Background

The United Nations Office for South-South Cooperation (UNOSSC) aims to be a robust knowledge hub providing advisory and consulting services to member states, UN entities, IGOs, NGOs and other stakeholders on South-South and triangular cooperation (SSTC). It enables developing countries to effectively face their development challenges and harness opportunities to address them, while monitoring progress on the implementation of the Buenos Aires Plan of Action, New Directions Strategy and the Nairobi Outcome Document.

UNOSSC engages with Member States globally, regionally, as well as within the United Nations system to facilitate practical expressions of Southern solidarity towards the achievement of internationally agreed development goals. UNOSSC ensures that our southern constituencies have timely access to high quality analytical planning, mapping, programming, and reporting on data, trends and opportunities that will propel South-South and triangular cooperation in ways that ensure success.

In light of the growth of South-South cooperation and increasing importance of UNOSSC’s mandate, the Office, as part of its vision to enhance knowledge sharing and matching of development cooperation through South-South and triangular cooperation, is encouraging countries and institutions to publish their successful policies, initiatives and activities that led to the achievement of some of their development goals.

The Global South-South Development Expo (GSSD Expo) is a United Nations system-wide global event that is organized by the UNOSSC in its capacity as the General Assembly-mandated global and United Nations-wide facilitator of South-South and triangular cooperation, with full United Nations system-wide support and participation including the United Nations specialized agencies and programmes.

Building on past successes and driven by the strong desire of the international community to continue to share and exchange South-South development solutions, the GSSD Expo 2016 was hosted by the Government of the United Arab Emirates, through its Zayed International Foundation for the Environment, with full participation from the United Nations system as well as non-state development partners.

Duties and Responsibilities

DESCRIPTION OF THE ASSIGNMENT

Development of a special edition report of UNOSSC’s South-South in Action series, entitled “United Arab Emirates Solutions: Contributions of South-South and Triangular Cooperation to Sustainable Development”. The report would articulate the role and contribution of the United Arab Emirates in hosting the Global South-South Development Expo 2016 and facilitating international development through South-South and Triangular cooperation mechanisms.

OBJECTIVES

Through this report UNOSSC aims to provide the United Arab Emirates and its development partners who it hosted at the GSSD Expo – including governments, civil society, academia and the private sector, as well as the United Nations agencies, funds and programmes – a platform to advance their South-South cooperation agenda and share their development successes.

The objectives of the South-South in Action series:

  1. The reports aim at giving countries, governments and institutions full ownership of the narrative of their undertakings (policies, activities, etc.). They allow the partners to be in the driver’ seat from the conceptualization of the undertaking, the realization (implementation), to the writing and sharing of the story of their successful undertaking;
  2. They provide other governments, development partners and any other interested stakeholder, with basic information on South-South cooperation initiatives;
  3. Finally, they aim at sharing with other developing countries, the foundations of successful development undertakings.
  4. The publications are a window for development partners to see and recognize opportunities for collaboration that exist in the South.

 

SCOPE OF WORK

Under the overall supervision of and in close collaboration with the Strategic Communications Advisor, UNOSSC, the incumbent will be responsible for development of the final report.

Key responsibilities include:

  • Compiling reporting and photos from the event
  • Reviewing South-South in Action guidelines
  • Writing and editing messages, articles, and stories for the report
  • Developing ideas for infographics, charts and images that creatively convey key messages/data
  • Drafting, proofreading, and completing the final content of the publication (about 100 pages)

ANNOTATED OUTLINE OF PUBLICATION

The main target audiences of the report are policy makers and development practitioners including diplomats in the economic section with an interest in development cooperation data, United Nations agencies and academics. For consistency of definitions, concepts and further guidance on South-South cooperation and triangular cooperation, reference can be made to the Buenos Aires Plan of Action (BAPA), New Directions for Technical Cooperation among Developing Countries, and the Nairobi Outcome Document (A/RES/64/222).

TIMELINE OF DELIVERABLES

Deliverables:

1st Deliverable-Presentation of Substantive focus and annotated outline -- 1st week of the assignment

2nd Deliverable-First draft report -- 5th week of the assignment

3rd Final draft report with comments introduced -- 7th week of the assignment

Work-progress reporting/monitoring meetings will be held with Consultant on regular basis. All activities of Consultant shall be discussed and agreed upon with the supervisor. UNOSSC will be the final authority to control the quality and evaluate the work.

Payment arrangements: Lump sum payment upon submission of final deliverable, due quality of which is endorsed by supervisor

  • Degree in Communications, Journalism, Development or a similar field

Work Experience

  • Minimum of three years of work experience at the national and/or international levels in report writing;
  • Excellent analytical skills and ability to integrate diverse quantitative and qualitative data as demonstrated by prior involvement in producing well thought-out written publications on business, economic, development, and social issues indicators and measurements;
  • Works independently and also effectively within a team environment;
  • Manages and delivers quality deliverables on time;
  • Takes initiatives and works independently to carry out tasks and achieve results;
  • Familiarity with South-South and triangular cooperation within the international development context an asset.

Language

  • English required
  • Knowledge of Arabic highly recommended

DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS

Applicants are requested to submit in one file the following documents:

  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Financial proposal indicating all-inclusive lump sum contract for the entire assignment
  • Provide at least two (2) writing samples.

EVALUATION

Method: cumulative analysis method will be used to evaluate proposals.

The evaluation Criteria as shown below shall be used to evaluate all the proposals received. The award of the Individual Contractors Contract shall be made to the individual contractors whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight - 70 points

Financial Criteria weight - 30 points

The following formula will be used to evaluate financial proposal: p = y (µ/z),

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated;

Technical selection criteria are as follows:

  1. Portfolio, previous publications, writing sample 35%
  2. Previous research of best practices in development cooperation 25%
  3. Previous work experience with United Nation system 20%
  4. Knowledge of South-South cooperation 10%
  5. Fluency in English, and knowledge of spoken and written Arabic 10%

Only candidates obtaining a minimum of 70 points in the Technical Evaluation would be considered for the Financial Evaluation

Financial Proposal (30%): Your financial proposal shall include a breakdown of the lump sum indicating fees and any other expenses that consultant might think is required for the assignment.
