Background

The United Nations Development Programme, acting as an implementing agency of the Global Environment Facility, is providing assistance to the Ministry of Environment under the Government of Sri Lanka in the preparation of the GEF Medium Size Project “Ensuring global environmental concerns and best practices mainstreamed in the post-conflict rapid development process of Sri Lanka through improved information management.”

Environmental monitoring and disaster information management is critical for understanding the current status and dynamic changes in the environment and disaster trends in the country.  Consistent and regular monitoring, research and data analysis provide the essential foundation for adequate policy response as well as timely and appropriate national decision-making processes.  Hence, the issue has both global and national priority dimensions. The proposed project addresses Rio convention obligations related to reporting requirements under the three main focal areas: Biodiversity, Climate Change and Land Degradation. 

 

Scope and Objectives

The proposed consultant will be responsible Develop meta data format on  Disaster and Environmental Information with special reference to Rio Conventions for Climate Change, Biodiversity, Land Degradation and Sendai Framework for Disaster Risk Reduction. The consultant will go through the data fields identified in the areas of Land Degradation, Climate Change, Bio Diversity and Disaster Risk Reduction and proposed Meta data collection format which should be common to all areas in line with the ISO or any other standard followed by data collection agencies such as Censes and Statists department.

 

Duties and Responsibilities

Responsibilities

  1. Desk review the identified data fields for 04 areas mentioned above. (Information can be obtained from Program Management Unit of the Ministry of Disaster Management);
  2. Identify Meta data portals maintain by any of state sector agency and review the suitability for use to collect metadata related to Environment and Disaster management;
  3. Develop a format to collect meta data conforming to SLSI standards on Meta data or ISO standards or any other internationally recognized standards;
  4. Liaise with the Programme Management Unit of the  Ministry of Disaster Management who are working on identification of data fields for Rio Reporting and Sendai Frame Work, to ensure the meta data format is in line with the reporting requirements;
  5. Train data collecting officers on the use of data collection formats;
  6. Ensure the meta data collected will be organized and display in a meta data web portal according to nationally accepted standard especially to the department of Census and Statistics.

Expected Outputs

  • A common meta data format related to Land Degradation, Climate Change, Bio Diversity, and Disaster Management data which will be compatible with the Meta data portal being developed by the NSDI;
  • Minimum of 5 staff trained on the proposed formats and entering the data.

Required Skills and Experience

The Consultant Profile

Qualifications:

  • Diploma /Certificate in Information System development or equvilent.

 

Experience:

  • Minimum of five (5) years’ experience in progressively responsible and substantive areas in environment, natural resources management and /or sustainable development and Information Technology.

Timeframe

The envisaged time frame of the consultancy is from 20th March – 20th April 2017.

  • Individual consultants will be evaluated based upon the offer which gives the best value for money based on the Lump Sum proposal submitted, selected by the UNDP Sri Lanka Country Office in consultation with UNDP Regional Centre Technical Advisor.

 

Financial Proposal

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee/Daily Fee” financial proposal including his/her consultancy and professional fee, honorarium, communication cost such as telephone/internet usage, printing cost, return travel from home to office, ad-hoc costs, stationery costs, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. The UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily per diem and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

 

Payment for Services

Payments will be based on milestone detailed below. Financial proposal should include field travel costs, meeting costs and other contingencies involved.

  • Develop a common metadata format related to land degradation, climate change, bio diversity, and disaster management data which will be compatible with the Meta-data portal being developed by the NSDI (40%);
  • Upon the completion of training conducted for 5 staff members on the proposed formats, and data entering (60%).

 

The order of the above deliverables will be finalized based on the deliverable 1 of the above.
