Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative ”Making Every Woman and Girl Count” (MEWGC) aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The Programme envisions a multi-year and multi-country programme of work, supported by global and regional activities linking normative and technical work on gender statistics at the global level to the regional and national levels through three interlinked areas of work:
- Building a supportive policy and institutional environment for the localization and effective monitoring of the Sustainable Development Goals (SDGs);
- Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and
- Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production.
Under the supervision of the Chief Statistician of UN Women, the Programme Management Specialist will manage operations and effectively support the development and implementation of MEWGC; oversee the monitoring and evaluation of results; track finances and provide logistical support to projects and activities; and manage knowledge and capacity development and technical support to project teams.
Duties and Responsibilities
Manage operations and effectively support the development and implementation of Making Every Woman and Girl Count:
- Design, draft and review project documents including, proposals, letters of agreements, and Memorandums of Understanding and ensure that action is taken in a timely manner to avoid unnecessary delays, ensuring that the contribution agreements of the proposed programme are in line with the standard agreement;
- Lead the preparation and implementation of the annual results-based work plans and frameworks;
- Oversee and review the budgets and proposed activities of the different projects to ensure that they are consistent with the objectives of MEWGC and are in compliance with the agreed timelines;
- Oversee and coordinate the overall implementation of the various projects and activities and provide operational support as needed to ensure timely implementation;
- Provide monitoring and management support to forecast needs related to financial, HR, logistics and administration activities, in consultation with the Manager;
- Monitor and analyze operating environment and any new business requirements undertaken, for quick readjustment of the operations, advice on any legal considerations and risk assessment.
Oversee the monitoring and evaluation (M&E) of results:
- Oversee the development of quality monitoring and evaluation plans that are in line with and consistent with the overall objectives of the project; ensure application of Results Based Management principles;
- Submit programme/project reports to donors and other partners to keep them informed on program progress and critical issues;
- Manage the targets established and oversee the monitoring of results, including ensuring adequate inputs and performance indicators are incorporated to allow for effective progress monitoring and successful achievement of MEWGC;
- Plan, approve, monitor and control the use of program resources (financial, human, administrative and other assets) certifying/verifying compliance with organizational rules, regulations and procedures, donor commitments and standards of accountability and integrity. Ensure timely reporting and liquidation of resources.
- Supervise and guide the Programme Analyst and Monitoring and Evaluation Specialist to ensure that quality progress reports are submitted on time.
Manage financial tracking and logistical support of projects and activities:
- Plan, track expenditures and audit financial resources in accordance with corporate rules and regulations and ensure compliance with UN Women’s cost-recovery policy, including preparation of proforma invoices;
- Manage the contributions, including business process and accounting for contributions to ensure that the money due is properly identified, consistently and uniformly classified, recorded on a timely basis and received with sufficient supporting documentation;
- Organize and oversee cash management processes, including timely accounting and reconciliation of all transactions;
- Oversee procurement processes, logistical services and asset management in accordance with corporate rules and regulations;
- Maintain oversight for the timely provision of goods and services for projects following established corporate procedures.
Manage knowledge, capacity development and effective support to project teams:
- Produce and disseminate templates, guidance notes and methodologies, including for conducting country level assessments, national and sectoral plans to monitor the gender-related commitments in the SDGs and data use plans;
- Establish and actively lead communities of practice to facilitate knowledge sharing, improve coordination, support normative advances and contribute to improvement of gender statistics in all areas;
- Coordinate the development of gender statistics curricula, organize trainings and disseminate training materials in accessible formats with partners;
- Codify best practices and lessons learned, and knowledge-sharing, covering all aspects of the programme;
- Provide capacity-building to project teams on operational issues, as needed.

Required Skills and Experience
Education:
- Master's degree (or equivalent) in finance, public administration, economics or other related fields.
Experience:
- At least 7 years of progressively responsible experience in the area of programme coordination, management and implementation;
- Substantial experience and track record in overseeing complex project management and multi-country program implementation;
- Experience in gender statistics and capacity building in this area;
- Proven record of writing and/or publishing on policy and programmatic aspects of gender equality thematic areas including conducting and directing research, data collection and publication;
- Managerial competencies/supervisory and management experience including proven strong people management skills.
Languages:
- Fluency in English is required;
- Proficiency in French or Spanish in addition will be an asset;
- Knowledge of the other UN official working language is an asset.

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
