Background

The United Nations Development Assistance Framework (UNDAF) 2012-2016 was a multi—year development agreement between the United Nations and the Government of Bangladesh to support the country to achieve the MDGs. The implementation of the agreement began in 2012 and concluded in 2016. Two annual progress reports were published in 2012 and 2013, and an evaluation was conducted in 2015.  It was operationalized through a Pillar mechanism in the following seven Pillars each led by a UN agency:

  • Democratic Governance and Human Rights (Lead: UNDP)
  • Pro-poor Economic Growth with Equity (Lead: UNDP)
  • Social Services for Human Development (Lead: UNICEF)
  • Food Security and Nutrition (Lead: WFP)
  • Climate Change, Environment, Disaster Risk Reduction & Response (Lead: UNDP)
  • Pro-Poor Urban Development (Lead: UNDP)
  • Gender Equality and Women's Advancement (Lead: UNFPA & co-lead UN WOMEN)

The United Nations Country Team in Bangladesh would like to develop a Results Report that will showcase the achievements of its contributions to all of its stakeholders. The Report will be used for outreach and advocacy, and provide information and visibility of the UN’s programmes and projects from 2012-2016.  The Report is expected to provide media with the information needed for sharing development success stories and challenges, as well facilitate discussions with potential partners and donors. It will highlight demonstrable results and present how these may have impacted the lives of the beneficiaries.

The Report will be light, coherent, capture and demonstrate results through clearly drafted narratives, present transformative stories of the beneficiaries’ lives, and be designed in consultation with the leaders of the seven Pillars, and the UN Communication and Advocacy Group (UNCAG) under the guidance of the UN Deputy Group.  The report is expected to be completed by 30 April 2017.

Objective:

The objective of this assignment is to draft and finalize the 2012-2016 UNDAF Results Report. It will entail information gathering through from the UNDAF Pillar leads, 2012 and 2013 UNDAF Annual Progress Reports, UNDAF Evaluation, and drafting and editing of the Report, and a commitment to deadlines.

Duties and Responsibilities

Scope of work:

The Consultant will undertake the following:

  1. Provide guidance to the UNDAF Pillars lead on their results to be showcased in the report (results with supporting evidence, photos, human interest stories to demonstrate impact of the results etc)
  2. Research, write and edit a 30-40-page draft based on inputs received from the Pillar Leads ensuring their alignment of the 2012-2016 UNDAF. Draft should also include captions and credits for photos and titles and source of information for graphs and table  – First draft to be shared by 10th April 2017
  3. Incorporate revision and comments received from the UNDAF Pillars, UN Deputy Group and UNCT Final edit and submit the 2012-2016 UNDAF Results Report

The consultant should ensure the text adhere to UN branding standards for language and presentation, and be flexible enough to accommodate delays in approval processes and review of the draft.

Deliverables:

Outlined below are the deliverables of the Consultant with timelines (subject to change).

  • Final text as a Word document, including table of contents, photo captions and credit information,
  • Proofreading of design layouts to ensure text and graphics are error free
  • Final report by 30th April 2017

Supervision and Performance Evaluation:

The Consultant will work under direct supervision of the Head of the RCO, and in coordination with the Pillar Leads and the UNCAG under the guidance of the UN Deputy Group.

Timeframe and Deadline:

30 working days over a period of one and half months from March 2017 to April 2017.

Tentative payment schedule:

1st payment (20% of total contract value) – Timeline: 18 March 2017-  will be paid after submission and acceptance of Outline of draft document; and guidance to the Pillar groups.

2nd payment (40% of total contract value) - Timeline: 15 April 2017 -will be paid after submission and acceptance of the Draft Report as a Word document, including Table of Contents, Executive Summary, charts, photo captions and credit information, and also Incorporation of comments and proofreading.

Final payment (40% of total contract value)-Timeline: 30 April 2017 - will be paid after submission and acceptance of the final report.

Required Skills and Experience

Academic qualifications:

  • Master’s Degree or equivalent in International Relations, Political Sciences or Economics, Social Sciences or related fields.

Experience:

  • Minimum 10 years of technical expertise in the field of international development, development programming, particularly UN strategic and high level report writing;
  • Strong experience in results and evidence based reporting of UNDAF or country programmes;
  • Experience in drafting and editing UN documents;
  • Experience in the usage of computers and office software packages.
  • Excellent proven written and spoken English, report writing and presentation skills.
  • Excellent communication skills; interpersonal and teamwork skills;

Lump sum contracts:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Evaluation of the Candidates:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  1. Responsive/compliant/acceptable; and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.

Technical Evaluation Criteria (Total 70 marks):

  • Extensive experiences on UN initiatives; (15 marks)
  • Strong knowledge of UN Reform and inter-agency coordination. (15 marks)
  • Proven experience in technical report writing, reviewing and editing especially on developmental issues(01 assignment); (20 marks)
  • Substantive knowledge and experience on results and evidence based reporting (01 assignment); (20 marks).

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

p = y (µ/z)

Where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
