Background

The United Nations Office on Drugs and Crime's Global eLearning programme delivers a modern form of capacity building targeting governmental officials from Member States through its online and offline platforms. To further develop this platform and its content, UNODC's Information Technology Service unit is establishing an eLearning development team at its New Delhi office. This team requires services of a consultant – Senior Graphic Designer for undertaking visualisation, graphics and multimedia development as detailed below:

Duties and Responsibilities

Duties and Responsibilities

Work with members of the production team to develop instructional storyboards and designs for interactive online training programs
Conceptualize innovative graphic designs, design and develop multimedia interactive activities/simulations and exercises to provide practice and / or performance measures to help learners achieve desired outcomes;
Define, Design and implement functionality within different media elements with the aid of one of the tools such as Flash, Adobe Illustrator, Photoshop, Dream weaver, etc;
Develop innovative ideas for e-Learning resources;
Supervise intermediate and junior designer(s) in creating concepts, layouts and final art;
Communicate effectively with the development team;
Maintain detailed documentation and course folders during the project lifecycle.

Expected Deliverables

Authoring ready storyboard with all the necessary graphical/multimedia content;
Documentation on the background and work undertaken;
Timely delivery of the multimedia enriched storyboard to authoring team.

Competencies

Functional Competencies:

Good interpersonal skills;
Proficiency in Adobe Creative Suite; Photoshop, Illustrator, Fireworks, InDesign;
Creative, independent, and able to see a creative project from idea conceptualization through to final execution;
Understanding of the animation process;
Experience in instructional design;
Experience of working in a project management environment.

Required Skills and Experience

Academic Qualification:

Bachelor's degree in Graphic Design or related field;
Postgraduate degree would be desirable.

Professional Experience:

At least 5 years of experience in graphics and visualisation.

Language:

Fluent in English and Hindi.

Payment Schedule:

Payment will be made on monthly basis for the number of day worked on submission of progress report.

Documents to be submitted:

Financial Proposal specifying all-inclusive per day consultancy fee. All travel expenses will be reimbursed as per actuals in line with UNODC rules or arrangements would be done by UNODC;
Detailed CV with contact details of three references.

Cumulative analysis:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

Responsive;

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Criteria weight - 70%;
Financial Criteria weight - 30%.

Evaluation Criteria:

Qualification – 10 marks;
Relevant Work Experience in logistics and support functions – 50 marks
Experience of working with UN agencies, diplomatic missions or International NGOs – 10 marks.

Notes:

Any kind of miscellaneous charges i.e. internet, phone etc. would not be reimbursed; Tickets will be issued considering the most direct and economical option and Consultants are not eligible for DSA;
Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual;
