Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads a coordination on the United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.

As a part of the Nepal Country Office Strategic Note (SN) 2014-2017 Development Result Framework (DRF) Goal 2, UN Women continues strengthening women’s leadership roles and economic empowerment in Nepal. The DRF Goal 2 is designed to support the Government of Nepal (GoN) to advance women’s economic empowerment through a multi-pronged approach. This includes a capacity building of government officials to develop gender-responsive macroeconomic policies, provisions of vocational skills and entrepreneurship development training to excluded and vulnerable women and girls for their leadership roles in economic activities, and evidence and knowledge based policy advocacy to address structural barriers facing women for gender equality. Within the broader framework of the DRF Goal 2, UN Women currently implements the four programmes (“Advancing Women’s Economic Empowerment: Ensuring Nepal’s Sustainable and Equitable Development”, “Empowering Adolescent Girls and Young Women through the Provision of Comprehensive Sexuality Education and a Safe Learning Environment in Nepal”, “Advancing Resilience and Empowerment”, and “The Future We Want: Creating sustainable foundations for addressing human trafficking and unsafe migration of women and girls in Nepal.”) , which include a technical support to provide vocational skills and entrepreneurship development training to the most excluded women and girls.        

Duties and Responsibilities

Under the overall supervision and guidance of Head of Economic Empowerment (EE) unit and in close consultation with Programme Officers, the National Consultant will be responsible to provide project management support in the implementation of provisions of vocational skill and entrepreneurship development training and business development services to excluded and vulnerable women and girls. The detailed scope of the assignment includes:

Provide quality assurance support to EE unit on the timely implementation of provisions of vocational skills and entrepreneurship development training to excluded and vulnerable women and girls.

The specific tasks include:

  • Support partner organizations to strengthen internal communication and information sharing between central and district levels;
  • Review the project implementation tools and guidelines such as quarterly workplans, trainee selection guidelines and training manuals designed by partner organizations;
  • Build capacity of partner organizations in monitoring of implementation of planned activities as per workplans, keeping records of progress and writing progress reports on a quarterly basis;
  • Coordinate with partner organizations in selection and management of technical training providers (TTPs) of vocational skills and entrepreneurship development training;
  • Advise partner organizations in strengthening their relationships with networks of excluded women for smooth implementation of the project activities;
  • Review project documents of partner organizations including financial proposals within the framework of the UN Women’s operational guidelines and suggest way forward;
  • Provide technical expertise and advisory services to partner organizations on the results-based management of the provision of vocational skills and entrepreneurship development training as per requirement.

Provide technical expertise and advisory services to the provision of business development services (BDS) to the graduates of the vocational skills and entrepreneurship development training. The specific tasks include:

  • Provide exert services to partner organizations to strengthen their capacity in project management and reporting, including designing of workplans, project management guidelines, manuals and service packages;
  • Build capacity of partner organizations in monitoring of implementation of planned activities as per quarterly workplans, keeping records of progress and writing progress reports on a quarterly basis;
  • Provide any other technical expertise and advisory services to partner organizations on the management of BDS to graduates of vocational skills and entrepreneurship development training;
  • Build capacity of partner organizations in identifying enterprises and financial institutions for supporting linkages of the graduates of vocational skills and entrepreneurship development training.

Provide coordination and management expertise to EE unit on the timely implementation of project activities in the relevant fields. The specific tasks included but not limited to:

  • Draft relevant Terms of References (ToRs) for the procurement of both institutional and individual experts’ services in the area of vocational skills and entrepreneurship development and provide technical expert services in the selection processes;
  • Coordinate with partner organizations for information sharing on the timely implementation of project activities;
  • Provide logistic, coordination and any other programme management expertise to the EE unit as requested by Head of the EE unit.

Expected deliverables

Expert services/capacity building sessions with partner organizations to strengthen their capacity in project management and report writings, including workplans, project implementation guidelines/formats, manuals, service packages, and risk analyses;

  • Expert services to partner organizations were provided in both selection and management of TTPs and implementation of project activities;
  • Expert services to strengthen the internal communication of partner organizations between the central and district levels were provided;
  • Expert services were provided to partner organization to strengthen their communication and information sharing with the NCO;
  • Technical expertise was provided to partner organizations in developing, reviewing and updating their project documents, including project and financial proposals;
  • Advisory services to and capacity building sessions with partner organizations were provided in partnership management for strengthened relationship with networks of excluded and vulnerable women and girls;
  • Advisory services to partner organizations were provided to support the graduates of vocational skills and entrepreneurship development training to establish their linkages with business development resources, markets, job opportunities and financial institutions;
  • At least one ToR for the procurement of institutional expert services on vocational skills and entrepreneurship training is drafted and technical expertise is provided in the selection of institution to carry out vocational skills training.   

Duration:

  • The assignment is for period from 15 March to 30 November 2017 (tentatively 185 days).

Shedule of payment:

  • Payment will be based on the unit rate on the basis of the quantity actually called off and upon certification of satisfactory performance by the Head of EE unit. The daily rate will be based on UN National Consultant Fee structure.

    Competencies

    Functional Competencies:

    • Demonstrates an ability to lead formulation, implementation, monitoring and evaluation of development programmes and projects;
    • Demonstrates an ability to lead result-based project management and report writing in every aspects of professional work;
    • Demonstrates an ability to lead implementation of vocational skills and entrepreneurship development training and BDS;
    • Builds a strong relationship with clients, focuses on impact and result for the client and responds positively to feedback;
    • Demonstrates a good oral and written communication skills in both Nepali and English, and a high level of proficiency in computer systems, internet navigation and various office applications.

    Required Skills and Experience

    Education:        

    • Master’s degree in Gender and Development Studies, Economics, Public Policy or any other related field of studies.

    Experience:   

    • A minimum of 5 years of work experience with programmes/projects on technical and vocational education and training and business development services, including provisions of gender equality and psychosocial supports. Of which, a 3 years of working experiences with programmes/projects on women’s economic empowerment, including income generation support to vulnerable and excluded women and girls is preferred;
    • Demonstrated technical expertise in designing, managing and implementing support targeted for excluded and vulnerable women and girls are a strong asset;
    • Experience in and/or with the government and the UN system is an asset.

    Language:

    • Excellent command of written and oral English and Nepali.

    Evaluation of offers

    The technical component is evaluated on the basis of its responsiveness to the Terms of Reference (ToR). Technically qualified consultants may be contacted for an interview.The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

    • Responsive/ complaint/ acceptable, and
    • Having received the highest score in technical evaluation.

    Technical evaluation criteria (including minimum qualifications):

    • Qualification (Max 20 points)
    • Experience on project management in the area of TVET, including entrepreneurship development and psychosocial support (Max 40 points)
    • Experience of work with excluded and vulnerable women and girls for their economic empowerment (Max 20 points)
    • Writing skills based on the expression of interest letter and P-11 forms (Max 20 points)

    Maximum total technical score amounts to 100 points. Only candidates who have passed over the mandatory criteria and have accumulated at least 70 points under the technical evaluation will qualify to the next round of the evaluation.
