Background

UNDP and the State of Kuwait, represented by the General Secretariat of the Supreme Council of Planning and Development (GSSCPD), strive to enhance institutional capacities at various government agencies by providing them with necessary technical support to strengthen their capacities and skills to perform their expected duties.

Public Authority for Housing and Welfare’s (PAHW) mandate is to provide residential units to eligible citizens of Kuwait as well as the construction of quality housing that is distinctively developed. To deliver on this mandate, PAHW contracted a project management consultancy firm (PMC) to deliver on the development of South Mutlaa City (SMCD)

Within this context, PAHW is looking to solicit the support of a Planning Specialist to support the Project Management Office. The Planning Specialist will also follow up and report to the PMO to ensure transparency, effective decision-making and resource management on the PAHW projects.

Duties and Responsibilities

Under the direct supervision of PAHW and GSSCPD, the awarded company will assume the following tasks:

  • Perform tasks and assignments as directed by the head of PMO to ensure timely implementation of projects, as well as compliance with PAHW guidelines to reach overall and specific objectives of all activities;
  • Participate and provide support throughout all phases of project implementation to ensure timely and successful progression of agreed project plans;
  • Participate in strategic planning for all projects and communicate with all parties involved in project implementation to promote synergies and ensure all organizations work together effectively;
  • Participate in the preparation of progress reports as required for all projects;
  • Participate in day-to-day work related to project implementation, procurement, disbursement, auditing, reporting monitoring and evaluation and reporting to PMO;
  • Prepare and monitor all activities against a project master schedule;
  • Update & monitor the project master schedule.
  • Identify potential or actual delays to the approved master schedule;
  • Assist in the preparation of monthly reports in all issues related with the progress of the projects.

Required Skills and Experience

Education

  • Bachelor’s Degree in Civil Engineering.

Experience

  • 7 Years of experience;
  • Experience in construction management;
  • Experience in primavera solutions;
  • Experience in contract management;
  • Experience in project management;
  • Familiarity with Kuwait governmental institutions is an added advantage;
  • Excellent computer skills, with MS. Office (Word, Excel, Power Point).

Language requirement:

  • Fluency in oral and written English and Arabic is a must.

  • This position will be on governmental contract administered by the General Secretariat of the Supreme Council for Planning and Development, and Public Authority of Housing.
