Background

The Bahrain Institute of Public Administration (BIPA) was established on June 28, 2006 under royal decree no. (65-2006) issued by His Majesty King Hamad bin Isa Al Khalifa. It seeks to advance government performance for sustainable development for the public sector in the Kingdom of Bahrain. BIPA is working to achieve advanced government performance that supports economic and social development plans. According to BIPA’s vision, they seek to achieve their objectives through the provision of learning and training to develop skills, knowledge, and behavior. BIPA offers consultancy services to the decision-making process, develop scientific research, and execute coaching and assessment to build and develop capacities within public sector institutions. Additionally, BIPA works to promote awareness and a culture of government performance.

 

The UNDP has been engaged with BIPA since its establishment in 2006 and have been working alongside each other since. The BIPA in collaboration with UNDP addresses the gaps through the establishment of a Capacity Development Facility Unit while building the institute as a reference point for quality assurance in training, research, and consulting. The latest joint project between BIPA and UNDP resulted in the establishment of the Middle East and North Africa Public Administration network (MENAPAR).

 

To continue the on-going mission, UNDP and BIPA are embarking on integrating the SDGs into the Institute’s training programs. The main mission is to conceptualize the integration of SDGs into the training programs elaborated and provided by BIPA. This endeavor will require full understanding of current and future training program offerings by BIPA, while consulting closely with the “Leadership Programme Redesigning Team” to come up with suitable modification of curricula that it would be SDGs compatible.

Duties and Responsibilities

Develop a CONCEPT PAPER for the elaboration of training and awareness materials incorporating the SDG’s for public sector leadership training courses provided by Bahrain Institute for Public Administration (BIPA), which will include:

o   Elaborate a gap analysis on the actual BIPA’s courses to identify the exact needs,

o   Analyze the possibility of strengthen existing courses and/or creating new courses covering the subjects of the SDG’s

o   Analyze the possibility to integrate certain training materials and kids for elected courses on SDG’s awareness for public services servants at BIPA.

  • A full document contains the main features on how to integrating SDG’s main concepts within the training courses and awareness materials for the BIPA. The document will include sufficient details about the nature of required intervention and suggested official materials on SDG’s.

Competencies

  • The expert should demonstrate integrity by modelling the UN’s values and ethical standards; and
  • Display cultural, gender, religion, race, nationality and age sensitivity and adaptability

 

 

Required Skills and Experience

Academic Qualifications:

University degree (PhD) in relevant fields

 

Years of experience:

At least 10 years of experience in relevant field
