Background

The United Nations in Lao PDR website at the URL www.la.one.un.org serves as a joint platform for raising awareness on the UN family’s work and on the One UN agenda in Lao PDR. The website is managed by the Resident Coordinator’s Office’s communications staff in consultation with the UN Communications Group, an inter-agency group of communicators.

The website was established in 2012 on a Joomla CMS and is hosted externally. In 2016, the website underwent restructuring to make it responsive across devices and more user-friendly. The UN in Lao PDR is looking for a successful vendor to provide hosting and maintenance services, as well as technical administration of the site

Duties and Responsibilities

The purpose of the terms of reference is to hire an external contractor to provide hosting, website administration, monitoring, management and maintenance of the UN in Lao PDR website on a 24 hours/day x 365 days/year basis.

The service agreement will include, but will not be limited to, the following range of services:

1. Hosting

* The contractor will host the website on a secure server

2. Web management

* Project management site, subversion code repository, staging a development server and same day response time on development requests;

* Access to website: Assist the content managers with platform access, content management system problems, and other related issues such as formatting, video embedding, etc.

* Recoding site successively: Currently, the website has several inconsistencies on the user interface as well as problematic backend structures. The contractor is expected to successively fix the code of the site so the WYSIWYG editor is consistent and ease-of-access is guaranteed for content managers. 

* Web site content updates: The contracted web development company will assist with content update when changes are not possible from the CMS user interface. 

* The contractor will perform backup (daily database back-up and weekly file back-up on our secure server), schedule recovery testing and provide test results for verification, as well as resolve issues on an ongoing basis – in big cases, however, in coordination with content managers.   

* The contractor will enable an automated testing system that checks for broken hyperlinks on the site, provided scheduled reports to content managers and support restoration of links. 

* The contractor will give guidance on using the admin interface of the CMS. 

3. Web and server maintenance

* Maintenance plan: Based on details provided in this TOR, devise a website maintenance plan;

* Security: The contractor will monitor web security measures such as CMS, plugins and other add-on patches and provide managed and scheduled maintenance windows. 

* Backups: Take regular backups for disaster recovery (at least monthly), as well as test this disaster recovery solution periodically (at least one test per year);

* SEO: Assist in developing and implementing Search Engines Optimization strategies to increase website visibility; 

* Database maintenance: Database administration, updates, configuration and management in accordance with UN security guidelines, rules and regulations.

* Troubleshooting: Troubleshoot web page or server problems; collaborate with content managers to discuss, analyze and solve issues;

* Technical support: Recommend technical solutions to improve performance, usability, stability, or efficiency of web related systems;

* CMS maintenance: Provide support for the installation, configuration, security, operations, and maintenance of the Joomla content management system, plugins and other add-ons used by the web platform. Provide an audit list of CMS, plugins, widgets, etc., including version, development type, update process and procedures;

* Web system updates: Update and upgrade Joomla and all plugins as required to ensure full functionality and security of the page.

* Optimization: Optimize the site for low bandwidth users;

* Verify regularly that the site is up and running, and revert to the back up whenever necessary;

Required Skills and Experience

* Minimum five years experience managing web project (development and maintenance).

* Knowledge of web design and development, networking protocols, and general web programming languages (especially Joomla, .NET, HTML 5, CSS, PHP etc.)

* Experience in web projects of global sites, particularly with UN agencies an asset.

* Strong familiarity with the Joomla CMS, web technologies, and web administration of complex web sites.

* Knowledge of web servers, databases, and applications.

* Strong organizational, analytical and problem solving are required.

* Fluency (oral, written) in English is required
