UNDP has developed a Programme support document, which articulates how UNDP will contribute to the national response to the HIV/AIDS pandemic. The incumbent of the post will be responsible for the overall management of the implementation of the programme and keeping abreast of national policies and , programmes and plans with a view to aligning the UNDP HIV and AIDS programme with the national development agenda. He/she also assists with formulating strategies for implementing the UNDP supported HIV and AIDS programme.
Devoirs et responsabilités
Under the overall guidance of the Deputy Resident Representative for Programme and direct supervision of the HIV/AIDS Team Leader, the Programme Analyst (HIV/AIDS) will perform the following specific duties.
- Oversee as assigned at the unit level the formulation, execution, monitoring and evaluation of UNDP’s HIV and AIDS multi-sectoral and gender mainstreaming programmes and projects to ensure consistency with the national development and UNDP corporate priorities and outcomes
- Ensure development of systems and institutional mechanisms for monitoring and reporting on the MDGS, UNGASS, etc. from the perspectives of HIV and gender, including the collection and analysis of gender disaggregated data
- Ensure HIV/AIDS and gender are mainstreamed into national programme and planning frameworks and strategies (NEEDs, SEEDs, LEEDs, etc.) and MDGS within the framework of the corporate strategy on HIV and AIDS and the MYFF
- Support capacity development at all levels of public and private sectors and civil society institutions with an emphasis on ensuring an effective national HIV and AIDS multi-sectoral response that is cognizant of the gender dynamics of the epidemic Coordinate the provision of technical assistance to the CO and implementing partners on all matters related to the Global Fund for AIDS, Malaria and Tuberculosis (GFATM) and the WHO 3 by 5 initiative
- Prepare technical reports, analyses, briefing papers and other documents suitable for advocacy purposes and information dissemination based on the outputs of the programme work
- Facilitate knowledge sharing and flow of experience
- Gather, document and communicate lessons leant from UNDP’s experiences in the areas of HIV and AIDS and gender mainstreaming
- Develop strategies for and undertake resource mobilization to leverage UNDP’s core resources
- Provide technical inputs and advocate for and promote UNDP positions in the Joint UN Team on HIV and AIDS, Gender Working Group and other inter – agency technical working groups
- Promote effective coordination between UNDP and the UNCT
- Represent UNDP in key national policy discussions on matters pertaining to HIV and AIDS and gender, including in the GFATM Coordinating Mechanism (CCM)

Qualifications et expériences requises
- Sound understanding of HIV and AIDS as a development issue in sub-Saharan Africa
- At least eight years experience in the development/design and management of HIV and AIDS and gender programmes
- Excellent analytical, leadership, organizational and negotiation skills
- Excellent written and oral communication skills
- Excellent interpersonal skills and the ability to work in multicultural settings and with inter disciplinary teams
- Ability to work well with partners in government, civil society and the private sector and the donor community
- A track record of influencing policy and decision making
- Some experience with United Nations systems or other international organizations preferable
