Background

UNDP has been carrying out projects in the Cultural Heritage sites for conservation works under the auspices of the Technical Committee on Cultural Heritage. These projects are funded by the EC.  So far, 13 cultural heritage sites have been completed all over Cyprus from Paphos to Famagusta.  TCCH and UNDP with the EU funding will be carrying out conservation projects in the Famagusta Walls, some cultural heritage site in the old town of Famagusta and other sites in all over Cyprus. 

Duties and Responsibilities

Under the overall supervision of the UNDP Senior Programme Manager, he/she shall be the ‘Clerk of Works’ for the two sites located in Agios Nicolaos/Aynikola and Agios Ioannis/Ayanni as per the tasks of a clerk of works.    Under the supervision and directly reporting to the Engineer of the contract:

  • Monitor and record the works in accordance with the  technical specifications, bills of quantities and drawings
  • Collate and inform the Engineer for the materials submitted
  • Photograph and record completed works before they are covered by the contractor and measuring/sketching
  • Ensure that the site is kept clean and tidy
  • Monitor and inform on the health & safety measures are adopted and followed
  • Take pictures and collating these in digital formats for the records and duly maintain an electronic library of photos of the progress of the works
  • Measure and verify quantities of works done and provide a note to the Engineer
  • Collate all documentations for the Engineer
  • Monitor the workplans and inform the Engineer for any deviation
  • Maintain a filing system for all site memos and instructions, meeting notes, etc.
  • Attend weekly site meetings and take minutes of meetings to be given to the Engineer
  • Ensure that the daily records are kept on the site workbook; monitor the site workbook and inform the Engineer for signature
  • Inform the Engineer of any problem which may arise with the Contractor
  • Carry out any other tasks related to the works given by the Engineer.

    The Clerk of Works shall submit a weekly report to the Engineer of the contract, the format and content will be decided by the Engineer.  Narrative parts of the reports must be written in good English and must be proof read before submission to the Engineer.

Required Skills and Experience

Education, experience and language requirements:

  • Architecture or civil engineering degree
  • 2 years of post-university experience in the construction or the building sector
  • 1 year of site experience as clerk of works
  • Fluency in spoken and written English and fluency in Greek and/or Turkish
  • Valid registration/membership with the relevant professional association
  • Competency in computer use  

Interested candidates must submit daily fee considering the below criteria:

  • A day will be calculated as 8.0 hours of worked on sites
  • A day will be prorated with the hours worked
  • Up to 20 days of work per month will be required; these working days should be arranged with the progress of the works on each site and in consultation with the Engineer
  • Time-sheets will be kept for the time spent on site only; traveling to and from the sites will not be calculated as working time; time sheets shall be certified by the Engineer
  • The Clerk of Works shall use his/her own computer, telephone and camera for the site service

  • Financial Proposal: Financial proposal will specify the daily fee in EUR per working day and shall cover all expenditures including fees, health insurance, vaccination, international (all travel to join duty station/repatriation travel) or local travel (place of residence to office and office to place of residence), cost of living and any other relevant expenses related to the performance of services. Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractor and absent days including weekends and office holidays are not payable.

The financial proposal shall be for the two mosques of Agios Nicolaos/Aynikola and Agios Ioannis/Ayanni

Evaluation / Selection Process:

All applicants will be screened against qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below:

Technical Criteria (CV review and desk review/interviews) – 70 % of total evaluation– max. 70 points:

CV review: 30 points; 

  • Educational qualifications and certifications as defined in the ToR (15 points)
  • Experience as defined in the ToR (15 points)
  • Only candidates who obtained at least 70% of points from the CV review (who will score at least 21 points) will be invited for an interview or considered at desk review.

Desk  review/Interview: 30 points; 

  • Experience as clerk of works of any construction site (20 points) 
  • Language: Fluency in English and Greek and/or Turkish (10 points)

Only those individual consultants who obtained at least 70% of points from the desk review/interview (28 out of 40) will be considered for financial proposal evaluation.

Financial Criteria – 30 % of total evaluation – max. 30 points.

Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].

UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.


Payment Terms: 

Monthly lump-sum payable upon submission of the monthly time-sheet and the deliverables.
