Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. To best meet the needs of women and girl refugees and migrants, UN Women’s resilience-based approach stresses that relief and recovery assistance must build the resilience of marginalized communities and, in particular, women affected by conflict and displacement, by enhancing their capacities and creating an enabling environment for them to meet their own needs. By providing adequate and sustainable support to enable women to respond, mitigate and recover from crisis assistance will facilitate stability and social cohesion.

In 2017 UN Women in Turkey will begin implementing programming on “Strengthening the Resilience of Syrian Women and Girls and Host Communities”. The programme works through a three-pronged strategy that will: (i) make long-term humanitarian and development assistance more responsive to women’s and girls’ needs, and increase their role, including through community organizing, in the scope and delivery of aid by promoting women’s equal access to protection services—  with a focus on combating early marriage (ii) support women’s economic empowerment through increased access to longer term recovery and livelihoods opportunities to decrease their reliance on external assistance and negative coping mechanisms, and foster gender-responsive development policies for a lasting impact  (iii) create a culture of peace and co-existence by supporting women to lead and engage in peacebuilding, reconciliation, conflict prevention and rights protection. In particular, this approach will ensure that activities are adapted to the local realities, and in line with national priorities of Turkey.

Under the overall supervision of the Turkey Country Program Manager, the Gender and Humanitarian Specialist will be responsible for the provision of coordination, programme and technical support on the rights and participation of women refugees to the UN Country Team [UNCT] and manages and coordinates all aspects of UN Women refugee programming in Turkey as required, including programme development, management of operational projects, as well as continued monitoring of implementation and reporting.

She/he works in close collaboration with UN Women programme and operations staff, UN staff and UN agencies, government officials, technical advisors and experts, multi- and bi-lateral donors and civil society ensuring the successful interventions of UN Women in the country.

Duties and Responsibilities

Summary of Key Functions:

  • Advocacy support and knowledge building and management.

Summary of expected deliverables:

  • Monitoring and support to “Strengthening the Resilience of Syrian Women and Girls and Host Communities” program to ensure smooth implementation of UN Women activities and programme with the executing and implementing agencies (including local and international NGOs, governmental authorities, other UN agencies). The program is expected to start in 2017;
  • Build on the existing UN Women Refugee Response programming in Turkey by identifying new opportunities and supporting the design and formulation refugee support programs and projects for Turkey programming;
  • Identify funding opportunities and preparing proposals of UN Women Refugee Response programming;
  • Technical assistance on creation of communications products on UN Women Refugee Response programming including through the collection of personal stories and their transposition to audio and video formats;
  • Develop awareness, capacity, and conduct advocacy in sectors/clusters (3RP, RRMRP, etc) such as those dealing with Protection and Livelihood on gender concerns including with UN offices, governmental and NGO participants;
  • Develop evidence-based knowledge on the need of refugee women and girls by providing monitoring support of the research of UN Women’s implementing partner as it carried out a ‘Needs Assessment of Women and Girls under Temporary Protection Status in Turkey’ in the first half of 2017;
  • Prepare briefs, updates and reports to Government UN cluster partners on gender trends related to refugee planning and response
  • Design/deliver/facilitate capacity building activities for UNW staff and partners which should include gender equality concepts, engendering information and analysis, good practices for working with and supporting women refugees, and integrating gender equality issues in in strategic planning, design and programming;
  • Conduct and participate in trainings, as necessary, related to gender issues in humanitarian/refugee response assessments, plans and responses;
  • Work in close collaboration with Resident Coordinator’s Office to support gender monitoring activities in regards to utilization and effective implementation of gender markers;
  • Help develop a local/national network of women’s rights activists, mediators, experts and gender equality advocates who can participate in decision making on humanitarian issues/refugee response and project implementation.

Required Skills and Experience

Education:

  • Master’s Degree in Economics, Political Sciences, Social Sciences or a field relevant to the requirements of the TOR.

Experience:

  • 5 years’ relevant experience at the national or international level working on a) projects preferably supporting women refugees and migrants; b) designing, monitoring and evaluation of development projects; and c) establishing and developing relations among international organizations, governments and other project stakeholders;
  • Working on gender and humanitarian related projects considered an asset;
  • Prior experience working with Icelandic Government or NGO considered an asset.

Languages:

  • Fluency in English is required;
  • Turkish and Arabic knowledge considered an asset.
