Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

2017 AWP of UN Women Sudan Country Office (Co) focuses on concrete, impactful and scalable initiatives, prioritizing 2 UN Women Strategic Plan Impact areas, namely Impact area 2 (WEE) and 4 (WPS/Humanitarian Response), in response to the prevailing context and opportunities. “EVAW” and “Gender Mainstreaming, Planning and Budgeting” interventions will be mainstreamed under each of the above accordingly. Under the Organizational Efficiency and Effectiveness framework the office will focus on coordinating GEWE work within the UN, with government, CSOs, Academia, Private sector, Donors and other stakeholders. The Country Programme also lays emphasis on strategic partnerships and resource mobilization to bridge the resource gap. After years of humanitarian assistance in Sudan the situation remains acute and in some cases deteriorating. Despite on-going efforts to build lasting peace, the years 2014, 2015 and 2016 saw intensified fighting and a deepening of the humanitarian crisis in Darfur. Close to half a million people were displaced by conflict in Darfur last year and over 100,000 during the first month of this year, pushing the total number of IDPs in that part of the country to above 2.5 million, and 3.1 million across Sudan. In South Kordofan and Blue Nile State the ongoing violence has displaced thousands of individuals in government controlled areas. The protection of civilians is as important now as it ever has been. Following the outbreak of the conflict in South Sudan in December 2013 there has been a constant flow of South Sudanese into Sudan. Today Sudan is hosting one of the most protracted humanitarian crises worldwide, yet there is decreasing international attention to its humanitarian issues.

In Sudan, gender has been considered a priority and cross cutting issue within the humanitarian sector. The message has been that all humanitarian projects in Sudan must take into considerations the needs of women, girls, boys and men. Gender-responsive humanitarian action helps to ensure a more accurate understanding of a humanitarian situation. Guided by the UN Women SP for 2014-2017, related Flagship Programme Initiatives and the corporate Humanitarian Strategy, UN has the mandate and technical capacity to support the HCT in Sudan to ensure gender-responsive Humanitarian Response Plan. In sum, UN Women intends to support better preparedness for conflict/disasters and other potential crises through provision of evidence on gender needs in affected areas to improve women and girls, men and boys access to quality services.

UN Women Sudan Co received a grant from USAID to implement a one-year project titled “Promoting and Protecting Women’s Rights in Darfur”. This project aims to reduce sexual and gender-based violence (S/GBV) and mitigate its harmful effects in order to ensure women and girls in Darfur live free from VAWG in healthy and productive communities within the humanitarian context of Darfur. Two intermediate results are expected from the projects interventions 1) Increased accountability for and awareness of SGBV and its harmful effects. Activities within this component will seek to a) raising awareness of all community members, especially among men, boys and youth, of SGBV as serious criminal acts violating women’s rights and equipping them with information, including evidence, skills and techniques to take action to stop these from happening; and b) Enhance capacity and accountability of legal professionals and rural court judges on advocating and implementing existing laws on S/GBV and on safe and quality documentation and reporting of SGBV cases. The second intermediate result aim to ensure that 2) Women and girls’ survivors of SGBV have increased access to comprehensive redress, including justice, appropriate health and psycho-social support services. The activities within this component will seek to: a) raise awareness on SGBV for affected communities and for survivors of their rights and availability of legal and other services and how to access them; b) Strengthen capacities of judges, legal professionals, rural court judges and paralegals to deliver justice on SGBV cases; and c) providing Sexual Violence victims with psychosocial support to facilitate recovery. In addition to the above development results is one Project oversight/management result cuts across to ensure effective management, implementation by IPs, monitoring and reporting.

Under the direct supervision of the Programme Specialist and the overall guidance of the Country Representative, the Project Officer will work in close collaboration with the M&E Officer, UN Women Sudan program and operations team and partners in Khartoum and Darfur to support implementation the USAID funded Project.

 

Duties and Responsibilities

The Consultant will be responsible for overseeing the implementation of the project to:

  • Ensure timely and adequate implementation of activities according to the signed agreement;
  • Ensure that implementing partners deliver the outputs in accordance with the signed agreement;
  • Assume direct responsibility for managing the project budget.

Ensure timely and adequate implementation of activities according to the signed agreement with USAID and related humanitarian activities:

  • Implement project activities in accordance to the Project’s document - including the result framework and workplan -  and follow up on performance indicators/ success criteria, targets and milestones;
  • Provide advice and Support to the implementation of Sudan Humanitarian Strategy through gender analysis, capacity building and technical assistance to the humanitarian coordination system (HCT, clusters etc.) throughout humanitarian programme cycle;
  • Contribute to and support the implementation of regular assessments and gender analysis as relevant to humanitarian issues and assist sectors/clusters to incorporate sex and age disaggregated data into assessment, programming and monitoring frameworks;
  • Apply existing gender equality tools and implement capacity-building training activities to enhance the skill and knowledge of the humanitarian system’s staff on gender mainstreaming in humanitarian action and recovery;
  • Facilitate and support the integration of gender perspectives through adapting and implementing the checklists available in the gender handbook and guidelines to support the strategic planning, design, programming of various humanitarian sectors/clusters;
  • Assisting humanitarian sectors/clusters in setting up or adapting existing systems to monitor the progress in gender mainstreaming;
  • Support country staff capacity development to engage in needs assessments and in supporting humanitarian coordination and responses from a gender perspective;
  • Contribute to and develop UN Women knowledge and practice in humanitarian action;
  • Analysis of the situation in project, assess project risks including identification of operational and financial problems, and develop mitigating measures to prevent or address them in a timely fashion;
  • Prepare procurement plan for the project, support its implementation and ensure full compliance of procurement activities with UN Women rules, regulations, policies and strategies;
  • Prepare progress and end reports as per USAID and UN Women guidelines;
  • Participate in the monthly meeting with USAID to discuss progress of the project;
  • Identify and develop synergies with other programmes and projects implemented by UN Women in Darfur;
  • In close collaboration with the M&E Officer support monitoring of results against strategic outcomes and as per approved plans;
  • Continuously track results, challenges and opportunities, working closely with all programme staff and briefing the Country Representative of the same;
  • Synthesis of lessons learnt and best practices in project; Sound contributions to knowledge networks and communities of practice;
  • Attending relevant project meetings with IPs and any other relevant stakeholder, and prepare relevant notes for file, meeting minutes, action points, etc.;
  • Establishing and maintaining partnerships with all relevant stakeholders;
  • Undertake any other task on project implementation as assigned by the UN Women Representative and the Programme Specialist.

