Background

UNDP is partnering with the Institute of Renewable Energy Promotion (IREP) of the Ministry of Energy and Mines to implement two initiatives:

1. Development of the Circular Economy Action Study for Improved Resource Efficiency in Lao PDR (CE). The objective is to identify circular economy opportunities in Lao PDR, based on a comprehensive overview of resource flows in the country. Our ambition is to map out and visualise a selection of the larger resource flows, whether they are ores, metals, construction minerals, residues and products from the agricultural and forestry industries or even tourists or dissolved fertilisers in Laos rivers.

2. Formulating a new project entitled Low Emission Capacity Building Programme Phase 2-Lao PDR (LECB)”. To design and implement the LECB Project for Lao PDR toward the achievement of the LEC objective number 1) strengthening policy and institutional frameworks in combination with national Measuring, Reporting, and Verification (MRV) systems to address barriers to scaled-up and coherent mitigation actions supporting NDC implementation; and 2) developing country-driven mid-century, long-term low greenhouse gas emission development strategies (in the following described as LEDS) and Nationally Appropriate Mitigation Actions (NAMAs).

UNDP is looking for a national consultant to support  UNDP and IREP in developing the LECB Project Document for  implementation in Lao PDRThe project will focus on the LECB components of the Work Package listed in TOR

Duties and Responsibilities

Under supervision of the UNDP Environment Unit Chief, and Director General of IREA and the, the consultant will need to undertake the following tasks and responsibilities:  

* Support the development and finalization processes of the Circular Economy Study report andthe LECB project document through participatory and inclusive consultative processes.

* Lead and participate in stakeholder consultations for information sharing on the two initiatives, data gathering to inform project design

* Coordinating the work relevant to the project development, including coordination with the government counterparts, UNDP, and other development partners to ensure interest of all fully address in the planning and developing process.

* Ensure the quality and timely preparation of all data required for the finalization of the circular economy study and project document.

Required Skills and Experience

* Minimum of Mastersdegree in Economics, Environmental Economics, natural/environmental sciences, social sciences with a specialization in development or other social studies relevant to this assignment

* At least 7 years of relevant working experience with sustainability, and/or climate change adaptation and mitigation.

* Proven familiarity with post-2012 climate change mitigation regimes is advantage.

* Proven work experience in with international and local government of Lao PDR

* Strong project management, coordination, communication and report writing skills in Lao and English.
