Background

UNDP Nepal is working with the Supreme Court, Ministry of Law and Justice and Parliamentary Affairs (MOLJPA), Office of Attorney General, other government agencies, national human rights institutions, and civil society organizations to implement the Strengthening the Rule of Law and Human Rights Protection System in Nepal’ Programme (ROLHR). The ROLHR programme aims to propagate the principle of the rule of law in Nepal, as an essential foundation for sustainable peace, human rights, and human development. The Programme focuses on supporting systemic changes in national legislative, policy, and institutional structures, and delivering tangible results at the local level. As part of this process development of a more strategic and coordinated approach to justice reform, development of an integrated (‘one door’) socio-legal aid system, and an effective, cohesive, human rights protection and promotion system in Nepal are the key areas identified in the Programme, which contribute to achievement of SGD Goal 16.

There are three major components in the Programme related to justice sector coordination, legal aid and human rights. The justice sector reform process is being implemented through the Justice Sector Coordination Committee to support policy dialogue, strategic planning, research, monitoring and evaluation, and pilot activities to improve the administration of justice across the sector. The Programme has been supporting the Ministry of Law, Justice, and Parliamentary Affairs to lead reform in Nepal’s legal aid landscape towards the establishment of an integrated system which coordinates and regulates relevant, accessible socio-legal aid service provision throughout Nepal and the Supreme Court to facilitate the justice sector coordination initiatives in Nepal. Given the changed context and promulgation of new Constitution, the Programme needs to support the MoLJPA to lead revision of legislations to ensure that the laws introduced are aligned with the Constitution and international human rights instruments to which the Government of Nepal is a party.

Support to democratic interactions on access to justice, rule of law and human rights issues is mainstreamed throughout the Programme. This will enable vulnerable groups and their defenders to participate in reform processes; foster the development of responsive legal frameworks; and hold government institutions accountable for the implementation of protective legislations and protection and promotion of human rights in Nepal.

The Monitoring and Evaluation Specialist will report directly to the National Project Manager and will be responsible for the development and implementation of effective Monitoring and Evaluation system at different level of the Programme implementation.

Duties and Responsibilities

Under the direct supervision of the National Project Manager (NPM) the Monitoring and Evaluation Specialist will:

Programme Planning, Coordination and Management:

  • Provide strategic support to the NPM and other as required for the project for the project planning based on Project document, Annual work plan (AWP) and quarterly work plan backed up with M&E/Result frameworks;
  • Update the tracking tools to monitor the programme activities at national and sub-national level;
  • Update as necessary Monitoring and Evaluation plans, consistent with the annual M&E framework, in consultation with all the coordinators including NPM;
  • Update the progress and provide timely analysis to develop and update the programme overall strategic framework, impact chains and intervention logics;
  • Assist the project management team and coordinators in developing sector-wise work plans, overall monitoring framework including capturing of learnings and achievements;
  • Assist professional staff in preparing indicator protocol sheets (indicator description/profile) of each project indicators mentioned in RRF;
  • Develop a comprehensive baseline of basic services and socioeconomic conditions in the target areas and collect periodic data and information against the baseline to assess and report on the overall progress of these areas;
  • Take lead in developing monitoring and evaluation tools and process;
  • Coordinate with Monitoring and Evaluation Unit of UNDP Country Office and get corporate guidance and updates on the policy and guideline on M&E;
  • Strengthen systems and tools, and training materials to orient the concerned authorities of the implementing partners' personnel.

Programme Performance, Results & Quality Assurance:

  • Develop and implement an effective M & E mechanism for programme activities;

  • Establishment of internal control system and Standard Operating Procedures as per Results Management and control;
  • Ensure quality control of results (from formulation to implementation and to closure) to achieve the stated program results;

  • Develop appropriate formats and monitoring toolkits for collecting data from different sources;
  • Develop effective intranet and database systems of RoLHR;

  • Ensure any disparities between planned and actual outputs are addressed;

  • Facilitate review of progress on quarterly basis and ensure to solve problem through remedial actions,and

  • Provide technical guidance for the implementation of the M&E plan, through training and other on-site support.

Programme Review/Monitor, Evaluation and Reporting/Communication:

  • Design and conduct a system for field visits, and data verifications in order to ensure that the quality of information that partners are reporting is accurate, timely and relevant;
  • Facilitate regular field monitoring visits to programme activity areas, closely working with regional field monitoring officers, for community mobilization activities and conduct qualitative and quantitative assessment of the implementation status;
  • Support field level monitoring to be undertaken by RoLHR, implementing partners and UNDP;
  • Assists in liaising with development partners in close consultation and coordination with project teams in resolving any issues related to results;
  • Take the leading role in organizing and facilitating the final programme evaluation;
  • Work closely with the monitoring team for communication and public information activities and establish the link to the entire outcome and input for the effective implementation of the programme;
  • Organizes and leads the review process of Project results on a regular basis in close consultation with Programme teams and concerned implementing partners;
  • Collate and compile RoLHR’s progress reports on activities, outputs and outcomes from the implementing partners and team members;
  • Analyze the data and information, prepare monthly progress reports on the major activities and submit to NPM, CTA and others as per the need of the project;
  • Support NPM in producing monthly, quarterly and annual reports including other relevant sectoral reports as per the need of the programme;
  • Accurate and timely submission of donor reports.

Capacity Building efforts of the Organizations

  • Need identification of capacity gap of the concerned stakeholders and implementing partners at central and local level and coordinate closely to enhance their capacity in planning, monitoring and evaluation;
  • Provide technical support to the implementing partners and local framework of the programme to strengthen their monitoring and evaluation systems;

Gender and Sociial Inclusion mainstreaming:

  • Organize trainings and briefing sessions to staff on monitoring and orient them on corporate requirements on data collection including gender, sex and social group disaggregation, and reporting requirements;
  • Ensure the RoLHR activities are planned and implemented in a gender sensitive and inclusive manner and that all implementing partners are sensitized and trained in monitoring and reporting of gender and social inclusion sensitive results.

Required Skills and Experience

Education:

  • Completion of Master’s degree in Management, Administration, Social Sciences, Economics, Statistics or other relevant field.

Experience:

  • At least seven years relevant experience in development project monitoring and evaluation, preferably in the government institutions;
  • Proven experience in designing M&E system and conducting evaluations;
  • Proven experience in  producing analytical reports with quantitative data analysis;
  • Proven expereince in organizing and presenting information in an effective manner;
  • Sound knowledge of the gender and social inclusion issues and analysis;
  • M &E experience in UNDP and/or other international agencies is desirable;
  • Experience in the usage of computer applications and advance knowledge of spread sheet and database packages, experience in handling of web based management systems.

Language:

  • Fluency in oral and written English is essential.
