The Islamic Republic of Iran has a population of 76 million, making it one of the most populous countries in the Middle East and North Africa Region. It has the second highest GDP in the region, though in per capita terms it is ranked close to the middle. Recent decades have witnessed the country undergoing rapid urbanization, with 70% of the nation now living in urban areas.

Currently, among the countries eligible for GEF support, Iran ranks fifth in terms of CO2 emissions. At 23%, the residential and commercial building sectors are one of the largest contributors to emissions in the country.

The objective of this project is to transform the energy efficiency of heating systems in buildings in Iran, resulting in an invigorated sector in which skilled and well trained engineers fit / retrofit efficient and low carbon heating systems in residences and other buildings, as required by demanding, well enforced building codes - thereby reducing heating bills for residents and national GHG emissions.  It is envisaged that this will be achieved by (i) reviewing the legislative, policy and regulatory frameworks that impact building efficiency in Iran; revisiting the building code and products standards and labels and developing a supportive cross-sectoral energy efficiency strategy; enhancing professional infrastructure of energy service business through contributing to the development of a training system and smart maintenance of energy utility in buildings (ii) developing demonstration and pilot smart energy efficiency and environment building based on energy efficient and renewable energy measures in an existing demonstration building; implementing pilot project of  hybrid energy efficiency system (hybrid of fossil and renewable energy sources) in specific and selected buildings, piloting of energy service business in the framework of market transformation,  and (iii) transforming the market by: introducing mechanisms of competitive energy efficiency and environment market, utilization of sectoral and temporal energy price differentials, facilitating trade of white certificates (energy efficiency and environment), developing policy framework for promoting energy service and energy efficiency business, identifying and formulating mechanisms for promoting development and diffusion of energy efficient technologies, preparing procedures for developing infrastructures for training energy service professionals and issuing professional certificates, developing a system of quality assurance of energy efficiency and environmental quality services in the building sector, developing a stakeholder awareness-raising campaign and developing proposals for financing mechanisms for households.

Duties and Responsibilities

The key tasks of the CTA for the years 2017 and 2018 are mentioned below:

  1. Support the NPM in setting up and managing the project during the first two years (part-time role, approx. 25% of the time)
  2. Prepare TORs for international consultants and assist in preparing TORs for national technical experts
  3. Assist in recruiting suitable national and international technical experts
  4. Provide technical backstopping to all activities of the project during the first two years of the project, for technical matters as well as project management and reporting requirements
  5. Assist in documentation of lessons learned throughout the project
  6. Take the lead in preparation of the Project Inception Report;
  7. Support the project team in holding the Inception Workshop and Project Steering Committee meetings;
  8. Provide technical assistance in reviewing, and endorsing for acceptance/approval of, project technical reports, project activity reports, and project monitoring and evaluation reports including Annual Project Progress Reports/Project Implementation Report
  9. Provide guidance to project core team on the tracking and measurement of project success indicators, e.g., energy savings, GHG emission reduction, etc.
  10. Assist in preparation of the project scale up and roll out plan, including preparation of project results/impacts communication articles.

Competencies

  • Very good command of oral and written English.

Required Skills and Experience

Mandatory Qualifications:

  • At least 10 years of experience in international energy efficiency projects, particularly in the buildings sector;
  • Expertise in the field of building energy efficiency, including the design and implementation of national/local building energy efficiency programs;
  • Expertise/knowledge or proven experience in energy economics, energy markets and trading of energy efficiency and environment certificates;
  • Expertise in developing energy service business and competitive energy service market;
  • Proven experience in building energy efficiency project management and implementation of smart building energy management systems;
  • Postgraduate degree in relevant engineering/energy economic fields (preferably in energy systems engineering as the first priority, mechanical, electrical, civil engineering and energy management) or architecture;

Desirable Qualifications:

  • Familiarity with UNDP projects and procedures;
  • Strategic management capacity and technical leadership skills;
  • Familiarity with, and updated on, various international projects on energy service market analysis, building energy efficiency and EE technology applications.
