Information on the receiving office:

The Global ICT Advisory (GIA) section is part of the Office of Information Management & Technology (OIMT) focusing on technology support to UNDP Country Offices across the globe. The unit is largely based in Copenhagen with some staff in Panama and Regional ICT Coordinator in all the five UNDP regions (see attached organisational chart). GIA has 6 full time staff members broken into 4 P staff and 2 G staff. With recent developments, the GIA is taking on solar PV roll-out to country offices and is looking at reaching out to above 140 locations

Living conditions at the Duty Station: Copenhagen is a family duty station with no special conditions that one has to be particularly concerned with.

Content and methodology of supervision:

As part of the UNDP JPO programme overall framework, the JPO will benefit from the following supervision modalities:

  • Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO;
  • Establishment of a work plan, with clear key results;
  • Effective supervision through knowledge sharing and performance/development feedback throughout the assignment;
  • Easy access to the supervisor;
  • Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness;
  • Guidance and advice in relation to learning and training opportunities within the field of expertise;
  • Completion of the yearly UNDP Performance Management Document (PMD);

Purpose

The overall purpose of the job is to provide technical expertise in implementation of solar photovoltaic (PV) systems in Country Offices across the organization. This includes evaluation of bids, coordinating and guiding project implementation activities, reporting, and documenting procedures, among other related tasks.

Reporting structure and partners

  • On a day to day basis, the Engineer will be working with and directly reporting to the Global ICT Specialist;
  • The Global ICT Advisor has the overall responsibility to guide the both the Global ICT Specialist and the Engineer;
  • Progress reporting will be done regularly during the unit weekly meetings and monthly Green Energy Meetings.

Duties and Responsibilities

  • Promoting Adoption of Green Energy: assist in identifying opportunities for implementation of solar PV system and hybrid generator, and engaging with Country Offices, including possible expansion to project offices;
  • Solar PV Implementation: assist in provision of technical assistance to UNDP offices undergoing solar PV installation. This includes reviewing of proposed designs, keeping track of implementation status of each office, and making necessary follow ups with all parties;
  • Hybrid Generator Implementation: assist with provision of technical assistance to Country Offices on installation of hybrid generators, covering pre-installation technical tasks, evaluation of proposals, liaising with all parties at each phase of the process, documenting best practices, and eventually defining end-to-end processes;
  • Green Energy Information: play a role in revamping communication materials and web-based platform to disseminate information more effectively, including conducting webinars in liaison with Regional ICT Coordinators. Contribution to actual content also comes as a significant part of this aspect, targeting both technical and non-technical audiences;
  • Corporate Green Energy Initiatives: actively participate in corporate green energy initiatives and forums as may be requested by the supervisor;

Training and Learning

As part of the UNDP JPO programme overall framework, the JPO will benefit from the following training and learning opportunities:

  • Participation in a two-week long Programme Policy and Operations Induction Course in New York within the first 3 to 6 months of assignment;
  • Use of yearly JPO duty-related travel and training allocation (DTTA), as per the online DTTA guide;
  • Other training and learning opportunities, as presented in the UNDP JPO Orientation Programme;

In addition, the JPO will benefit from the following specific training and learning modalities/opportunities in the receiving office: Internally organised webinars, online computer-based learning, on the job training (where opportunity arises).

Required Skills and Experience

Education and Experience

  • Master’s Degree or equivalent, or higher Advanced Degree, in a related field of expertise and a minimum of two years of paid working experience in a relevant field (preferred);
  • Or Bachelor`s degree or equivalent, in a related field of expertise and minimum of four years of paid working experience in the relevant field;

Language Requirements: 

  • Proficient in English (both written and spoken).

Other desirable education, languages and work experience: 

  • Good computer skills particularly tools like MS Visio and Spreadsheets.
  • Knowledge of PV simulation software (e.g. PVSyst, HOMER) is an advantage.
