Project Title:

Implementation of the Integrated Customs Information System in the State Customs Service of Turkmenistan  

Project Description

This project forms a technical cooperation agreement through which UNCTAD will provide technical assistance and support to the State Customs Service (SCS) of Turkmenistan in the implementation of the Integrated Customs Information System (ICIS) based on the newest version of ASYCUDA World platform, developed by UNCTAD.

The integrated automation of Customs procedures will help to increase the efficiency of fiscal and control functions of the SCS of Turkmenistan and to strengthen its operational capacity, including in combating smuggling, drag trafficking and other law infringements. The project will help to expand the transit potential of Turkmenistan and ensure the country's preparedness for the WTO accession in a future.

Through the project UNCTAD will provide the technical assistance and support to the SCS of Turkmenistan in implementation, in the fully integrated environment, of efficient electronic tools such as: customs declaration processing, transit control and monitoring, risk management, and other important functions. 

The project is scheduled to last 24 (twenty four) months.

Institutional Arrangement

The Service Contractor will be subordinated to the UNCTAD ASYCUDA Regional Coordinator (Europe and Central Asia), to whom he/she will be directly responsible to, reporting to, seeking approval/acceptance of output.

The Service Contractor is expected to work closely with the UNCTAD ASYCUDA team and to interact/collaborate with the SCS Project Team, as required. He/she will liaise with the UNDP Office in Ashgabat and service providers (registration, accommodation, transport, printing, etc) as required.

Duties and Responsibilities

The work of the Service Contractor will include:

  1. Processing of paper and electronic correspondence related to the project, including translation, as required ;
  2. Organisation of project meetings, awareness workshops, training events, including drafting of meeting minutes, translation and travel arrangements;
  3. Provision of oral interpretation at meetings, facilitating the communication between the UNCTAD ASYCUDA experts and the SCS staff;
  4. Translation  of the administrative/functional/technical documentation of the project (English and Russian);
  5. Liaison, upon request, with relevant SCS departments, UNDP Office in Ashgabat, local service providers etc.;
  6. Performing other administrative functions, as required.

The Service Contractor will work in the UNCTAD ASYCUDA office, located in the SRS headquarters (Ashgabat). He/She is expected to provide the project support services in the timely manner and at the good quality level.

Required Skills and Experience

Education:

Secondary education. University degree, specifically graduation from English-speaking university would be an advantage

Experience:

Minimum  5 years of  experience of assisting to international projects, experience of work under the UN project would be an advantage;

Languages:

Fluency in English (oral and written); good knowledge of customs, trade and information technology terminology in English , experience of oral interpretation at the meetings, trainings and workshops, experience of written translations of project documents, reports, user-manuals, etc.
