Background

The Strengthening Capacity and Incentives for Wildlife Conservation in the Western Forest Complex Project is financially supported by the Global Environment Facility (GEF) or Tiger Projecct. The project objective is to improve management effectiveness and sustainable financing for Huai Kha Khaeng-Thung Yai Naresuan (HKK-TYN) World Heritage Site. It will also develop and implement mechanisms to incentivise surrounding communities living in an around the HKK-TY to better protect the biodiversity of the World Heritage Site and to adopt more sustainable land use and forestry management practises in the adjacent buffer areas. Finally, it will implement measures to reduce greenhouse gas (GHG) emissions in the HKK-TY WHS and its buffer areas by reducing the burning of forests and enhancing the protection of forests in order to increase levels of carbon storage.

The core project site is the Huai Kha Khaeng-Thung Yai Naresuan World Heritage Site (HKK-TY WHS). The WHS is comprised of the Huai Kha Khaeng Wildlife Sanctuary (HKK) and two adjoining Wildlife Sanctuaries - Thung Yai Naresuan East (TYE) and Thung Yai Naresuan West (TYW). There are 14 formally recognised enclave villages located within the TYW (7 villages) and TYE (7 villages). These enclave villages, and the 29 villages in a 5km buffer zone to the east of HKK, will be the focus of complementary project interventions. The total GEF-supported funding for this project is US$7,339,450, with the co-financing of US$24, 234,427 from the Thai counterparts. The project implementation is led by the Wildlife Conservation Office of the Department of National Parks Wildlife and Plants (DNP) which is the National Implementing Partner of Tiger Project.

Under the National Implementation Modality (NIM), UNDP transfers cash to a project bank account opened by the national implementing partner (IP) for expenditure in support of activities per Annual Work Plans (AWPs). The project expenditure will be reported at least quarterly using Financial Report called Funding Authorization and Certificate of Expenditure (FACE Form) for Direct Cash Transfer (DCT). There are also some payments that IP has arranged for the procurement process and request UNDP to arrange the payments for goods and services directly to the suppliers.  For the latter, the FACE Form for Direct Payment will need to be prepared and sent to UNDP. The Project Management Unit of Tiger Proejct is located on the 2nd floor of Wildlife Conservation Office, Department of National Parks, Wildlife and Plant Conservation.

During the project start-up period, an experienced Finance Officer with strong book-keeping background is required to help set-up the project book-keeping system and keep accurate records of payments, invoices and receipts for reporting and future audit purposes.

Duties and Responsibilities

Objective of the assignment:

This TOR is for the position of National Consultant on Project Financial Reporting. The consultant will work closely with the project manager, project management unit (based at DNP) and DNP-Finance Staff to prepare financial reporting of the project to be sent to IGSD Unit of UNDP Thailand. S/he will help set-up project book-keeping system.  S/he will also assist Project Manager in the preparation of the annual project budget, monitor expenditure incurred and budget balances. Programme Associate of IGSD Unit will provide information to the consultant on the relevant UNDP processes.

 Scope of Work:

Key duties and responsibilities will include:

  • Support the preparation of the budget approval documents for various project activities in line with the project guidelines and applicable government rules and regulations;
  • Advise Project Finance Assistant on the proper filing system to keep records of approval of payments, invoices and receipts for reporting and future audit purposes;
  • Advise Project Finance Assistant on the preparation of supporting documents for payments to Tiger project’s meeting participants;
  • Support the preparation of project cash receipt and disbursement journal;
  • Coach Project Finance Assistant on the preparation of monthly bank reconciliation of the project bank account;
  • Provide support on monitoring project budget and recording expenses including preparing of FACE Form (Direct Cash Transfer) to be submitted to IGSD Unit of UNDP for recording of project expenditure in UNDP’s general ledger and donor reporting;
  • Support the project in the preparation of the request for advance of funds from UNDP using the FACE Form (Direct Cash Transfer);
  • Advise project staff on the preparation of project asset list.

Expected Outputs and Deliverables:

The deliverables will be based on timesheet on tasks undertaken during the period of contract.

Institutional Arrangement:

The consultant will be under the direct supervision of Project Manager.

After confirmation from Project Manager on satisfactory performance, the payments will be approved by Ms. Sutharin Koonphol, Programme Specialist and Team Leader, Inclusive Green Growth and Sustainable Development Unit, UNDP Thailand.

Review Time Required: 7 working days after the submission of timesheet to authorizing payments.

Duration of the Work: 1 February 2017 to 31 March 2017 (Maximum of 43 working days).

Duty station and expected places of travel: Bangkok (Wildlife Conservation Office, Department of National Parks, Wildlife and Plant Conservation) with travel to project sites when needed. The transport will be provided by the Project Management Unit. In case the consultant needs to arrange transport by his/her own and transport, the cost shall be reimbursed at actual but not exceed the price quoted by UNDP’s travel agent. The Individual Contractor shall receive Living Allowance and Terminal Expenses in locations as assigned and must be mutually agreed by both parties prior to travel.

Required Skills and Experience

Education:

  • Thai National only with Bachelor’s degree in Accounting, Finance or Business Administration or equivalent work experience;

Experience:

  • At least 6 years of financial or accounting experiences.
  • Good knowledge of Microsoft Word and Excel
  • Experience in working with UN agency or international NGO is preferred.
  • Knowledge in UNDP rules and regulations is assets.
  • Good communication and facilitation skills;

Language:

Good command of English both spoken and written.

Price Proposal and Schedule of Payments:

The contract will be based on Daily Fee (Thai Baht).

Consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately. Payments shall be done on a monthly basis based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a Time Sheet indicating the days worked in the period.

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent.  The provided living allowance will not be exceeding UNDP DSA rates. Repatriation travel cost from home to duty station in Bangkok and return shall not be covered by UNDP.

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the Cumulative analysis.

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as

  • responsive/compliant/acceptable; and
  • having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%).

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria 1 : Edication - max 30 points;
  • Criteria 2 : Financial or accounting experiences - max 30 points;
  • Criteria 3 : Experience in working with UN agency or international NGO - max 5 points;
  • Criteria 4 : Assessment of cover letter - max 5 points.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications. Please group them into one (1) single PDF document as the application only allows to upload maximum one document:

  • Letter of Confirmation of Interest and Availability using the template provided in Annex 2;
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • A cover letter indicating brief description of a) why the candidate considers him/herself as the most suitable candidate for the assignment.
  • Financial proposal, as per template provided in Annex II. National consultants must quote prices in Thai Baht.
