Background

UNDP is an Implementing Agency operating under the Multilateral Fund for the Implementation of the Montreal Protocol (MLF). UNDP is also an Implementing Agency of the Global Environment Facility (GEF) for the Chemicals and Wastes Focal Area. UNDP’s Montreal Protocol Unit and Chemical (MPU/Chemicals) works with public and private partners in developing countries to assist them in meeting the targets of the Montreal Protocol (MP) on Substances that Deplete the Ozone Layer (ODS), and the Stockholm and Minamata Conventions in the reduction and elimination of persistent organic pollutants (POPs) and Mercury, respectively. With regards to its Montreal Protocol and Global Environment Facility programmes, MPU/Chemicals focuses on assisting countries in phasing-out HCFCs and in reducing or eliminating POPs and Mercury emissions with funding support from MLF and the GEF respectively.

MPU/Chemicals Asia-Pacific Region Team is located in Asia Pacific Regional Center (APRC) in Bangkok and provides support to countries in the region, including Bangladesh, Brunei, Cambodia, China, Fiji, India, Indonesia, Iran, Malaysia, Maldives, Nepal, Pakistan, Sri Lanka and Timor Leste.

This TOR identifies/specifies the scope of work required for the fulfillment of the above and therefore an IC Framework agreement (LTA) will be established for the accomplishment of the duties.

Long Term Agreement / Framework Agreement Disclosure

UNDP at its own discretion showed interest to enter into a non-binding Framework Agreement/Long Term Agreement (LTA) as a result of this Individual Contract process under the following conditions:

1. The supplier/contractor shall provide the types of services, goods and/or deliverables, quoted in his bidding, which shall be reflected in a non-binding Long Term Agreement in the form attached hereto as the "Model Long Term Agreement for the Provision of Goods and/or Services to the United Nations Development Programme".

2. Such Goods and/or Services shall not be higher than the prices listed in the Price Schedule, and/or Bill of Quantities as applicable, for at least 6 months after entry into force of the LTA, and can be raised with a maximum of 5% per year, after the initial period of 6 months upon the agreement of both parties.

3. UNDP does not warrant that any quantity of Goods and/or Services will be purchased during the term of this arrangement.?

4. In the event of any advantageous technical changes and/or downward pricing of the Goods and/or Services during the duration of this Agreement, the Supplier/Contractor shall notify UNDP immediately. UNDP will consider the impact of any such event and may request an amendment to the Long Term Agreement.

Duties and Responsibilities

The expert will work with UNDP under the direct supervision of the Montreal Protocol Unit/Chemicals (MPU) Programme Coordinator in the Asia-Pacific region and through her to the Director of MPU/Chemicals. The expert will carry out the following technical and advisory services:

Technical Support on MP ODS, GEF POPs and Minamata Mercury Programmes

  • Provide technical inputs, undertake technical review and evaluation on evolving suitable alternative technologies to recommend strategic, technological, regulatory and infrastructural interventions and revisions as needed in the formulation of HCFC phase-out activities under the MP programme, and in the reduction and elimination of POPs and Mercury emissions activities under the GEF programme for programme countries in the Asia-Pacific region;
  • Render technical support to facilitate the preparation, review, approval process of project proposals for MLF, GEF and other funding windows. Assist in resolving MLF or GEF-related technical and other eligibility issues encountered during the project review and approval process;
  • During project formulation and implementation, tender technical advice on conversion processes away from HCFCs under the Montreal Protocol or on best available technologies and best environmental practices to achieve reduction or elimination of POPS and Mercury emissions;
  • Upon request, undertake missions to programme countries to trouble-shoot technical issues, identify and evaluate the problems and provide recommendations/solutions to resolve obstacles that may hinder implementation progress;
  • Upon request, review and analyze technology initiatives and policy papers of the MLF and GEF and provide comments to MPU/Chemicals on their implications;
  • Upon request, provide technical backstopping for procurement such as preparation and finalization of technical specifications, vendor shortlisting, technical evaluation of bids, etc.;
  • Provide advice on manufacturing processes, including safe use of equipment, chemicals and related environmental aspects;
  • Participate as required, as a technical consultant at various international/regional/national meetings related to the MLF and GEF;

