UNDP is one of the Implementing Agencies of the Multilateral Fund (MLF) for the Implementation of the Montreal Protocol and the Global Environment Facility (GEF).

UNDP works with public and private partners in developing countries to assist them in meeting the targets of reducing the use of ozone depleting substances under the Montreal Protocol. In addition, UNDP also helps developing countries reduce and eliminate the emissions of Persistent Organic Pollutants as well as the use and emissions of mercury.

UNDP’s ozone and chemicals global programmes are managed by the Montreal Protocol and Chemicals Unit (MPU/Chemicals) within the Sustainable Development Cluster of the Bureau for Policy and Programme Support (BPPS) in New York, with staff also located in UNDP Regional Centers in Istanbul Panama City and Bangkok.

Since 1991, UNDP has received over US $800 million in grants from the Multilateral Fund, the Global Environment Facility (GEF) and bilateral donors to undertake thousands of activities related to ozone and chemicals in nearly 100 developing countries and countries with economies in transition.

 

Duties and Responsibilities

The consultant will work under the direct supervision of the MPU Director, in coordination with the MPU Programme (Research) Analyst.  He/she will provide support to the MLF corporate reporting requirements, including:

  • The consultant will lead the 2016 MLF progress reporting exercise, coordinating the inputs received by the regional team members, preparing the MLF narrative tables and report, submitting the progress report package to the Multilateral Fund Secretariat by 1st May 2017, providing responses to the Multilateral Fund Secretariat’s subsequent comments on the 2016 progress report and submitting a final revised progress report package to the Secretariat;
  • The consultant will prepare the draft 2018-2020 MLF business plan tables, following the guidelines set forth by the MLF Executive Committee and the Secretariat and the MPU Director and coordinating the inputs received by the regional team members. 

Expected outputs:

  • 2016 MLF Progress Report (excel tables and narrative)
  • 2018-2020 MLF Business Plan (draft excel tables)                                                                              

Working Arrangements:

  • The consultant will be based in UNDP-MPU offices in New York, USA and report directly to the MPU Director;
  • The consultant is expected to work on average 3 days per week;
  • The Consultant will be given access to relevant information necessary for execution of the tasks under this assignment;
  • The Consultant will be responsible for providing her/his own laptop and mobile phone with active calling and data plan;
  • The consultant will report to, seek approval/acceptance of outputs from the task team leaders (MPU/Chemicals Director and Programme (Research) Analyst). 

Travel:

  • No travel is expected for this assignment. Should unforeseen travel arise it will be paid in accordance with UNDP travel policy and rules.

Fees:

  • The consultant is expected to quote his/her fee based on a daily rate in USD, the daily rate must be all inclusive i.e inclusive of all foreseeable expenses

Payment terms:

  • Payments will be made based on upon submission of a certificate of payment request, indicating deliverables achieved and days worked to be verified and cleared for payment by the supervisor.

Required Skills and Experience

Education:

  • Masters Degree in Physical or Social Sciences or Public Health or equivalent

Experience:

  • Master’s degree in Physical or Social Sciences or Public Health or equivalent (5 points) (required)
  • At least 5 years direct work experience in programme development and programme implementation and monitoring with an international organization.  More years of such experience is desirable; (15 points) (required). 
  • Must demonstrate in application that he/she is fully versant with the use of MS Excel and MS Access and/or other database software; (15 points) (required).
  • Worked with UNDP-implemented projects, especially with NIM implementation procedures would be an advantage; (5 points) (desired)
  • Knowledge of Montreal Protocol and MLF guidelines and procedures is desirable (15 points) (desired)
  • Fluency in written and spoken English (5 points) (required)
  • Interview 10 points

Travel

  • Excellent oral and written communication skills in English

Evaluation Method:

  • Only those candidates that meet the minimum level of education and relevant years of experience requirements will be considered for the technical evaluation. The technical evaluation will include a desk review to select the shortlisted candidates. The technical evaluation may also include interviews with shortlisted candidate(s).
  • The selection of the best offer from the shortlisted candidates will be based on a Combined Scoring method – where the technical evaluation (desk review and interview) will be weighted a maximum of 70 points, and combined with the price offer which will be weighted a maximum of 30 points. 
  • Candidates must attain a minimum of 42 points to be interviewed.
  • Candidates must attain a minimum of 35 points to be interviewed.

Evaluation Criteria:

Only candidates obtaining a minimum of 49 (70%) points on technical evaluation will be considered for the Financial Evaluation.
