Background

The United Nations Office on Drugs and Crime's Global eLearning programme delivers a modern form of capacity building targeting governmental officials from Member States through its online and offline platforms. To further develop this platform and its content, UNODC's Information Technology Service unit is establishing an eLearning development team at its New Delhi office. This team requires services of a consultant for undertaking Instructional Design part, as detailed below:

Duties and Responsibilities

Duties and Responsibilities

Designing the Course Outline as per the learning objectives and developing training material meeting the same;
Researching, analyzing, designing, developing, customizing instructional materials;
Working with different types of input material to create Instructional Content;
Applying various Instructional Strategies, Models and Theories to Content;
Visualizing Graphics;
Develop innovative ideas for e-Learning resources;
Use appropriate writing styles to make content easy to understand for the target audience;
Discuss ideas for images, graphics and animations with a senior team member before specifying them for development;
Produce well written audio and video scripts to produce high quality course assets;
Communicate effectively with the development team;
Maintain project documentation and course folders during the project lifecycle.

Expected Deliverables

Production ready storyboard;
Documentation on the background and work undertaken;
Timely delivery of the storyboard to production team.

Competencies

Functional Competencies:

Be able to analyze client requirements and translate them into course design for effective learning
Have good knowledge of Instructional Design and Story boarding
Be able to interface with cross functional teams
Be conversant with visual elements and controls of a Web based UI
Experience of working in a project management environment;
Knowledge of multimedia technology and authoring tools (Flash, audio-video editing software, PowerPoint, graphic designing, animation, etc.)

Required Skills and Experience

Academic Qualification:

Graduate Degree or equivalent in any study stream;
Postgraduate degree would be desirable;
Qualifications in instructional/curriculum design, particularly for online delivery.

Professional Experience:

Have minimum 3 to 4 years of relevant experience into Instructional Designing.

Language:

Fluent in English and Hindi

Payment Schedule:

Payment will be made on monthly basis for the number of day worked on submission of progress report.

Updated CV with contact details of 3 references;
Financial Proposal indicating all-inclusive per day consultancy rate. Prior approved travel expenses, if any, will be reimbursed as per actuals in line with UNODC rules.

Evaluation Criteria

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as response and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight - 70%.

Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the financial evaluation.

Criteria for Technical Evaluation:

Qualification – 10 marks;
Relevant Work Experience in logistics and support functions – 50 marks;
Experience of working with UN agencies, diplomatic missions or International NGOs – 10 marks.

Important to Note:

Any kind of miscellaneous charges i.e. internet, phone etc. would not be reimbursed; Tickets will be issued considering the most direct and economical option and Consultants are not eligible for DSA;
Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual;
