Democratic Governance: Supporting implementation of governance reforms with a particular focus on administrative, judicial and local governance initiatives.

Poverty Reduction: Supporting government efforts to ensure anti-poverty policies and programmes are more inclusive, and provide policy research, analysis and evidence in support of poverty eradication.

Energy and Environment: Contributing to the achievement of the government’s sustainability targets and build resilience in addressing climate change, ecosystems management, energy access and efficiency, and disaster risk.

Duties and Responsibilities

The Communications Expert will be based at New Delhi and work under the overall supervision of Head of Communications, UNDP. He/she would carry out the following tasks:

  • Travel to the field and write, edit and finalize human interest stories and photo essays for various UNDP projects. The writer is expected to work closely with the assigned photographer to ensure high quality final deliverables;
  • Write and edit proposals for private sector partnerships
  • Review, organize, edit and consolidate material for knowledge products ensuring clarity and continuity of the argument; as well as clarity of structure and core themes;
  • Identify critical knowledge gaps which may remain; Liase with UNDP focal point;
  • Oversee technical editing and copy-editing of knowledge products for readability and consistency.
  • Proof-reading of layout files as may be required by the focal point, including checking spelling, country and city names as well as acronyms and other abbreviations (making sure that they follow official U.N. terminology and conventions), style consistency, callouts, layout problems, references, etc.
  • Ensure implementation of the UNDP corporate editorial guidelines (UNDP Editorial Manual, will be provided by the Country Office);
  • Write / edit digital content media as required including project factsheets; web pages; stories of change and for knowledge products such as forewords, prefaces etc.;
  • Developing site map for new websites;
  • Draft blurbs, stories, and content as may be required for the website;
  • Work closely with the web designer to implement the new design template;
  • Be available for feedback and inputs as per the requirement of the office;

Required Skills and Experience

Education:

  • Master’s degree in communications, journalism, media relations, social science or similar discipline;

Experience:

  • At least 15 years of proven experience in content management;
  • Knowledge of digital outreach strategies and previous experience in managing social media accounts including twitter, facebook and flickr;
  • Proven experience in public relations, communications and/or advocacy;
  • Experience of working with the Government and UN Organizations is desirable.

Language:

  • Fluency of Hindi & English language is required (Oral & Written)

Duration of the Work:

  • The contract will be awarded for one year initially.

  • A Financial proposal indicating all-inclusive per day consultancy fee. Prior approved travel expenses will be reimbursed as per actuals in line with UNDP rules.

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Criteria weight - 70%;

Financial Criteria weight - 30%.

Technical Criteria:

  • Educational Qualification – 15%;
  • Relevant Work Experience – 40%;
  • Working with UN/Bilateral Agencies/Government – 15%.

  • Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual;
