Under the guidance and direct supervision of the Humanitarian Affairs Officer, the Syrian Non-Government Organization (SNGO) Liaison Officer works in close collaboration with the Humanitarian Coordination and Access Units in support of UN OCHA’s operations in Syria. The SNGO Liaison Officer supports OCHA Turkey in networking, research and analysis, communicating with NGO field staff, with the mapping of Syrian organizations, as well as with the integration of SNGOs into the overall coordination mechanisms. The SNGO Liaison Officer supports the design, development and implementation of OCHA capacity building activities targeting Syrian organizations, and other related activities as may arise. The SNGO Liaison Officer supports OCHA Turkey in research and analysis of the humanitarian situation and response inside Syria.

Duties and Responsibilities

Under the overall supervision of the OCHA Turkey Head of Office and under the day-to-day guidance of the Head of Coordination Unit, the SNGO Liaison Officer is expected to perform the following tasks:

1. Supports OCHA Turkey in engaging with Syrian organizations and other activities.

  • Enlarges the network of OCHA with Syrian organizations (CSOs and local authorities) and participates in the mapping and screening of Syrian organizations;
  • Co-leads networking between international organizations and Syrian CSOs;
  • Leads the communication flow with the members of the OCHA platform;
  • Leads and develops information related to Syrian organizations in OCHA’s database and products;
  • Participates in and supports meetings with Syrian organizations;

2. Supports the design, development and implementation of OCHA’s capacity building activities targeting Syrian organizations focusing on achieving the following results:

  • Participates to the identification of capacity building activities and assist in setting-up of pools of Syrian trainers;
  • Participates in the implementation of OCHA trainings;
  • Supports capacity building providers in the design of their training strategy and the outreach to relevant participants; and
  • Provides regular briefings to Syrian organizations on the humanitarian coordination infrastructure, OCHA mandate and the humanitarian response in Syria as well as on other related topics;
  • Provides training on protection in Arabic when requested.

3. Supports OCHA Turkey in research and analysis of the humanitarian situation and response inside Syria:

  • Provides continuous updates on humanitarian developments;
  • Supports communication between OCHA Gaziantep and Syrian field staff; and Supports SNGOs in articulating targeted humanitarian responses with INGOs and UN agencies;
  • Participates to the information triangulation;Serves as focal point for all senior level missions to Turkey in relation to SNGO engagement;
  • Provides regular, and upon request, analysis on topics requested by OCHA management.

 Assist the OCHA Office in Turkey in identifying significant humanitarian issues and developing innovative suggestions and approaches to conducting OCHA business. Help meet organizational objectives and provide sound analytical inputs and support to the coordination of humanitarian action.

Required Skills and Experience

 

Education:

Master’s Degree or equivalent in political or social sciences or related field. Bachelors degree will be considered as a qualification, with additional 2 years of relevant experience.

Experience:

5 years of relevant working experience in the Syrian context. Familiarity with and good knowledge of the Syria crisis and the humanitarian assistance effort to Syria is strongly desired.

Excellent writing, analytical and communication skills in English desireable.

 

Language Requirements:

Fluency in English and Arabic are essential. Knowledge of Turkish is advantage.
