Background

Waste production grows exponentially as a result of economic development (changes in consumption patterns) and urban development, causing a growing challenge for municipal managers to manage (collect, transport and treatment) the solid waste.  The true cost of waste is not simply the cost of discarded materials but it encompasses inefficient use of raw materials, unnecessary use of energy and water, wasted labour, waste disposal of the by-products, and costly environmental mitigation.

Dili is a fast growing urban centre which generates 190 tons of Municipal Solid Waste per day (0.7 kg per person per day) and 68% of the waste is recyclable according to waste audit done in 2015 by Asian Development Bank (ADB). In addition, if the current trend of waste generation continues it is expected that waste generation will increase to 420 tons per day by 2030. The high waste generation and current management practice are major threats to the environmental sustainability, public health of the city.

Recyclables (Paper/cardboard, Metals, Plastics, Glass) make 39%, or 46.7 tonnes of waste hauled to Tibar daily.  Another 32%, or 38.5 tonnes, of dumped waste is green waste.  Dili can reduce up to 100 tonnes of the waste that goes to landfill daily with an effective and holistic recycling programme that is supported with segregation of waste at collection.  Yet, recycling is almost exclusively driven by private sector for direct economic gain and livelihood reasons rather than for environmental protection.  

Removal of recyclable materials from the waste stream takes place at fixed location collection points in government premises or Diplomatic mission and few community collection points and at Tibar dumpsite.

To improve recycling, the market conditions should be improved, as such the programme should aim to impact demand and supply of waste recyclable. The demand side with focus on supporting the recycling businesses to improve their business model, confirm their willing to increase capacity and to work closer with the community. While the supply side would be focused on the waste production, understand households and business incentives to segregate and dispose recyclable waste in the correct places. The Directorate General of Urban Organization (DGUO) is evaluating alternative waste management systems for a more sustainable solution to deal with the solid waste management issue in Dili. DGUO and UNDP evaluated the possibility of a municipal campaign to promote recycling and outcome of the evaluation is this design of Recycle Promotion Program.

A pilot program is going to be implemented in three Sucos (Motael, Caicoli and Lahane Oriental) in Dili municipality to observe its impact and the possibility of scaling it up.  The pilot programme’s overall strategy is to enhance urban community living standards in the selected 3 Sucos in Dili by realizing the benefits of improved municipal solid waste management through recycling waste.  The programme aims to achieve this by segregating waste at source on the supply side and creating environment to enable recycling business on the demand side.

The programme will focus on two approaches to attain its objectives.  First, an innovative community engagement approach to promote segregation of recyclable waste at source in the community and promote environmentally responsible waste management.  Second, create favourable enabling environment to create sustainable waste recycling enterprise.

The Recycling Programme aims to:

  • Reduce waste volume: impact and cost related to the landfill usage, collection and transportation
  • Reduce pollution: less draining blockages by waste and consequently floods (due to information on illegal practice of dumping and burning waste), less air pollution due to burning activities, etc.
  • Potential for new economic activities: potential for more recycling businesses (oil, glass, composting, etc.) and job creation
  • Reduced health issues related to currently waste practices

In this pilot phase of the project, recycling will be implemented in three Sucos.  The objectives are:

  • Design and implement the recycling campaign and awareness, involving the community (the waste producers)
  • Awareness Raising and Behaviour Change Communication for Community Based SWM
  • Improved capacity of recycling demand businesses to operate sustainable operations.
  • Incubate businesses in recycling industry who are promoters of change
  • Improve coordination and networking of private enterprise, GoTL and other stakeholder to create an environment promote private participation in responsible and sustainable waste management.

The community engagement consultant in a community participatory approach will implement the strategies and approach in operational manual which outlines enhanced practices for solid waste management (disposal, desegregation, dumping and recycling); The community engagement consultant will engage with the community in 3 Sucos to promote waste segregation at source and proper disposal.

Duties and Responsibilities

Under overall supervision of UNDP TL Country Director and the direct supervision of the Chief Technical Advisor for the Social Business Project and in close coordination with the Social Business Project team and Ministry of State administration responsible for solid waste management; the short-term community engagement pilot consultant is expected to support achieving the project expected output through to delivering the following results:

  1. Develop community engagement implementation strategy and approach which align with Operational Manual developed during the project design phase to promote waste segregation and proper disposal, in selected 3 sucos, for each of the 3 identified groups: State agencies (government, embassies, etc.); Offices/businesses (commercial establishments, schools, NGOs, etc.); and Households;
  2. Design community teams structure and identify members of the teams in the pilot sucos
  3. Develop training materials for the suco teams and the animators to promote behavioural change in Solid waste management
  4. Conduct training of the community animators
  5. Supervise door to door and community campaigns awareness raising activities.
  6. In close coordination with MSA, revise the current practice of SW collection by public trucks and propose efficient collection practices
  7. Closely work with private sector engagement team to design cooperation mechanism and incentives for recycling separation by household, state agencies and businesses
  8. Design information packages for state agencies and business outlets on 3Rs (Recycling, Reuse and Reduce).
  9. Design and develop material to educate benefits of recycling to community and to promote recycling pilot programme. 

Competencies

  • Excellent interpersonal and networking skills, including the ability to liaise effectively at senior levels;
  • High business planning, modelling, and analytical skills;
  • Ability to communicate and function effectively in an international, multicultural environment; and
  • Ability to work effectively in a team.

Required Skills and Experience

Education:

University degree in Business Administration, Economics, Accounting, Finance or Engineering other fields relevant to the assignment.

Professional Experience:

  • At least 5 years of professional experiences in management consultancy, strategic planning, business development,  finance related positions or positions communication and behavioral change or any relevant field.
  • Relevant experiences in business management and financial planning
  • Demonstrate ability to effectively build and strengthen partnerships with key stakeholders, including government, civil society, local community, private sector and development partners
  • Experience conducting training and other capacity development activities
  • Ability to work effectively with MS Office
  • Regional experience in Southeast Asia or the Pacific region, particularly in post-conflict context, is a plus, especially if in Timor-Leste

Language Requirements:

  • Proficiency in written and spoken English is a must;
  • Knowledge and ability to communicate in Tetum, Portuguese, or Bahasa Indonesia is an advantage.
