Background

Within the framework of the Regional Programme 2014-2017, the UNDP RBEC Partnerships Team seeks to hire an international consultant to undertake the responsibilities of the Official Development Assistance (ODA) Capacity Building Advisor. The consultant will contribute to the implementation of the Regional Programme Output 4.3 “Partnerships”, in particular by enhancing the strategic partnership with emerging donors. The consultant will provide technical assistance and capacity building support on ODA delivery and knowledge sharing mechanisms of selected new donors in Europe and the CIS (ECIS), based on the requests formulated by the New Partnerships and Emerging Donors team leader and other members of the team. 

Location:
Home-based with possible travel in Europe and the CIS and beyond for international conferences and events.

 

Duties and Responsibilities

Under the supervision of the Team Leader, New Partnerships and Emerging Donors, UNDP Regional Bureau for Europe and the CIS and in direct collaboration with the teams in Istanbul, Bucharest, Moscow and Bratislava, and the UNDP COs in Croatia, Montenegro, Kazakhstan and Azerbaijan, the consultant is expected to deliver a wide range of on-demand support and advisory services, which can include:

Capacity building support to national ODA system of various emerging donors in the ECIS region:

  • Provision of on-demand briefings on key issues in development cooperation and aid management;
  • Provision of on-demand support to the establishment of the ODA system, including through written inputs and field missions;
  • Contribution to the development of ODA-related legislation (for example primary and secondary ODA laws) and strategic documents (such as framework or sectoral ODA strategies);
  • Contribution to the partner countries’ institutional capacity assessment / gap analysis to help identify existing capacities and strengths;
  • Contribution to the development of programming instruments, including: project cycle management tools and procedures, M&E system, operational and financial procedures, as needed;
  • Contribution to the identification, design and preparation of pilot tri-lateral and south-south cooperation projects (with another donor and/or a UNDP country office);
  • Contribution to the development of a pool of project ideas/concepts tapping on existing national thematic initiatives by line ministries, as requested by partner emerging donors.

Support the visibility of ECIS new donors’ development efforts and of their specific niches:

  • Facilitate the participation of emerging donors’ representatives in relevant global and regional events to further strengthen their specific role and visibility in the international development landscape;
  • Elaborate briefings/conduct short webinars on the latest trends in international development and their relevance/impact for emerging donors (for example of the GPEDC processes);
  • Design, guidance and support to executive regional briefings focused on topics of choice for the ECIS emerging donors;
  • Provide support with the design and implementation of regional capacity building events addressed to emerging donors in the ECIS region.

Deliverables:
The specific deliverables of this consultancy will be agreed in writing on an ad-hoc basis, based on the expressed needs and demands of the New Partnerships and Emerging Donors team, in line with the duties and responsibilities described above. The exact number of working days needed for each deliverable will be agreed by the consultant and the certifying office/another member of the new partnerships team, up to a maximum total of 130 working days. 

Payments:
This assignment does not form a financial obligation at the time the contract is signed and it does not guarantee a business volume. The payments under this contract will be done based on daily fee and the actual number of working days spent by the consultant as reported in timesheet and a progress report and approved by the supervisor, up to a maximum total of 130 working days.

Required Skills and Experience

Education: 

  • Master’s degree (or equivalent) in International Development, Public Administration, International Relations, Political Science, Social Sciences, International Business, Economic and Political Development;
  • Specialized trainings in Monitoring and Evaluation, Human Resources Management, Project Cycle Management, Results-Based Management, or Financial Management will be an asset.

Experience:

  • At least 7 years of experience in design, implementation, and monitoring and evaluation of official development assistance programmes/strategies of major donor countries (proven track record of at least 3 similar assignments);
  • Experience in setting up aid agencies or similar aid management structures will be an asset;
  • Demonstrated experience in working in international organizations, aid agencies or relevant ministries/departments responsible for aid management;
  • Working experience with South-South Cooperation approaches is an asset;
  • Demonstrated knowledge and experience of working with emerging donors in the ECIS region (especially on ODA capacity building matters).

Languages:

  • Spoken and written proficiency in English is required. 

Evaluation of Applicants:

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews) and financial criteria specific to the solicitation. 

Only candidates who will get at least 70% of technical criteria points will be considered for financial evaluation.

Technical Criteria - 70% of total evaluation – max. 35 points:

  • Criteria A (Master’s degree (or equivalent) in International Development, Public Administration, International Relations, Political Science, Social Sciences or other relevant field) – max points: 3;
  • Criteria B (Specialized trainings in Monitoring and Evaluation, Human Resources Management, Project Cycle Management, Results-Based Management, or Financial Management) – max points: 2;
  • Criteria C (At least 7 years of experience in design, implementation, and monitoring and evaluation of official development assistance programmes/strategies of major donor countries (proven track record of at least 3 similar assignments) – max points: 7;
  • Criteria D (Experience in setting up aid agencies or similar aid management structures) – max. points: 5;
  • Criteria E (Demonstrated experience in working in international organizations, aid agencies or relevant ministries/departments responsible for aid management) – max points: 5;
  • Criteria F (Demonstrated knowledge and experience of working with emerging donors in the ECIS region and South-South cooperation) – max points: 10;
  • Criteria G (Spoken and written proficiency in English) – max points: 3.

Financial Criteria - 30% of total evaluation – max. 15 points.
