Background

In 2000 the UN Security Council adopted unanimously the landmark Resolution 1325. By doing so, UN SC addressed the disproportionate and unique impact of armed conflict on women; recognized the under-valued and under-utilized contributions women make to conflict prevention, peacekeeping, conflict resolution, and peace-building. It also stressed the importance of women’s equal and full participation as active agents in peace and security. Since then, several follow up resolution in support of implementation of resolution 1325 have been adopted, in totality known as the Women, Peace and Security Agenda.

The Women, Peace and Security agenda is anchored in the principle that effective incorporation of gender perspectives and women’s rights can have a meaningful and positive impact on the lives of women, men, girls, and boys on the ground. Its interlinked and mutually reinforcing aspects -- protection, prevention and participation -- are critical in respecting human rights and dignity and in tackling the root causes of conflict to create sustainable peace.

The Government of Georgia has been committed to implement the Women, Peace and Security agenda to increase women’s meaningful participation in decision-making, conflict prevention, conflict resolution and peacebuilding since 2012, when Georgia, as the first country in South Caucasus, adopted its first National Action Plans for Implementation of the UN Security Council Resolutions on Women, Peace and Security (NAP). The current NAP, implemented by several ministries and state institutions, covers the period 2016-2017, focusing on five goals: 1. Increased participation of women in the security sector, 2. Increased participation of IDP, conflict affected women and their CSOs in conflict prevention and conflict resolution, 3. Prevention of gender based violence and other risks related to human security, 4. Social and economic empowerment of IDP and conflict affected women and their families, and 5. Accountability for the implementation of NAP.

To support the Government of Georgia to meet its obligations under the NAP, UN Women will provide technical support to the coordination mechanism for NAP implementation, led by Prime Minister’s Assistant on Human Rights and Gender Equality Issues. For that purpose, UN Women is planning to hire a Project Analyst, who will work under direct supervision of the PM’s adviser, and will be technically supported and report to the UN Women National Programme Specialist.

Duties and Responsibilities

The Project Analyst will carry out the following functions:

  • Prepare agenda and support regular and ad hoc meetings of the inter-agency group of NAP implementation
  • In close cooperation with UN Women, organize trainings for relevant stakeholders on UN SCR on women, peace and security
  • Facilitate dialogue with CSOs and beneficiaries of NAP
  • Monitor implementation of NAP against NAP indicators, liaise with NAP focal points and provide regular update to PM’s assistant
  • Analyze findings and recommendations from NAP implementation provided through PDO and CSO reports
  • Work towards establishing a baseline for the new NAP
  • Carry out relevant thematic research as needed
  • Provide technical support to NAP Focal Points to cost/ budget activities under new NAP

  • Familiarity with results based management and human rights-based programming will be an asset.

Required Skills and Experience

Academic Background: 

  • University degree in law, human rights, social science disciplines or related fields;

Relevant work experience:

  • At least three years of relevant professional experience in project / programme management and implementation;
  • Experience in collecting and analyzing data, monitoring and reporting.
  • Experience in coordinating and liaising with government agencies, CSOs and/or donors is an asset;

Language requirements:

Fluency in Georgian, and English, knowledge of Russian will be an asset.
