Background

The UNDP Oslo Governance Centre (OGC) is UNDP’s Global Policy Centre for policy development and applied research with an overarching focus on democratic governance and peacebuilding in crisis, conflict and transitional contexts. The Oslo Governance Centre sits within the Governance and Peacebuilding Cluster, Bureau for Policy and Programme Support. It engages with Norwegian, Nordic and other partners from the South in undertaking applied research and developing policy options and tools for governance support in post-crisis and post-conflict environments, in order to find practical solutions on the ground. One of the four priority areas for the OGC is UNDP’s support to the implementation and monitoring of Goal 16 of the SDGs – promoting peaceful, just and inclusive societies.  This focus on peaceful, just and inclusive societies in the 2030 Agenda is new and includes key elements on democratic governance, peace, security, justice, human rights and institutional capacity There has never been a universally accepted approach to improving governance. Goal 16 thus represents a real opportunity for progress on some of the most intractable problems standing in the way of sustainable development.

In order to support progress on Goal 16, UNDP has developed a global project “Making progress on the SDGs by Building Peaceful, Just and Inclusive Societies”. The project’s objective is to provide policy and programme support for effective implementation of Goal 16 at the national and local level. It will focus initially on mainstreaming of Goal 16, support the measurement and reporting on Goal 16, adaptation of participatory tools for policy design, enhance knowledge management, and foster collaborative multi-stakeholder partnerships, in particular in around 20 countries which have expressed interest in receiving UNDP support. The purpose of this consultancy is to support output 3 of that project: a global policy pool for knowledge management related to implementation of Goal 16 is established.

Duties and Responsibilities

This IC consultancy will provide dedicated capacity at the OGC to support and synthesize lesson learning across UNDP at global regional and country level on innovative and practical implementation of SDG 16. The lesson learning identification, synthesis and dissemination will be done in close collaboration with colleagues from UNDP’s Governance and Peacebuilding cluster within the Bureau for Program and Policy Support, across global and regional teams.

Lesson learning focus areas include but are not limited to the following:

  • Mainstreaming of SDG 16 into the other 16 SDGs (key institutional and other reforms implicated by SDG16)
  • Mainstreaming of SDG 16 into national and sub-national development plans
  • Best fit solutions to SDG 16 implementation (measurement and reporting) across the regions
  • Country level architectures for multi-stakeholder engagement on SDG16
  • Innovative national, sub national and regional partnerships on SDG 16
  • Mainstreaming and implementation of SDG 16 in countries in situations of fragility and transition will be a priority focus for the learning agenda areas identified above.

Duties and Responsibilities

Working with OGC’s Policy Advisor on SDG 16 measurement and with the Knowledge Management Specialist, the IC will:

  • Map, analyze and synthesize knowledge and programmatic experience into “lessons learnt” on SDG 16 related to the above priority areas.
  • Develop knowledge products that will assist with policy development and programming on the above priority areas.
  • Provide strategic inputs in the content development of the SDG 16 portal
  • Disseminate lessons learnt through the SDG 16 portal and other platforms, including social media, as well as in events and relevant fora.
  • Liaise and collaborate closely with relevant UNDP colleagues in the Governance and Peacebuilding cluster, the regional hubs and elsewhere.
  • Engage with relevant Nordic research and other partners on approaches and mechanisms for shared learning on SDG16.

Required Skills and Experience

Education:

  • Advanced university degree or equivalent in political science, peace-studies, social sciences or other related disciplines. Relevant experience will also be considered in lieu of an advanced university degree for especially qualified candidates.
  • Track record of academic and/or policy-oriented publications and/or research management is an advantage

Professional experience:

  • Minimum 10 years of professional work experience in a related field;
  • Specialist knowledge of governance and the SDGs
  • Proven experience in conducting research and writing papers.
  • Knowledge of governance programming;
  • UNDP programming experience is experience is an asset.

Language:                      

  • Fluency in English, both written and oral;
  • Working knowledge of a second UN language is an asset.

Institutional Arrangements:

The IC will be supervised by OGC’s Senior Research and Policy Advisor (outputs 3 and 4), under the overall supervision of the OGC Director, and in close liaison with Governance and Peacebuilding Cluster colleagues in New York.

 

Travel

The assignment is based in the offices of the UNDP Oslo Governance Centre, Oslo, Norway.

 

Application procedure:

Step 1: Submission of technical proposal. That will include providing application via UNDP Job-shop (jobs.undp.org )

  • A mandatory, brief description and justification (approx. 300-500 words) of the approach proposed to conduct the tasks required for this assignment, demonstrating how the applicant’s qualifications and experience will enable him/her to successfully deliver against the requirements of this assignment.

 Step 2: Submission of Financial Proposals:

Applicants are required to submit their financial proposals in US Dollars for this consultancy to oslo.governance.centre@undp.org, using the financial proposal template available here: http://procurement-notices.undp.org/view_file.cfm?doc_id=45780. The proposals should be sent via email to oslo.governance.centre@undp.org with the following subject heading: “Financial Proposal SDG 16” by the application deadline. Proposals received after the deadline may be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive professional daily fee, and include a detailed breakdown of the cost. The term ‘all-inclusive’ implies that all costs (professional fees, assignment- and mission- related travel expenses as provided above, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal. The cost of the assignment shall be linked to the deliverables specified above and reflected in the Section B. of the Financial Proposal template.

Criteria for selection:

Only those candidates who meet the minimum level of education and relevant years of experience requirements will be considered for the technical evaluation. The technical evaluation will include a desk review, and may also include interviews with shortlisted candidates.

Combined scoring method – where the qualifications and methodology will be weighted a max of 70%, and combined with the price offer which will be weighted a max of 30%.

Method: cumulative analysis method will be used to evaluate proposals.

When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive / compliant / acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria weight: 70 (70% of total obtainable scores).

Financial criteria weight: 30 (30% of total obtainable scores)

Only candidates obtaining a minimum of (70%) points on the technical part will be considered for the financial evaluation.

Criteria and scores for technical evaluation (70 points maximum):

  • Expert knowledge and understanding of the SDGs and SDG 16 in particular i.e. SDG 16 discourse, processes and initiatives at national, regional global levels (15 points);
  • Knowledge and understanding of UN/UNDP’s work and/or other multicultural/bilateral actors’ works and roles related to SDG16 (15 points);
  • Knowledge of governance and peacebuilding policy and programming approaches in transition and conflict countries (5 points);
  • Demonstrated ability to organise and structure information and make accessible to a range of stakeholders and ability to write analytical papers in a clear and concise manner (15 points);
  • Demonstrated ability to develop new areas of work and activity, trouble-shooting problems and ensuring delivery of results (15 points).
  • Brief description and justification (approx. 300-500 words) of the approach proposed to conduct the tasks required for the assignment (5 points).

Criteria for financial evaluation (30 points maximum):
