Background

The Donor Coordination Analyst (DCA) will be part of the team supporting the UN Resident Coordinator's Office (RCO) functions. The RCO supports the coordination efforts of the UN Country Team (UNCT), assisting in bringing together the different UN agencies to improve their efficiency and effectiveness at the country level and supporting the UN to be a relevant and reliable partner, whilst ensuring visibility and dissemination of UN messages and initiatives in Azerbaijan. The RCO will also be playing a critical role in channeling UN support to the government in the achievement and implementation of the 2030 Sustainable Development Agenda and donor coordination to ensure synergies and coherence between the work of the UN and other partners in support of national priorities. Under the overall supervision of the UN Resident Coordinator and in close collaboration with the UN Coordination Analyst, the DCA is to assist with the overall coordination mechanism led by the UN involving international development partners and provide the secretariat support. The Coordination Associate will also support the work of the Coordination analyst involving other aspects of the RCO including support to the SDGs agenda and realization as well as implementation of the UNAPF. The DCA will work in close collaboration with the UN Country Team, the Operations Management Team and programme and project teams of the UN Agencies. He/she should be a dynamic, IT literate individual to perform functions of the role with minimal supervision

Duties and Responsibilities

Under the direct supervision of the RC, the incumbent will:

Provide secretarial and substantive support to the Resident Coordinator in donor coordination more specifically: 

  • Provide secretarial support for circulation of all incoming and outgoing official communication to the RC, ensuring adherence to appropriate protocol and correspondence guidelines;
  • Compilation and preparation of briefing and presentation materials and background information
  • Provide updated mailing lists and sharing on regular basis to partners
  • Attending donor coordination meeting preparing minutes and circulating information as required.
  • Research information on donors and assist with the preparation of briefs on partners’ profile and national development strategies and coordinate preparations for partners meetings;
  • Support coordination and liaison with relevant stakeholders and partners to produce up to date geographical mapping of humanitarian and development activity in Azerbaijan;
  • Support the preparation of Contingency Plans if and when needed.

Supports Coordination  of the UN Results Group, in close consultation with the UNDP Deputy Resident Representative and Coordination Analyst, to ensure synergies with donor coordination and other government-led coordination mechanism especially in support of the Roadmap for Economic Reforms. More specifically, he/she will focus on achievement of the following results:

  • Provide support to explore opportunities for resource mobilization. the Results and thematic groups under UN-Azerbaijan Partnership Framework (UNAPF) as required.
  • Provide support to the UNCT in the oversight and monitoring of the UNAPF in coordination with the RGs where appropriateproviding inputs into the donor coordination efforts made by the Centre for Analysis of Economic Reforms and Communication.

Provide support to effective advocacy of UN activities particular on Sustainable Development Goals in close collaboration with the DPI Information Officer,   focusing on the achievement of the following results:

  • Compile, edit and provide materials for the UN website and other advocacy platform in close collaboration with the UNDP IT specialist and DPI;
  • Preparation and archiving of public information materials as requested;
  • Support to the preparation of information & advocacy materials in consultation with UNCT members and partners;
  • Lead preparation of public events in support of UNCT activities, e.g. UN Day.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent years of  experience in Economics, Social Sciences, International Relations, Political Sciences or related field.

Experience:

  • At least 5 years of relevant experience, including country office or other field experience;
  • Experience in coordination at the international level;
  • Prior experience with donor coordination and/or UN coordination in the field is highly desirable;
  • Knowledge about the UN Resident Coordinator system would be an advantage;
  • Knowledge of the CIS regional development context, in general, and Azerbaijan, in particular, is an asset

Language:

  • Fluency in English is required;
  • Proficiency in Russian or Azerbaijani is an asset.