Ensure that implementing partners (IPs) deliver the outputs in accordance with the signed agreement with USAID and related humanitarian activities:

  • Provide technical advice, review IPs’ technical reports and monitor activities carried out by responsible partners;
  • Project assurance and oversight including field monitoring and day-to-day implementation of activities and troubleshooting;
  • Support and develop UN Women’s engagement in existing coordination mechanisms and enhance the coherence of the UN system in promoting gender equality concerns in humanitarian response - including support for the Humanitarian Response Plan (HRP) as well as possible Transitional Plans to support stabilization and return;
  • Contribute to the streamlining and effectiveness of the UN Gender Thematic Group and the SGBV working group;
  • Support the cross sectoral coordination efforts of the UNCT and IASC at both the national and state levels, in particular with regards to the protection and IDP working groups;
  • Provision of guidance to the implementing partners on routine implementation of projects as per UN Women rules and regulations, tracking use of financial resources;
  • Supporting implementing partners with financial and narrative reporting, ensuring timely submission of reports;
  • Support capacity building of IPs through training of IPs’ staff on areas of responsibility;
  • Undertake monitoring visits to the projects’ location/sites;
  • Coordinate and work closely with IPs to ensure timely and effective achievement of project results, donor reporting, and other activities;
  • Attending different coordination mechanisms at the field level in the camps and amongst those NGOs dealing with S/GBV issues;
  • Participate in meetings and events organized in collaboration with IPs and other stakeholders;
  • Perform any other related duties to support IPs to deliver on the project’s outputs as may be assigned.

Assume direct responsibility for managing the project budget by ensuring:

  • Implementation of project management standards, including entering project into Atlas, preparation of required budget revisions; preparation of agreements, coordination of the budget revisions, recruitment of projects consultants and closure of project;
  • Project funds are disbursed properly;
  • Monitoring of the budget utilization and implementation in lieu with the work plan and the signed agreement;
  • Expenditure is in accordance with the project document and project work plans;
  • Accounting records and supporting documents are properly kept and financial reports are prepared;
  • Financial operations are transparent and financial procedures/regulations are properly applied;
  • Preparing donor financial reports as required;
  • Perform any other related duties to managing the project’s budget as may be assigned.

Deliverables:

  • Contribute to translating the UN-HCT Gender Strategy with specific focus on EVAW/G issues within the humanitarian context into concrete actions;
  • Undertake key/responsible role in the implementation of USAID funded project, supported by specialized of consultants, deliver below main tasks:
    • Develop ToRs of needed short-term consultants to undertake specific tasks of the project;
    • Supervise the short-term consultants to ensure proper management of consultancies;
    • Recruit consultant to undertake research study/analysis of SGBV and women’s access to justice in Darfur, prevalence and incidence of SGBV across the targeted states; provide the needed oversight and ensure quality of the product delivered;
    • Dissemination of the SGBV studies to relevant stakeholders and partners to take informative decision and form proper interventions;
    • Recruit short-term consultant to established and/or strengthened electronic Management Information System (including building of a database with all pro-bono providers) within Darfur;
    • Recruit short-term consultant to develop training curriculum/module on gender, SGBV and access to justice;
    • Supported by specialized consultant carry out training for judiciary, rural court judges, etc.;
    • Undertake awareness raising campaign for general public, using community based clubs, drama songs and other innovative approaches targeting different community members (young boys, girls, women and men) for prevention of SGBV and protection of women’s rights in North, South and West Darfur states;
    • Provide community based paralegal and GBV network centres/office with basic necessities and stationaries;
    • Working closely with the selected Implementation Partners establish a safe healing space (rehabilitation unit), provide SGBV case management and PSS services (including information and dignity kits) to women and girls in North and South Darfur;
    • Recruit shot-term consultant to support Darfur Bar Association through establishment of an electronic referral system toll for pro-bono providers (i.e. the list of free service providers) in the three targeted states of Darfur (North, West and South).

Required Skills and Experience

Education:

  • Advanced university degree (Master Degree) in gender studies, humanitarian, human rights, law, political science, social sciences, conflict resolution and peace building or a related field.

Experience:

  • At least 5 years’ experience in development work with specific emphasis on women’s equality focusing on violence against women, women’s human rights, peace and security or humanitarian affairs;
  • Demonstrated hands-on experience in development, monitoring the implementation and the evaluation of development projects and capacity building;
  •  Recognized experience in the field of gender and development;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements:
