Background

The United Nations Development Programme (UNDP) has been working in Europe and the Commonwealth of Independent States (CIS) since 1992, and serves over 30 countries and territories in Central and Eastern Europe, the Caucasus and Central Asia, connecting countries to knowledge, experience and resources to help people build better lives.

The UNDP Istanbul Regional Hub (IRH) for Europe and the CIS provides advisory support and knowledge management services to UNDP Country Offices and its partners in the ECIS region in the areas of Sustainable Development (including Poverty and Inequality; Green Economy and Employment; Extractive Industries), Governance and Peacebuilding (including HIV, Health and Development; Institutional Strengthening and Capacity Development; Anti-Corruption and E-Governance; Local Governance and Decentralization; Human Rights and Rule of Law), Gender Equality, Knowledge and Innovation, and Climate Change and Disaster Resilience. In addition, the Centre supports the programme development of these offices at the national level.

UNDP IRH also has ongoing partnerships with several NGOs and companies in order to promote SDGs and other internationally agreed development goals. One of these partnerships is with Galatasaray Sports Club. The partnership with Galatasaray was formalized on 28 April 2016 with the MOU signed between UNDP IRH and Galatasaray Sports Club. In line with the MOU, UNDP and Galatasaray will organize “Goals for Goals” match in May 2016 with the participation of international veteran football players. 

Within the framework of the Regional Programme 2014-2017 and the MOU signed with Galatasaray, the UNDP New Partnerships and Emerging Donors Team in Istanbul seeks to hire an international consultant to undertake the responsibilities of the Private Sector and Non-Governmental Organizations Partnerships Advisor. The consultant will contribute to the implementation of the Regional Programme Output 4.3 “Partnerships”, in particular by enhancing the strategic partnership with Private Sector companies, particularly based in Istanbul and providing technical assistance on the partnerships with non-governmental organizations including CSOs and inter-governmental ones. In particular, the consultant will contribute to the organization of “Goals for Goals” match for the promotion and advocacy of the SDGs.

Duties and Responsibilities

Under the direct supervision of the Partnerships Team Leader and the Communications Team Leader and overall guidance by the Deputy Regional Director the Individual Consultant is expected to fulfill the following functions and produce outputs:

Sports Partnerships and Goals for Goals Match:

  • Drafting the first list of potential players for the match;
  • Finalizing the list of players with UNDP and Galatasaray;
  • Contacting and inviting the players;
  • Following up to obtain confirmation and commitment from players;
  • Coordination of the logistics of the match, from flying in the players to ensuring their safe return home;
  • Leading on fund-raising efforts surrounding the game;
  • Acting as a focal point in technical discussions between UNDP and Galatasaray;
  • Advising on integrating the promotion of the SDGs within the Goals for Goals Initiative;
  • Advising on sponsorship opportunities for the match;
  • Facilitating the follow-up to the match, including a broader partnership between Galatasaray and UNDP.

Private Sector Partnerships:

  • Advising on the potential partnerships of UNDP IRH with the private sector companies;
  • Determining the companies that will be contacted;
  • Arranging contacts between UNDP and private sector companies.

Partnerships with CSOs and Intergovernmental Organizations:

  • Drafting a note for potential NGO partnerships of UNDP with the NGO community in Istanbul;
  • Organizing a series of meetings with NGO partners for UNDP senior managers.

Expected Outputs and Deliverables:

  • Deliverable 1. List of potential players for Goals for Goals match;
  • Deliverable 2. Final list of players to contact;
  • Deliverable 3. Official invitations sent to the players;
  • Deliverable 4. Follow up to obtain confirmation and commitment from the players;
  • Deliverable 5. In collaboration with Galatasaray, finalize list of sponsors;
  • Deliverable 6. One concept note on a new joint initiative within the framework of UNDP-Galatasaray Partnership, accepted by both parties;
  • Deliverable 7. Report/Note for possible private sector partnerships of UNDP IRH in 2017 including company profiles, a brief presentation of partnership opportunities, UNDP entry points for a minimum of 2 Turkish companies;
  • Deliverable 8. Report/Note for possible NGO partnerships of UNDP IRH in 2017 including NGO profiles, a brief presentation of partnership opportunities, UNDP entry points for a minimum of 2 Turkish NGOs.


Duration of the assignment:
The overall estimated duration of the consultancy is 6 months from the contract signature. Estimated total number of days to be invested by the consultant is 18 working days per month until the end of the assignment.

Payment Schedule:
The payment will be done in 6 installments in line with the responsibilities above:

  • 1st Installment: upon confirmation by Certifying Officer of satisfactory delivery of deliverables 1 and 2; estimated date: 31 January 2017; 
  • 2nd Installment: upon confirmation by Certifying Officer of satisfactory delivery of deliverable 7; estimated date: 28 February 2017; 
  • 3rd installment: upon confirmation by Certifying Officer of satisfactory delivery of deliverable 8; estimated date: 31 March 2017;
  • 4th installment: upon confirmation by Certifying Officer of satisfactory delivery of deliverable 3; estimated date: 28 April 2017;
  • 5th installment: upon confirmation by Certifying Officer of satisfactory delivery of deliverable 4; estimated date: 31 May 2017; 
  • 6th deliverable: upon confirmation by Certifying Officer of satisfactory delivery of deliverable 5 and 6; estimated date: 30 June 2017.

Required Skills and Experience

Education:

  • Master degree in business administration, public administration, international relations, development studies or related areas;

Experience:

  • Minimum 7 years of working experience in international development cooperation with a strong project/programme management background; 
  • Demonstrated experience in setting up strategic communication partnerships in the field of development (minimum 1 relevant partnership);
  • Working experience in Turkish public or private sector is required;
  • Experience working in an international environment is preferable;
  • Demonstrated solid knowledge of the international development agenda, emerging donors and sports is an important asset.

Languages:

  • Excellent communication skills in Turkish and English (both written and spoken) is required.

Evaluation of Applicants:

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews and interviews) and financial criteria specific to the solicitation. 

Only candidates who will get at least 70% of points in each stage of the technical evaluation (desk review and interviews respectively) will be considered for financial evaluation.

Technical Criteria - 70% of total evaluation – max. 35 points:

  • Criteria A (Education) – max. points: 3;
  • Criteria B (Minimum 7 years of working experience in international development cooperation, or related field) – max. points: 7;
  • Criteria C (Demonstrated experience in setting up strategic communication partnerships in the field of development (minimum 1 relevant partnership) – max. points: 5;
  • Criteria D (Working experience in Turkish public or private sector) – max. points: 5;
  • Criteria E (Experience working in an international environment) – max. points: 3;
  • Criteria F (Interviews: Demonstrated solid knowledge of the international development agenda, emerging donors and sports) – max. points: 10;
  • Criteria G (Interview: Language skills) – max. points: 2.

Financial Criteria - 30% of total evaluation – max. 15 points.
