Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  UN Women provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.

The UN Women Pacific Multi-Country Office (MCO) is based in Suva, Fiji and works alongside over 20 other UN agencies in the region and in 14 countries: Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Republic of Marshall Islands, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu.

The MCO has field presences in Kiribati, Nauru, Samoa, Solomon Islands and Vanuatu and program presence in Tonga.

UN Women, in partnership with Pacific Islands Governments, regional organizations, CSOs, donors and UN agencies, focuses on delivering within four interlinked programme areas:

  • Advancing Gender Justice;
  • Ending Violence against Women (EVAW);
  • Improving Women’s Economic Empowerment (WEE);
  • Climate Change, Disaster Risks Reduction and Humanitarian Response.

Under the supervision of the Deputy Representative, the Monitoring, Evaluation and Reporting Specialist will provide support to the Multi Country Office (MCO) colleagues in incorporating monitoring and reporting into programme formulation as well tracking against Strategic Plan targets and the reporting of results to internal and external audiences.

Duties and Responsibilities

Provide technical support to the MCO strategic planning processes, ensuring plans are aligned with the UN Women Strategic Plan:

  • Provide technical support in the coordination of Strategic Planning Processes including the development of the 5 years Strategic Note (SN) and Development Results Framework (DRF) and the Annual Work Plans (AWPs) processes;
  • Lead the preparation of the MCO annual Monitoring, Evaluation and Research Plan (MERP);
  • Ensure linkage of DRF, AWPs and MERP with the UN Women Strategic Plan;
  • Review and provide feedback to Development Results Framework (DRF) and Operational Effectiveness and Efficiency Framework (OEEF) of the MCO in terms of adherence with Results Based Management;
  • Provide technical support to the Deputy Representative and Representative with the UNDAF planning and reporting processes as needed.

Provide quality assurance and technical support to the MCO in programme management and monitoring:

  • Provide quality assurance of programme documents through review of results frameworks in order to meet SMART criteria;
  • Support and provide technical assistance to programme teams in the development of Performance Monitoring Frameworks (PMFs), monitoring indicators, monitoring plans and quality assurance processes;
  • Develop, improve and maintain systems and tools (including calendars, guidelines and templates) for effective monitoring and results tracking across the MCO;
  • Provide technical assistance to programme teams in data collection, data analysis and synthesis, and in tracking progress of results against targets;
  • Provide technical support and co-ordination to programme teams in complying with corporate quarterly Annual Work Plan activity monitoring requirements, including correct and timely entry into the Results Management System (RMS);
  • Support programme teams with the synthesizing and analyzing of monitoring data on a quarterly basis, and the development of quarterly monitoring briefs to inform decision-making;
  • Visit country offices under the MCO to support monitoring of results and planning processes as required.

Provide technical support in the reporting of results to internal and external audiences, including donor agreements and reports:

  • Provide technical support and co-ordination to programme teams in meeting internal and external requirements for timely and results oriented reporting, including for the annual reporting process;
  • Review donor reports and provide feedback to improve quality and timeliness of reporting;
  • Provide support to Programme advisors/managers and the Deputy Representative in the clearance of donor agreements and Cost Sharing Agreements;
  • Provide technical support and co-ordination to programme teams in order to ensure full compliance with the use of the electronic Donor Agreements Management System (DAMS).

Provide technical support to the programme teams in the implementation of the UN Women Evaluation Policy:

  • Prepare, manage and update the Monitoring, Evaluation and Research (MER) Plan at MCO level;
  • Act as evaluation task manager to ensure that MCO evaluations are impartial, independent, credible and meet professional standards;
  • Manage the MCO contributions to the GATE system, ensuring evaluation plans, evaluation reports and evaluation management responses are uploaded and updated;

Contribute to knowledge building and capacity building:

  • Identify and disseminate good practices, lessons and knowledge;
  • Develop capacity development tools, including training materials and packages;
  • Manage capacity building opportunities of staff and partners in the MCO in the areas of Results Based Management (RBM), Monitoring and Evaluation (M&E);
  • Incorporate and disseminate feedback and lessons drawn from annual reporting processes, reviews and evaluations to inform decision-making and improve quality of reporting and planning.

Manage the Monitoring and Evaluation Unit:

  • Serve as the head of the MCO M&E unit and act as co-supervisor of programme/project M&E Coordinators
  • Develop and manage team workplan and budgets
  • Serve as the Evaluation and Monitoring Focal Point for the Fiji MCO and liaison between the Fiji MCO and Regional Office, Headquarters as well as with other leading M&E practitioners including from UN sister agencies and consult as needed for the achievement of the above and all related tasks;
  • Represent the MCO in UNCT technical working groups on data and M&E, as per delegation from the Representative.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required.

Experience:

  • At least 5 years of progressively responsible experience at the national or international level in monitoring and reporting of development projects/ programmes;
  • Minimum 3-5 years’ direct experience working in the area of monitoring and reporting, including proven track-record in the design and implementation of comprehensive monitoring systems;
  • Experience in the United Nations systems in an asset;
  • Field experience is an asset.

Language Requirements:

  • Fluency in English is required.
