Background

The UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women’s rights at the centre of all its efforts, the UN Women Egypt Country Office will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action in Egypt. It will provide strong and coherent leadership in support of the Government of Egypt’s priorities and efforts, building effective partnerships with civil society and other relevant actors.

Under the overall guidance and direct supervision of the Operations Manager, the Finance Associate ensures effective execution of financial services and processes in the office.  The Finance Associate ensures transparent utilization of the CO’s financial resources and the integrity of financial services. The Finance Associate promotes a client-oriented approach consistent with UN Women rules and regulations.

 The Finance Associate works in close collaboration with the Operations, Programme and projects staff in the CO and with UN Women Regional Office and HQs staff for resolving finance-related issues and information exchange.

Duties and Responsibilities

 

Ensures implementation of operational strategies, adapts processes and procedures, focusing on achievement of the following results:

  • Full compliance with UNW rules and regulations of financial processes, financial records and reports and audit follow up;
  • Effective implementation and updating of the CO’s Internal Control Framework (ICF);
  • CO Finance business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance in consultation with the direct supervisor and office management;
  • Preparation of cost sharing and trust fund agreements, ensuring adherence to corporate policies.

Ensures administration of budgets and financial management services, focusing on achievement of the following results:

  • Preparation and modifications of budgets for UNW Egypt CO management and development projects, and timely follow-up with HQs on ASL;
  • Presentation of researched information for planning and status of financial resources of the CO;
  • Implementation of the CO’s income tracking system, including cost recovery where applicable;
  • Performance of other duties as required.

Provides effective and efficient CO cash management and accounting services, focusing on achieving the following results:

  • Proper control of the supporting documents for payments and financial reports for development projects;
  • Preparation of all types of vouchers for management projects, and PO vouchers for management and development projects;
  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas;
  • Processing of travel claims and other staff entitlements;
  • Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers;
  • Effective tracking of donor contributions and follow-up with partners and HQ colleagues if required;
  • As Custodian, effective management of the CO Petty Cash;
  • Timely VAT reimbursements, if applicable.

Supports knowledge building and knowledge sharing in the CO, focusing on achievement of the following results:

  • Organization of training for the projects teams in the area of finance;
  • Synthesis and dissemination of lessons learnt and best practices in financial areas;
  • Briefing/debriefing of staff and project teams on issues relating to finance;
  • Sound contributions to knowledge networks and communities of practice.

?The Finance Associate will perform any other duties assigned by supervisor.

Required Skills and Experience

Education:

  • Secondary Education, with specialized certification in Accounting and Finance;
  • University Degree in Finance, Business or Public Administration desirable, but it is not a requirement;
  • Part-qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage;
  • Accounts and finance certifications.

Experience:

  • Minimum of 6 years of progressively responsible experience in the accounting or finance area at the national or international level is required;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages. Experience in handling of web-based management systems or ERP is essential.

Language:

  • Fluency in English and Arabic is required;
  • Knowledge of the other UN working knowledge is an asset.
