Background

In 2015 the UN Women Regional Office for Europe and Central Asia (ECA RO) was properly established in Istanbul, Turkey. Over the past year the office has grown to provide amongst other things operational support and oversight to all the offices in Europe and Central Asia. As the Regional Office is setting out to maximize productivity and provide effective regional oversite in 2016, the Regional Director has planned to bring in additional capacity to support targeted regional management/managers by providing capacity development through mentoring and coaching for key personnel. With the facility of this additional support option to senior management throughout the region is it believed that gaps in management effectiveness and accountability will be identified and focused on to provide quality management throughout the offices of the region.

Duties and Responsibilities

A Consultant will be required to work with ECA Regional Office Senior Management to change work and management culture allowing Country/Project Offices to improve efficiency and accountability and ultimately reach their workplan goals. The major areas of work the consultant will be asked to focus on will be to identify and strengthen gaps in the management and communication skills of key personnel and aligning their approaches with the style and culture deemed as best practice by ECA RO.

In this context, and in an effort to reinvigorate and strengthen the ECA Region’s management and leadership capacities, ECA RO is looking to engage a ‘Leadership and Mentoring Consultant’ to work under the Regional Director to develop a comprehensive strategy for promoting leadership coherence, enhancing management/communication skills, encouraging teamwork, and enforcing management accountabilities in targeted offices.

Summary of Deliverables 
 

  • In consultation with the ECARO Management, develop an appropriate coaching, mentoring plan and deliver it key/selected managers based on an agreed delivery schedule; this should focus on, among other things, leadership coaching, enhanced leadership confidence and skills for managers and their staff. This will be delivered either remotely or in person;
  • Enhanced leadership skills in leading and motivating people to change and to perform; enhanced strategic thinking and powers of analysis as well as communication and listening skills;
  • Design and roll-out of a one-on-one guidance and support to selected managers, focusing on tasks that they are expected completed, organizing their time to do these tasks, following-up to ensure that progress is being made and problems are being solved as they arise, and providing feedback and evaluating performance;
  • Counseling staff to mitigate conflict and introduce problem-solving orientation and teamwork;
  •  In addition to the above, this Mentor/Coach will also be expected, where required to support/assist managers in the organizational structure of their respective office and the related communication channels.
  • On request by senior RO management, work with specified managers to simply develop leadership and management capacity even in situations where there are no obvious issues with the related office.

Required Skills and Experience

Academic Qualifications/Education:

  • Undergraduate degree in social sciences or relevant area.
  • Masters in a relevant field is an advantage.

Experience:

  • At least seven years of diverse experience in the field of human resources management including management and leadership development; 
  • Well-developed skills and demonstrated experience in mentoring, coaching, multi-stakeholder dialogue processes, mediation, communication;
  • Experience in HR within the UN system is an advantage.

Language:

Fluency in spoken and written English required.

  • Financial Proposal (Specifying a total lump sum amount for the tasks specified in this Terms of Reference). The financial proposal shall include a breakdown of this lump sum amount with daily and hourly rate. In situations of unplanned travel, UN Women will cover travel related costs.

Payment schedule

100% of the amount specified in the Financial Proposal will be periodically disbursed upon submission and UN Women approval of the deliverables.

Evaluation of applicants

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

z = price of the proposal being evaluated
