Background

The ACP-EU Development Minerals Programme is a €13.1 million capacity building program that aims to build the profile, and improve the management, of Development Minerals (industrial minerals; construction materials; dimension stones; and semi-precious stones). The program is an initiative of the African, Caribbean and Pacific (ACP) Group of States, financed by the European Union and UNDP, and implemented by UNDP. The mining of Development Minerals has important implications for sustainable development, however, they have not to date received adequate attention for their potential to impact livelihoods and few development programmes have provided support for this mining sub-sector. Often referred to as Low Value Minerals and Materials (LVMM) due to their low price as a function of their weight, and their relatively low value to international commodity markets, Development Minerals provide crucial inputs for domestic economic development (infrastructure, manufacturing, construction and agriculture to name a few) and have the potential to be high value in terms of domestic development.

Programme implementation and management

The ACP-EU Development Minerals Programme will build the capacity of key stakeholders in the sector, including public stakeholders such as regulatory agencies and local governments; private stakeholders such as small-scale mining enterprises, intermediaries, transportation and logistics service providers, construction companies; business development stakeholders such as mining and quarrying associations, chambers of mines, training centres, universities, consulting companies; and social stakeholders such as civil society organizations and community groups.

The programme is under implementation at both regional and country levels. Regional level activities such as training will involve forty (40) countries from the 6 ACP regions; while in-depth support at country level will be provided for 6 countries namely: Cameroon, Fiji, Guinea (Conakry), Jamaica, Uganda and Zambia. Training and support will be provided in the following thematic areas of importance to the sector: 1) mine and quarry management; 2) environment, health and safety; 3) entrepreneurship skills; 4) market analysis and investment promotion; 5) geo-data and maps design; 6) community relations and addressing grievances.

Scope of Monitoring & Evaluation and Data Management tasks

The programme is seeking a skilled Monitoring & Evaluation and data consultant to draft and lead the implementation of a Monitoring and Evaluation strategy for the ACP-EU Development Minerals Programme informed by the project document’s outcome and output indicators. The consultant will also undertake data management of training and events evaluation forms as well as the outcomes data from Return to Work plans of training participants. (S)he will take part in weekly review meetings to provide updates on the implementation of the Monitoring & Evaluation strategy as well as the trend analysis of the data management tasks.

Duties and Responsibilities of the Consultant – Monitoring & Evaluation and Data Consultant

The Monitoring & Evaluation and Data consultant will work under the overall supervision of the Programme Manager and the direct supervision of the Programme Specialist while collaborating with the Technical Specialist.

The Monitoring & Evaluation and Data consultant will undertake the following functions:

1. Draft and lead the implementation of a Monitoring and Evaluation strategy. This will include the following:

  • Design an Monitoring and Evaluation (M&E) framework that emphasizes results and impacts through the promotion of a results-based approach
  • Update and adapt the baseline data and indicators identified in the project document, with the aim of demonstrating results and impact
  • Identify sources of data, collection methods, frequency of collection and responsible party
  • Develop a criteria and evaluation scheme to measure program impact
  • Formulate a sustainability strategy as a componentof the Monitoring and Evaluation framework
  • Prepare a detailed calendar of M&E activities
  • Prepare progress reports resulting from the implementation of M&E activities highlighting potential bottlenecks in programme implementation and recommending actions to address the bottlenecks

2. Data management. This involves the following tasks:

  • Prepare and review data from evaluation forms for computer entry by compiling and sorting information; establishing entry priorities
  • Enter evaluation form data by inputting alphabetic and numeric information according to on-screen format.
  • Perform data cleaning and verify the accuracy of the data.
  • Conduct in-depth and robust data analysis of the evaluation forms for the preparation of a trend analysis report.
  • Support the review of data management systems including an analysis plan, dissemination aids and templates.
  • Extract outcomes data from Return-to-Work plans of training participants.
  • Secure information by completing data backups.

3. Participate in weekly review meetings to provide updates of the evolution of tasks assigned.

4. Any other tasks assigned by the Programme Manager.

Deliverables:

  • Development and implementation of a Monitoring and Evaluation Strategy for the program;
  • Updated baseline data and program indicators to demonstrate results and impact;
  • Documentation of program results and impacts through publication of high quality M&E reports and outreach materials;
  • Development of a framework for monitoring the evolution of outcomes data from Return-to- Work plans of training participants;
  • Drafting of an end-of-series trend analysis report for the 6 regional training workshops on Environment, Community, Health and Safety;
  • Drafting of an end-of-series trend analysis report for the 6 regional training workshops on Geo-data and mapping.

Intellectual Property:

All information pertaining to this programme as well as outputs produced under this contract shall remain the property of the UNDP who shall have exclusive rights over their use. Except for purposes of this assignment, the products shall not be disclosed to the public nor used in whatever format without written permission of UNDP in line with the national and International Copyright Laws applicable.

Required Skills and Experience

Education

  • Bachelors’ degree in Statistics, Natural Resource Management, Economics or Development related discipline.

Experience

  • At least 4 years' experience in Monitoring & Evaluation (M&E) and data management functions for a wide range of clients (corporate, UN, NGOs) is required;
  • In-depth knowledge and skills in planning, design and implementation of M&E systems
  • Solid understanding of the logframe approach and other strategic planning approaches
  • Excellent knowledge of SPSS, EPI Info, Survey Monkey and/or other statistical analysis package (SAS, STATA, R).
  • Excellent data management and analysis skills;
  • Advanced understanding of data-collection methodologies and data analysis process
  • Demonstrated ability to work well both independently and within a multicultural team;
  • Excellent verbal and communication skills;

Language

  • Fluency in English and French (both oral and written) is required;
  • Knowledge of Spanish an asset.

Step 2: Submission of Financial Proposal

The proposals should be sent via email with the following subject heading: Financial Proposal/LVMM- Monitoring & Evaluation and Data consultant by latest March 24, 2017 . Proposals to be received after the deadline will be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. The term ‘all-inclusive” implies that all costs (monthly professional fees, travel related expenses if applicable, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal. 

Application Evaluation Process

Individual consultants will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.

Technical Criteria weight: [70%]

Only Individual Consultants obtaining a minimum of 70% on the Technical evaluation would be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 100 points:

  • At least 1 years' experience in data management for a wide range of clients (corporate, UN, NGOs) is required; – 20 points;
  • Excellent knowledge of SPSS and EPI Info and/or other statistical analysis package (SAS, STATA, R). – 20 points;
  • Excellent data management and analysis skills;– 20 points;
  • Advanced understanding of data-collection methodologies and data analysis process; - 15 points;
  • Interview inclusive of sample of previous trend analysis report drafted by the candidate – 15 points
  • English and French language proficiency (with Spanish proficiency an asset) – 10 points

Financial Criteria - 30% of total evaluation

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated
