Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Today, there is unprecedented recognition of gender gaps in economic opportunities, and growing commitments to combat these, from governments, multilateral agencies and the corporate world.  The ambitious goals laid out in the 2030 Agenda for Sustainable Development capture the intrinsic importance of gender equality and women’s economic empowerment. It is within this context that the Secretary General has set up a High-Level Panel (HLP) on Women’s Economic Empowerment with 22 members from Civil Society, Academia, Private Sector and Government.

The work of the High Level Panel is being conducted across 3 pillars: Research; Stakeholder Engagements and Partnerships; and, Advocacy. Following the launch of the Panel’s first report which outline the 7 key drivers for women’s economic empowerment, the Panel is actively engaging stakeholders and partners in its 3 constituencies - government, the private sector and civil society organisations to secure commitments of concrete actions in order to achieve the women’s economic empowerment goals of the Panel.

Under the supervision of the Chief of the Secretariat of the High-Level Panel on Women’s Economic Empowerment, the Advocacy Specialist will design the advocacy strategy, prepare content and communication instruments and materials, and provide support in mobilizing resources and building partnerships.

Duties and Responsibilities

Refine and implement the advocacy strategy for the UN Secretary-General’s High-Level Panel for Women’s Economic Empowerment

  • Design and deliver advocacy campaigns, including social and traditional media campaigns;
  • Design and prepare content to support stakeholder engagements, and HLP events, including social media kits,  draft statements and talking points;
  • Develop and produce communication and advocacy instruments and materials, including briefing materials, press and social media kits, press releases, and op-eds, articles and blogs;
  • Mobilize and coordinate dissemination of communication and advocacy instruments and materials through effective channels and produce measureable results, working closely with communications and media partners;
  • Monitor standard media impact reports and statistics to facilitate refinements in the advocacy strategy;
  • Lead the delivery of substantive Panel Member briefings and provide messaging updates in line with the outputs of the research and stakeholder engagement & partnerships pillars;
  • Organize roundtable discussions, press conferences, and briefing sessions with press;
  • Represent the Chief of the Secretariat at Advocacy events as appropriate.

Mobilize resources to support work and communications activities not covered by the main donor

  • Identify and support developing or leveraging resource mobilization opportunities in support of the advocacy and consultation pillars;
  • Develop effective communication messages and products and materials packaged to help drive sector and donor-specific corporate resource mobilization and donor relations initiatives;
  • Liaise with advocacy partners and undertake outreach to civil society organizations, governments, and other groups to ensure that newsworthy information reaches the public and donors.

Provide guidance and support to building partnerships within and beyond the UN system

  • Establish relevant networks and build relationships to support the development of strategic partnerships and alliances with other UN organizations, multilateral organizations, regional organizations, academic and technical organizations, and the private sector;
  • Ensure close co-operation, develop alliances and working partnerships with other UN Women teams – at HQ and in the regions.

Ensure facilitation of knowledge building and management

  • Ensure that lessons learned from the planning, organization and delivery of consultation and advocacy events is systematically documented and fed back into project development and the planning and delivery of future events.

  • Quality and relevant advocacy materials and content which lead to greater exposure and understanding of the HLP’s work

Required Skills and Experience

Education: 

  • Master’s degree in social sciences, public policy, or law is required.

Experience:

  • A minimum of 7 years of increasingly responsible professional experience at the national, regional and international level in designing advocacy and communication strategies and tools around gender equity issues and/or women’s economic empowerment.

Language:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
