Background
The National TB and HIV Council (hereinafter – the NTHC) (Resolution of the Cabinet of Ministers of Ukraine as of 11 July 2007, ? 926) is a permanent advisory body under the Cabinet of Ministers of Ukraine. Its main objectives include preparation of proposals for prioritization and implementation of the national policies on TB and HIV/AIDS, and consolidated use of funds provided by various budgets and organizations, including the Global Fund to Fight AIDS, TB and Malaria (hereinafter – the Global Fund); promotion of the coordinated activities of various partners; coordination of the development and submission of national proposals to the Global Fund; monitoring and oversight of TB and HIV/AIDS programmes and activities, including the Global Fund grants; etc. The NTCH has the Committee on Programme Affairs and the Committee on Regional Polices (hereinafter – Committees), and the Commission on Oversight of Development of Proposals, Negotiations and Implementation of Programmes (hereinafter – the Commission) funded by the Global Fund.
The NTHC operation is ensured by its Secretariat, namely by the Ministry of Health of Ukraine (hereinafter – MoH). The major objectives of the Secretariat are to support activities of the NTHC through provision of organizational, logistical and other assistance, perform coordination related to the exchange of information and resolve technical issues regarding NTHC meeting arrangements.
With the goal of strengthening capacity of the NTHC in implementation of its functions as the Country Coordination Mechanism (hereinafter – the CCM) in line with the requirements and recommendations of the Global Fund, UNDP implements the Project “Strengthening the National Council on TB and HIV/AIDS in Ukraine”, financed by the Global Fund. More specifically, the UNDP strengthens the oversight function of NTHC over activities of the Principal Recipients of the Global Fund funded programs; and facilitate alignment of the goals of the National Programs on TB and HIV/AIDS and the goals of the Global Fund grants.
In line with the Project work plans, UNDP intends to contract the Consultant on collection and analysis of data on grants implementation and management of the Dashboard. The Dashboard is an information tool to support CCM in carrying out its oversight function. Its purpose is to: (i) provide CCM members with key financial, management and programmatic information for grant oversight; (ii) facilitate the oversight process through the visual/graphic presentation of key data; (iii) provide signals through the use of standardized color schemes and thresholds to flag warning signs for areas that require attention; (iv) support CCM members to ensure they are better informed to make decisions about investigation, problem solving and follow-up; (v) stimulate dialogue between CCM members and PRs about management and performance.
Duties and Responsibilities
MAIN OBJECTIVES OF THE ASSIGNMENT
The objective of the assignment is to ensure collection and analysis of data and information on grants’ implementation from monitoring and evaluation officers and/or program officers of Principle Recipients/Sub-recipients/Sub-sub-recipients as well as management of the Dashboard.
DESCRIPTION OF RESPONSIBILITIES / SCOPE OF WORK
Specifically, the consultant will fulfill the following tasks:
- Collect, review and analyze regular data and information from Principle Recipients/Sub-recipients/Sub-sub-recipients on implementation of the grants of the Global Fund;
- Participate in debriefing sessions/meetings conducted by Local Fund Agent on grants implementation status;
- Ensure periodic data input and data checks for completeness and coherence in Principle Recipients/Sub-recipients/Sub-sub-recipients reports and the Dashboard;
- Ensure periodic back-ups and safeguards of the Dashboard and data;
- Ensure transmission of the periodic Dashboards by the Oversight Commission to the NTHC Secretariat;
- Support Oversight Committee meetings on dashboard use;
- Support the orientation of new members of the Oversight Commission to use grant oversight dashboards;
- Support creation and modification of Dashboard for grants and new grants.

MONITORING/REPORTING REQUIREMENTS
The Expert will coordinate his/her work with the NTHC Secretariat Coordinator and the Deputy Minister of MoH under the overall guidance of UNDP Programme Manager.
Competencies
1. Strong knowledge of TB and HIV/AIDS epidemics situation in the country, as well as the national legislation in the area of TB and HIV/AIDS; Knowledge of the Global Fund procedures and requirements for CCM will be considered as an advantage;
2. Strong analytical skills;
3. Experience in the usage of computers and office software packages; Proficiency in Microsoft Excel and Excel-based tools is highly desired.
Required Skills and Experience
EDUCATION:
- Minimum Bachelor’s Degree in economics, public administration, health, social sciences, sociology or other relevant field. Master’s Degree will be considered as an advantage.
EXPERIENCE:
- Minimum 3 years of practical experience in monitoring and evaluation or program oversight/ performance monitoring;
- Minimum 3 years of experience in working for/with programs and projects in TB and HIV/AIDS areas;
- Minimum 3 years of experience in preparation of analytical reports;
- Experience in working with UN agencies or other international organizations will be considered as an advantage;
LANGUAGES:
- Fluency in Ukrainian and Russian; English will be considered as advantage.

FINANCIAL PROPOSAL Lump sum contract The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). The lump sum shall be payable as follows: 50% - upon completion of Deliverable #1 50% - upon completion of Deliverable #2 Travel costs No travel is expected within the framework of the assignment.
