Background

Lao PDR submitted its Intended Nationally Determined Contribution (INDC) to the UNFCCC for the October 01, 2015 deadline, stipulated for countries wishing to be included in the Global Synthesis Report for the UNFCCCC Conference of Parties (COP 21) in December 2015. This project is specifically designed to build on the INDC work completed and to support its implementation and follow-on actions after UNFCCC COP 21.  The project is in line with the GEF’s climate change mitigation objective CCM3 under GEF-6: Foster Enabling Conditions to Mainstream Mitigation Concerns into Sustainable Development Strategies.

The purpose of this role is to provide expert support to the Government of Lao PDR to implement its Intended Nationally Determined Contribution (INDC). The International INDC consultant, Lao PDR will work with the INDC Focal point in the Ministry of Natural Resources and Environment (MONRE) and National technical consultants to meet the overall INDC project aims:

1. To identify and support implementation of Lao PDR’s contributions to the post-2020 global climate agreement (Intended Nationally Determined Contributions – INDC);  

2. To strengthen Lao PDR’s engagement in the UNFCCC negotiation process leading to the post-2020 agreement.

The Consultant will carry out the tasks under the overall supervision of the INDC project Manager based at the Ministry of Natural Resources and Environment. The assignment will take place in Vientiane, Lao PDR in Six (06) months period starting as soon as possible

Duties and Responsibilities

The international consultant will develop an implementation strategy and monitoring system for Lao PDRs INDC. The following are the stages in which this project will go through implementation.

1. Preparation inception report

* The International Consultant will guide and supervise the work and inputs of a National Consultant;

* The consultant will participate in national consultation and training sessions for staffs in relevant line ministries conducted on NDC;

* The consultant will compile and review key documents, reports, strategies, policies , regulations, and legislation related to implementation of the NDC;

* In the inception report, the consultant will in detail outline his/her methodology,

approach to work and explain how the deliverables of this consultancy will be achieved

* The consultant will conduct consultations with key stakeholders (government, NGOs, private sector, research and academia, etc.) specifically on the activities or projects undertaken by the stakeholders which contributes towards NDC target.

* In order to gather the information relevant for NDC implementation, the consultant should identify barriers for NDC implementation and data gaps

* Assessing NDCs taking into account the outcomes of the Paris negotiations.

2. Collecting data and information

Based on the review and consultations, the consultant will collect relevant data such as current GHG emissions values, ongoing mitigation and adaptation actions as well as recommend next steps and activities for NDC implementation. In the course of collecting national information and data such as GHG emissions, the consultant is required to liaise closely with the key stakeholders, ministries, agencies and institutions with interests to INDC, greenhouse gas emissions, climate change.

3. Analysis the data collected, draft the strategy and monitoring plan

Identify, assess and recommend mitigation and adaptation activities that contribute to Lao PDRs INDC goals. Develop the monitoring plan for NDC in order to assist with the monitoring and reporting of Lao PDRs progress towards achieving its NDC target. In the course of INDC and climate change related activities, the consultant will identify GHG data gaps, prioritization of actions, costs, etc. and recommend next steps.

4. Revision and Amendments NDC

Conduct at least two multi stakeholder consultations with public and key stakeholders to incorporate comments received where necessary.

5. Finalization of the Draft Reports

Confirm and finalize the revised reports i.e. strategy and monitoring system

Key outputs of the assignment

Following key outputs are expected from this assessment:

* Produce Inception report

* Develop advice papers aligned with outcome of Paris COP21 Climate Change.

* Produce Report on means of implementation identified.

* Produce Report on NDC implementation resources support identified.

* Provide technical support on NDC implementation action plan

* analyze how to strengthen national institutional frameworks for NDC implementation

* Identify monitoring system

Required Skills and Experience

* PhD or Master degree in environmental science, geography, natural resource management or a closely related field;

* A minimum of 7 years relevant work experience on climate change, mitigation, GHG inventories and/ or environmental activities, policy work;

* Excellent knowledge of a range of climate change thematic areas (mitigation, adaptation)

* In depth knowledge of the UNFCCC, the COP, and its subsidiary bodies

* Substantive experience in collaborating with and consulting for governments on climate change issues, particularly in developing countries in areas relevant to the preparation of NDCs

Language Requirements:

* Fluency in English is required, including excellent oral and written communications skills