Assistance to Countries and UNDP Country Offices

  • Provide strategic, technological, policy and regulatory advice to Governments on the formulation, implementation and monitoring of HCFC phase out and POPS and Mercury emission reduction/elimination activities under UNDP approved work programmes in various sectors;
  • Assist Government in assessing alternative technology approaches for addressing HCFC phase out in different sectors and evaluate options for feasibility, incremental cost and climate impact, and provide recommended project action path, based on balancing the overall impact of a project. For POPs and Mercury reduction/elimination projects, assess the most strategic intervention, in particular the adoption of best available technologies and best environmental practices;
  • Prepare and assist implementation of projects and programmes in different sectors covered under ODS, POPs and Mercury projects / programmes. Upon request, using various accepted and feasible technologies to replace ODS or to address POPs. Implementation can include preparation and review of specifications, testing, etc., and technical backstopping to evaluate bids;
  • Train and supervise national consultants in survey approaches, preparation of phase out plans, POPs and Mercury reduction/elimination plans, policies, technology roadmaps, legal and institutional frameworks;
  • During missions, work with industries and Governments to carry out some of the following tasks as the need may be:??
    • Conduct surveys for projects on HCFCs and/or POPs/Mercury
    • Site inspections
    • Evaluation of sustainable phase out alternative technologies
    • Determination of project strategy covering sectors needing such support
    • Advice on policy/strategy to achieve compliance with Montreal Protocol and GEF targets?
  • When requested, develop and set up procedures to facilitate effective project preparation and implementation between Governments, other Agencies, UNDP, and Country Offices;
  • Coordinate technical efforts on project preparation and implementation for various countries when assigned to do so

Duration

The contract will enter into effect upon signature of both parties and is expected for an initial one (1) year, renewable up to a maximum of three (3) years for a maximum total of 225 working days over the three-year period.

Fees/Payment

The consultant will quote his/her fee based on an all-inclusive daily rate. Travel cost must be quoted separately. Payments will be made upon completion and certification by the project manager that tasks assigned were satifactorily completed.

Travel (estimated mission travel per calendar year)

Year One

  • One 10-day mission to Kuala Lumpur, Malaysia and New Delhi, India (inclusive of travel days)
  • One 10-day mission to Jakarta, Indonesia and Tehran, I.R. Iran (inclusive of travel days)
  • Three 7-day missions to Beijing, China (inclusive of travel days)
  • Four 2-day meetings at New York’s MPU/Chemicals to discuss synergies/outcomes of the missions as they relate to MLF, GEF and GCF programme strategies and priorities

Year 2 and 3

  • Two 7-days missions per year to Beijing, China (inclusive of travel days)
  • Four 2-day meetings per year at New York’s MPU/Chemicals to discuss synergies/outcomes of the missions as they relate to MLF, GEF and GCF programme strategies and priorities

Missions not foreseen shall be paid to the consultant as per IC Rules and Principles, on lump sum basis based on the review and approval of a submitted travel budget prior to each mission travel.

Working arrangements

  • All mission travel must be approved in advance and in writing by the Supervisor.
  • The Advanced and Basic Security in the Field II courses must be successfully completed prior to commencement of travel;
  • Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director;
  • Consultants are also required to comply with the UN security directives;?
  • Consultants are responsible for obtaining any visas needed in connection with travel with the necessary support from UNDP;
  • The consultant will be responsible for making his/her own mission travel arrangements in line with UNDP travel policies.
  • Consultant is expected to have his/her own Laptop/Computer

  • Minimum 4 years of relevant work experience in the reduction and elimination of persistent organic pollutants including development of projects under GEF-5 and GEF-6, more than 4 years desirable;
  • Experience in working in close cooperation with UN organizations, Governments of donor countries and developing countries, especially countries in the Asia-Pacific region (required);
  • Minimum 8 years of working experience in developing countries, especially counties in the Asia-Pacific region, on project formulation, implementation, monitoring and evaluation activities for projects financed by funding mechanisms such as the Multilateral Fund, Global Environmental Facility, etc., more than 8 years desirable;
  • Knowledge and experience in other cross-cutting environmental conventions and funding mechanisms such as Montreal Protocol, Kyoto Protocol, Stockholm Convention, Minamata Convention, Green Climate Fund etc. (desirable).

Language requirements:

  • Fluency in both written and spoken English is required.
  • Written and spoken Chinese is desirable

Evaluation Method

Best value for money approach will be used

  • Consultants will be evaluated based on Combined Scoring method taking into consideration the combination of the applicants’ technical capabilities and financial proposal.
  • Combined weighted scoring: Technical (70%); Financial (30%)

Technical evaluation will include an interview (education and Professional experience 70 points + interview 140 points) only persons attainting a minimum of 49 points will be invited for interview
