Master’s Degree in one of the following fields:

  • Graphic Design;

  • Media and communication;

  • Fine Arts;

  • A related field.

PROFESSIONAL EXPERIENCE:

  • More than 10 years of continued professional experience in working with communication media, and specific experience in Graphic Design, in countries in transition;
  • Previous professional experience in the region and/or with UN;
  • Proven experience in designing layouts for knowledge product in the development and/or humanitarian field.

  • An understanding of early resilience, recovery, governance and conflict prevention work, including programmatic synergies between them;
  • Knowledge and practical experience of implementing innovation initiatives in crisis contexts, with international/UN agencies or government institutions.

LANGUAGE SKILLS

  • Fluency in English, Arabic an asset;
  • Knowledge of another UN language is an asset.

UN EXPERIENCE

Previous experience with UN is a strong asset.

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;

  2. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;

  3. Brief description of why you consider yourself as the most suitable for the assignment.

  4. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per the table given in section D. template provided.

    FINANCIAL PROPOSAL

Interested candidates should provide a lump sum for the delivery of the requested services with detailed breakdown (consultancy fees, travel, living allowances, etc. if requested).

Individual consultants will be evaluated based on the following methodologies:

Step I: Screening and desk review:

Individual consultants will be evaluated based on the following methodology.

Applications will be first screened and only candidates meeting the following minimum criteria will progress to the pool for shortlisting:

  • Master’s Degree in Graphic Design; Media and communication; Fine Arts; or a related field;

  • Fluency in English;

  • Mandatory submission of CV or UNDP Personal History form (P11);

  • Brief description of why he/she considers him/herself as the most suitable for the assignment;

  • Competences and qualifications based on the UNDP P11 form submitted by each candidate.

Shortlisted Candidates will be then assessed and scored against the following evaluation criteria.

Evaluation of Candidates (max 100 points):

  • Master’s Degree in a related field; - 10%
  • More than 10 years of continued professional experience in working with communication media, and specific experience in Graphic Design, in countries in transition; - 20%
  • Previous professional experience in the region and/or with UN - 10%

 Step II: Final evaluation

The final evaluation will combine the scores of the desk review and the financial proposal with the following weights assigned to each:

  • Shortlisting: 70%;
  • Financial proposal: 30%
