Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

With the protracted nature of the Syrian conflict and its impact on neighboring countries and host communities, there is an increasing recognition among all partners that the development challenges arising from the crisis need accelerated actions and enhanced capacity to be addressed. In this respect, UN Women is contributing to the UNCT and HCT processes to support the Jordanian Government’s efforts and the UN response to the Syrian refugee crisis and its impact on Jordan’s host communities. UN efforts have supported the preparation and adoption of Jordan Response Plan for the Syria Crisis 2017-19 which provides a coordinated and coherent multi-sectorial national response to the crisis. 

To date, UN Women’s support to recovery and resilience efforts includes: 

  • Supporting Syrian women refugees’ access to economic opportunities and to basic services, including working in in Jordan’s refugee camps, through income-generating projects and access to psycho-social and legal support for GBV survivors; 
  • Providing support to Jordanian nationals and Syrian refugees in the areas of service delivery and decision making in hosting communities, and providing Jordanian nationals with employment and livelihoods opportunities; and
    ensuring there is knowledge and expertise available to address gender equality and women’s empowerment and rights in the humanitarian and development responses by the UN, the international community and other partners in Jordan. 

Against this background, UN Women is seeking to strengthen its recovery and resilience work in both host and refugee communities, and to strengthen linkages between humanitarian and development priorities and interventions, for example through advancing women’s economic empowerment and social cohesion. UN Women is providing ongoing technical support to the Government of Jordan and partners to ensure humanitarian, resilience and social cohesion efforts are gender responsive.  Additionally, UN Women is supporting national priorities for women, peace and security, including Jordan’s National Action Plan for UN Security Council Resolution 1325 and preventing violent extremism.

Reporting to the Country Representative, the Programme Specialist (Recovery and Resilience) exercises overall responsibility for planning, implementing, and managing UN Women interventions under his/her portfolio.  She/he works in close collaboration with the programme and operations teams, UN Women HQ and RO staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under the portfolio.    

Duties and Responsibilities

Provide programme development advisory services and develop programmes as a response to the Syrian refugee crisis and its impact on Jordan host communities, contributing to resilience and social cohesion

  • Oversee and manage the design and formulation of programme proposals and initiatives; Identify programmatic areas for support and interventions within the response to the Syrian refugee crisis and its impact on Jordan host communities;
  • Finalize country strategy documents, programme/ project proposals, briefs, policy dialogue and other documents related to the response to the Syrian refugee crisis and its impact on Jordan host communities;
  • Organize periodic consultations with key stakeholders, women leaders, human rights experts and UN partners to gather inputs on programme design, as necessary.

Manage the implementation and management of the programme under his/her portfolio

  • Finalize the annual workplan and budget and manage their implementation;
  • Provide programme advisory support to the Office Management within the response to the Syrian refugee crisis and its impact on Jordan host communities;
  • Manage the technical implementation of the programme/ project; provide technical advice; ensure synergies with other teams;
  • Review the submission of implementing partner financial and narrative reports as required;
  • Provide guidance to staff and partners on Results Based Management tools and performance indicators;
  • Lead Project Steering Committee, project review and/or evaluation meetings.

Oversee technical assistance and capacity development to programme partners

  • Provide technical advice to partners;
  • Build, manage, and expand relationships with national partners to support implementation and expansion of the programme; respond to any potential problems;
  • Serve as an expert resource to partners on response to the Syrian refugee crisis and its impact on Jordan host communities;
  • Implement and oversee capacity building opportunities and initiatives;
  • Provide partners with advanced technical assistance, training and capacity development initiatives.

Manage the implementation of programme activities through monitoring and reporting

  • Manage the process of monitoring the programme/ project implementation of activities and finances using results based management tools;
  • Finalize quarterly reports and donor reports, focusing on results, output and outcomes;
  • Write Office donor and UN Women reports.

Manage the people and financial resources of the unit

  • Manage the programme budget and finalize financial reports;
  • Manage all staff under the unit; mentor and coach staff and do performance assessments;
  • Oversee recruitment processes, as necessary.

Lead advocacy, knowledge building and communication efforts

  • Represent UN Women in meetings and policy dialogues on issues related to response to the Syrian refugee crisis and its impact on Jordan host communities;
  • Manage advocacy strategies and their implementation;
  • Lead the development of knowledge management strategies and methodologies and products on response to the Syrian refugee crisis and its impact on Jordan host communities.

Build partnerships and support in developing resource mobilization strategies

  • Develop and implement partnerships and resource mobilization strategies;
  • Finalize relevant documentation on donors and develop potential opportunities for resource mobilization;
  • Analyze and research information on donors, finalize substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

Manage inter-agency coordination to achieve a coherent and aligned presence for the response to the Syrian refugee crisis and its impact on Jordan host communities in Jordan

  • Provide substantive technical support to the Representative on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees;
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts;
  • Take part in country level Comprehensive Country Assessment (CCA)/UNDAF processes and similar exercises related to the RC system;
  • Prepare substantive inputs to CCA/ UNDAF and other documents, as necessary.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.

Experience: 

  • Minimum 7 years of relevant work experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects;
  • Strong technical experience in gender equality, women’s empowerment and women’s rights, including in humanitarian action and in development (including women’s economic empowerment);
  • Experience in leading and managing teams;
  • Experience in establishing relationships among international organizations and national governments in the field of gender and human rights of women;
  • Experience working in the UN System is an asset.

Languages:

  • Fluency in written and oral English is required;
  • Working knowledge of Arabic is an asset;
  • Working knowledge of another official UN language is an asset.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
